Institute for Social and European Studies - Master in International Relations and European Studies, Koszeg, Hungary
Application deadline: September 1, 2006

Institute for Social and European Studies (ISES) in collaboration with Budapest Corvinus University (the degree issuing institution) is providing students with the opportunity to obtain theoretical and practical knowledge in the fields of international relations, problems of small states in Europe, the Balkans, international economics, regional integration and development, political science, European culture and sociology.

Why to study International and European Studies?
- You will gain useful knowledge about the EU and Central-Eastern Europe in the context of economic and cultural integration, what can be useful for decision-making, policies and programmes at the national and EU level.
- A large part of the development cooperation budget of EU member states is channeled through the EU’s various development programmes.
- The EU affects prospects for development through regional and global development, access to its own markets and through the impact of its policies.
- The EU is spending the largest amount on regional development in the world.
- It is intended for people who are making, or who have the potential to make, a significant contribution to the non-governmental sector in the developing world as analysts, policy-makers, researchers or practitioners.
- Major changes in global economic and political systems are occurring since the fall of the Soviet Union. Managers and planners of local development need the skills to consider global changes as well as local continuities. We find that changing economies prompt changes in social services and local development initiatives and so there is the need to acquire the skills necessary to play a key part in these developments.
- There is heightened national and international interest in and concern with international and local issues.
- In recent years, multi-lateral and bi-lateral donors have increasingly worked to influence development debates and to share information about their policies and activities; through websites, publications, video and inter-active multi-media. Non-governmental organizations have also become more sophisticated in using a range of media and communication strategies to lobby governments and multilateral bodies, to inform supporters and to build alliances and networks. As a result the demand for staff with skills in International and European Studies, allied to an understanding of international development issues, has increased offering a range of career opportunities for graduates of this programme.

This programme should be of special interest to the following people:
- Economics, political and social science graduates, especially those who wish to specialize in the field of Central-Eastern European issues in theory and practice.
- Those with work experience in the developing world, wishing to expand their knowledge of the role of the EU in international, regional and national issues.
- Government officials and non-governmental practitioners interested in working in or with the EU on regional and cultural development cooperation issues.
- State officials and non-governmental practitioners who wish to deepen their understanding of debates surrounding the role of the EU in a global context.

The Institute for Social and European Studies offers a variety of programmes and services during the academic year, which will make your stay in Hungary a rewarding and enriching experience. You will be part of an international student body of approximately 30 students and have the opportunity to meet outstanding professors from around the world. A Youth Exchange brings together groups of young people between 15 and 25 years old from different backgrounds from two or more countries. Summer School ‘The Quest for European Values’, August 20 – 26, 2006, Vama Veche, Romania
Application deadline: July 10, 2006

The Luxembourg Institute for European and International Studies is a forum of intellectual discussions and research as well as a platform of training and upgrading for undergraduates and young professionals from both western and eastern countries.

One of the Institute's constant themes of research and debate has been the European integration viewed as a particularly dynamic and challenging process. The topic has been explored for the last 12 years under the form of summer schools organized by the Institute in cooperation with the Black Sea University Foundation and later on with the European Cultural Centre, Bucharest at Mangalia and Vama Veche in Romania.

The 2006 seminar looks into the question whether there are, can and should be common values for the upcoming Europe, i.e. the European Union and beyond. Should the Europeans strive for a common ethos giving the continent a genuine impetus in its political, economic and social endeavours? How far will these values be different from those in other places of the world and how far will they be compatible with those? To what degree is the past of any guidance? Is it wise to have such a debate on values or might such an effort even prove counterproductive in the longer term? How far can a value debate contribute to the shaping of a common identity and thus also to the definition of a possible future role for Europe in the international system?

The cost of 365 Euro includes participation fee, accommodation in double rooms with own bathroom and all meals. Scholarships are available.

