Accountability and transparency of public institutions from Timiș county

`Transparency for the Community Interest – program to increase the level of accountability and transparency of public institutions from Timiș county` is the title of a new initiative of the Euroregional Center for Democracy (CED), implemented from December 1, 2007 to September 30, 2008. Together with its partners - Prefectura Timiș, Banat-Ripensis Microregional Association for the Development of Localities, Communitary Association Traian Vuia Telecentre and Timiș Torontal Association, CED aims to increase the transparency and accountability of representatives of local administration institutions in three pilot areas from Timiș county, by strengthening the role of non-governmental organisations from the county as efficient monitor.

The project is addressed to non-governmental organisations, city halls, local councils and citizens from 25 localities from Timiș county, with focus points on Deta for south area, Jimbolia for east and Traian Vuia for west.

The activities planned within the project include monitoring and evaluation of the implementation of Law 350 regarding non-refundable financing from the local budget for non profit activities of local interest, Law 52/2003 regarding transparency in the decision making process in public administration and Law 544 regarding free access to information of public interest, through visits to the institutions and accessing their webpages. Also, a questionnaire will reveal the level of information of citizens, NGO representatives and public institutions regarding the three laws and, based on the results of the study, a strategy for informing citizens and NGO members on the rights and obligations of the laws will be elaborated.

The non-governmental organisations will be actively involved in monitoring local authorities and informing citizens, creating a participation in the decision making at local level of all three important actors of the community: civil society (represented by NGOs), citizens and local and county public institutions.

The project is implemented with the financial support of the EUROPEAN UNION, through PHARE 2005 Program Strenghtening Democracy in Romania, Component 2 – Democracy, human rights, the rule of law, independance of justice and fight against corruption