The Lost Highway Expedition, July 30 - August 24, 2006, Western Balkans

Centrala Foundation for Future Cities and School of Missing Studies organizes the Lost Highway Expedition, a massive movement of individuals that will pass through Ljubljana, Zagreb, Novi Sad, Belgrade, Skopje, Pristina, Tirana, Podgorica and Sarajevo, from July 30 to August 24 of 2006. Lost Highway Expedition (LHE) is about constructing and experiencing an experimental network-based civic society that navigates the new and dynamic territorialities of the Western Balkans and explores new modes of linking its different entities.

While on the road, Lost Highway Expedition will travel around the future of the Western Balkans and European Union and produce projects about borders as creative spaces, citizenship and negotiation of citizens rights, interactions between vertical authority and bottom-up initiatives, architectural inventions coming from transition, spatial instruments for new socio-political negotiations, parallel systems which exist in the Western Balkans and European Union, emerging networks between the cities in the Western Balkans, other missing studies.

At each city along the route, Lost Highway Expedition will interact with the projects of local organizations and groups about the issues they find relevant for the future of their own contexts. In tandem with a wide international network, participating local organizations so far include: SKUC (Ljubljana); Platforma 9.81, Kuda.org (Novi Sad), Prelom kolektiv (Belgrade), Belgrade SMS, Missing Identity (Kosovo), Press to Exit (Skopje) and Pro.ba (Sarajevo), and more participants will be added to this preliminary network.

The expedition program and events will result from the interaction between the local and the traveling participants. The collaboration between these different cultural organizations, artist groups and individuals may include very different forms of participation, discussion or production. By blurring the boundaries between the roles of host and guest, LHE aims to examine and negotiate emerging territorial concepts and societal networks in the Western Balkans and their implications for the future of the European Union.

As the Lost Highway Expedition is a self-generating open source network, you are encouraged to invite other people, groups or organizations to join in. You are expected to self-organize, support, and realize your journey. You do not have to travel or stay together, and you can enter and exit the expedition for any length of time and at any point. To start creating our temporary community even before we meet along LHE, we invite you to register and contribute to the expedition's exchange platform at www.europelostandfound.net. There you can find your possible project partners, travel mates, or practical information, and you can also help construct the infrastructure and the content of the platform with your projects, skills and contributed information.

Lost Highway Expedition is about participation, education, self-organization, networking and exchange of knowledge and resources. Many traveling minds will build a traveling consciousness, in which people are connected while staying individually different. Aiming to locate or invent the future, we will be moving in order to discover where we are going. Our voyage to the unknown territories of the future implies that the future is not only to be found, but also constructed, and this is what we would like you to do.

The reasons for the growing relevance of regional policy and regional planning and for the increase in regional self-awareness and identity are manifold. SEE nation states have been and still are highly centralized, the fact that was taken to the extreme in the socialist period, while the growing regionalism or even autonomist movements may be a counter reaction to this concentration of resources in the capitals and big cities. Regionalism can also be attributed to the fact that regional disparities in SEE are growing: while urban regions increasingly attract people and resources, many rural regions are becoming marginalized and either depopulated or gradually turning into refuges of ethnic minorities or of (Western) old age pensioners. On the other hand, the strengthening of regions, particularly of the border regions, and of regional identities may already be a result of the EU policy of a 'Europe of Regions', or it may foreshadow a reaction to the growing impact of globalization on SEE. EU accession also leads to the creation of regional institutions that administer EU programs for disadvantaged regions, and these administrative realities may in the future also affect identities.

Whatever the reasons – which need to be studied in greater detail – the regions and regionalism are a problem not only of politicians and regional planners, of economists and geographers, of demographers and sociologists, but also of ethnologists, folklorists, anthropologists, and historians. After a period of emphasis on the 'deterritorialization of culture', the 'spatial turn' has brought the region back to the attention of the ethnological sciences - both as a construct and as a tangible (and often problematic) reality of everyday life.

The 4th conference of the International Association for Southeast European Anthropology (InASEA) wants to explore regions, regionalisms, regional cultures and identities in the southeast European countries from a predominantly ethnological/anthropological perspective. The association invites colleagues to present their empirical studies of present regions or their studies of historical regions with a focus on socio-cultural issues: on regional cultures and their construction, on regional identities, on the everyday 'functioning' of regions, including cross-border regions, on social and cultural consequences of regional disparities, etc. Scholars from neighboring disciplines, such as history, geography and sociology, are also invited to propose papers which deal with the topics of the conference and have a socio-cultural approach.

The Conference registration fee for the InASEA members will be covered from their annual membership fee. The non-InASEA members will be asked to pay the on-site registration fee equivalent to 15 EUR (participants from Southeast Europe, outside the European Union) and 30 EUR (other participants, including those from the countries that joined the European Union before 2006).

The organizers of the Conference will cover at least a part of the travel and accommodation costs of the participants from the countries of Southeast Europe that have not entered the European Union until 2006. Accommodation for participants who qualify for financial support will be pre-arranged. Other participants will also be assisted in making hotel reservations. More information about the accommodation in Timisoara will be given on the
Conference website in due time.

The paper proposal ought to contain the paper title, a 200-250 word abstract as well as the author’s name, institution, address, e-mail, and a very brief academic CV.

Europe & Balkans International Network – Journal Southeastern Europe

Eastern Europe has disappeared, first, in the reemergence of the distinction between Central and Balkan Europe, and second, in the integration of the former to the European Union. Eastern Europe is dead, long live Southeastern Europe. Transitology is out of fashion. What comes next? The Journal does not aim at constructing a new single paradigm but to be a pioneer in contextualization and conceptualization of Southeast European developments. Three pillars build its theoretical universe:
• Pluridisciplinarity – political science, history, sociology, law, anthropology, cultural studies
• Interdisciplinarity – issues like nationalism, ethnicity, human rights do not belong to any particular discipline and need the contribution of several of them
• Comparative approach often replaces verification in social sciences and gives a theoretical background for 'measuring' the uniqueness or commonness of the phenomena.

The journal has interest in both:
• Results of theoretical research
• Informed policy debate, implications of research for policy innovation, analysis of the outcome of previous initiatives.

The journal is published by Charles Schlacks in California. It has already issued 30 volumes and has been mainly distributed in the USA. The publisher offered the Europe&Balkans network to take on the leadership of the Journal. Our ambition is to develop it in a peer reviewed journal with high scientific visibility in both the USA and Europe. The journal has been published annually. From 2007 it will become biannual.

The content is structured in five parts:
• Editor’s essay focusing on a different aspect and encouraging the reader to explore the region within the parameters set by the editorial leadership
• Articles of 20-25 pages (36,000-45,000 signs) on variety of topics. Every article is accompanied by a summary
• Scholar interview in dept of a political personality, critically evaluated by another scholar
• Book reviews:
o Major review essay – two separate reviews of the same book and an author’s reply
o Books received – short presentations of books in non English and non western language publications
• News – information for the intellectual life in the region: innovative initiatives, new institutes, important international conferences, etc.

The structure includes also two types of information:
• Notes on contributors
• Notes for contributors.

Mahalusa Community Development Training Initiative

Mahalusa are inviting all women in Bosnia and Herzegovina who are active in community/NGO work in either a paid or voluntary capacity to become involved in a new project: Mahalusa Community Development Training Initiative. Mahalusa is a new organisation that aims to promote women's equality in Bosnia and Herzegovina through community development work.

Mahalusa invites women internationally to become active in our work. Our connections are built through individual friendships, exchange visits, networking and training opportunities. We aim to form an active community of women that has a greater understanding of community development work in culturally diverse settings and confidence in their own ability to contribute to a better life for themselves and their communities.

The purpose of this initiative is to provide opportunities for women in BiH to develop as community leaders through professional community development training and networking. We hope to achieve this by providing introductory community development training for women in BiH who are active in their communities in either a payed or voluntary capacity. In the longer term we hope to develop access to women in BiH to accredited community development training, provide networking opportunities for women involved in community development work through gatherings and conferences and develop an online community through a Mahalusa website.
