NSK-EJC Fellowship Programme, May 15 - 27, 2006

Nihon Shinbun Kyokai (NSK), The Japan Newspaper Publishers & Editors Association, has taken great interest in promoting international understanding and friendship through co-operation with journalists of all nationalities ever since its establishment in 1946. The NSK-EJC Fellowship Programme is one of many programmes carried out by NSK for the purpose of advancing the above objective and is designed for European journalists.

1. Qualifications and Selection
The European Journalism Centre headquarters in Maastricht, the Netherlands, is responsible for the pre-selection and recommendation of the Fellows. Applicants for the programme can be up to 35 years old. They should have at least five years of experience as full-time professional journalists. They must have a good command of English listening, speaking and writing, as all the lectures will be conducted in English. The programme is designed to provide a comprehensive view of Japan and it would help the Fellows if they acquire some knowledge of Japanese before coming, although this is not essential. It is desirable for NSK as well as for the Fellows that they are able to adjust to Japanese social practices and customs, as the programme lasts 13 days.

The programme provides the Fellows with a yen payment equivalent to a maximum amount of 500 euros to cover flight tickets. The accommodation fee (breakfast is included) and local transportation fees will be paid by NSK. Reference materials will be also provided. The Fellows are requested to pay any personal expenses including lunch and dinner, though some meals are prepared by NSK.

The European Journalism Centre (EJC) will pre-select and recommend four Fellows. Therefore, applicants have to apply to EJC for the Fellowship. The application forms are available at the EJC office, the address, telephone, fax number and e-mail address of which are shown below. The application form must be accompanied by a statement from the applicant's employer supporting the application and agreeing to grant a leave of absence for the duration of the programme. Print journalists or editors affiliated with newspapers or news agencies are recommended to apply, though people from broadcasters are not excluded. Free lancers are less eligible.

Partners Foundation for Local Development - Organizational Development Training of Trainers, May 15 - 26, 2006, Lithuania

Partners Foundation for Local Development (FPDL) Romania - Regional Program 'Working Together' is announcing the Organizational Development Training of Trainers (OD TOT), in the period May 15-26, 2006, Lithuania, financed by the Local Government and Public Reform Initiatives of the Open Society Institute Budapest (LGI/OSI).

Goal
The TOT on Organizational Development will:
• Improve participants' knowledge and skills in the field of Organizational Development, so that they will be able to support local governments' capacity building processes in the area of organizational development management
• Field test the Manual 'Training on Organizational Development'.

Participants
18 Participants, from CEE/SEE countries will be selected, based on their On-line Application Forms and on the following criteria:
- Experience in training
- Experience in working with or for local governments
- Having identified a local government as a willing client to receive the training on Organizational Development after the TOT
- Working for or with a training organization that has the potential to disseminate the acquired knowledge and skills in their respective countries
- Good English Language skills
- Gender and countries balance.

Selected participants will receive instructions in order to collect detailed information on their chosen client organization (public service enterprise or local government subdivision) functions and current challenges, before attending the TOT.

LGI/OSI is financing this TOT Program, in the Regional Program 'Working Together' frame. For selected participants FPDL will cover:
- International travel, economy class or train (if possible)
- Tuition
- Accommodation and meals
- Local travel

World Learning for International Development - Romania Civil Society Strengthening Program


World Learning for International Development (WLID) is strengthening Romanian organizations that monitor the impact of and compliance with public policy as well as perform advocacy and public policy development functions. Implementing a $6 million program funded by USAID, WLID’s program will support these organizations in performing their vital function of keeping government accountable for its actions, mobilizing participation of citizens in the development and implementation of public policy, and improving NGO capacity to cope with the realities of Romania’s accession to EU and withdrawal of other funding agencies.

World Learning’s program targets NGOs and public policy organizations that monitor the accountability and transparency of government as well as intermediary support organizations (ISOs) that provide services, support, and leadership to the NGO sector.

WLID’s strategy hinges on encouraging three mutually reinforcing components:
Ø Organizational sustainability
World Learning will support target organizations to consolidate their managerial and financial capacities, increase responsibility of boards, update and follow strategic plans, document and report impact, tighten ties with their constituencies, and use more effective public relations instruments.
Ø Advocacy
The RCSS program will support coalitions of NGOs to develop new advocacy initiatives, conduct policy analysis or promote policy/legislation changes, and to coach smaller organizations to increase their civic involvement and advocacy activities. Perhaps most important, it is designed to address a shortcoming noted by many civil society practitioners. Advocacy groups are sometimes capable of influencing government to change legislation, but then fail to adequately monitor its implementation. Civil society practitioners call this 'closing the advocacy cycle' and it is an important aspect of the new program.
Ø Partnership
Activities in this area will contribute to more stable, responsive, and sustainable civil society organizations through effective partnerships with local public authorities, businesses, local, regional, international, or academic organizations.

Putting its own philosophy into action, and following well-established World Learning principles, project implementation will be largely Romanian, supported by World Learning. At the same time, two international partners, the European Center for Not-for-Profit Law (ECNL) and Management Systems International (MSI) will provide specialized assistance. ECNL will support NGOs in implementing the legal framework for NGO sustainability, harmonizing NGO legislation with EU Standards, building capacity for organizational transition, engaging the sector in advocacy work on NGO legislation, and developing a framework for cooperation between the NGO sector and the Romanian Government. MSI will provide short-term technical assistance on anti-corruption and other transparency activities, as well as on NGO legacy/sustainability/exit issues.

Young Voices Slovenia - Co-management in Youth Participation, July 28 – August 4, 2006, Izola, Slovenia

Young Voices Slovenia invites you to take part in the training 'Co-management in Youth Participation' which will take place from 28 July to 4 August 2006 in a friendly Slovenian town on the Mediterranean coast. There are 20 free places for youth leaders from EU and EFTA countries. We invite young people who are open to new approaches and ideas. The training will be lead by youth leaders with long experience in the field of co-management in local and international structures.

This is a unique opportunity to get to know the newest and most fresh approach in promoting youth participation at all levels. The training will provide you with a step-by-step team-work guide to achieving successful co-management.
The participants have to:
· be over 18
· be actively involved in a youth organisation or governmental service, and in a position to take on responsibilities within multi-cultural or intercultural activities after the course
· be well informed about their organisation and prepared to explain its activities to the other participants
· fluent in English
· be able to pay a participation fee of 100 Euros (participants will be reimbursed 70% of the travel costs).

Strategic Management Skills for Art Managers, April 24 – 29, 2006

Organised by: European Cultural Foundation, Amsterdam, Foundation – Center for Contemporary Arts, Bratislava, in collaboration with The Academy of Music and Dramatic Arts, Bratislava.

In order to take advantage of the many new opportunities that are presented, the ECF organizes a course providing art managers from turbulent environments with a set of strategic management skills which will allow them to analyse and successfully develop their organisations, steering them towards structural change as well as operational and financial sustainability.

Before the course starts, each participating team will be asked to complete a questionnaire about their own organisation as well as a short outline of their strategic development plans for the next three years. This will ensure that the course leaders can adapt the course content to the specific needs of the group. All participating teams will briefly present their organisations at the beginning of the course. Full participation in lectures, workshops and site visits is mandatory!

The course consists of a combination of lectures (four morning sessions), practical workshops involving art managers experienced in developing their own organisations (four afternoon sessions), and site visits to a number of vibrant art organisations in transitional Slovakia (two days).

Applicants should apply in teams of two individuals representing the management of their respective arts organisation. The course is specifically designed for art organisations in volatile and transitional environments of Central, Eastern and South East European countries. (Considering that change and strategic development are crucial factors for the success of art organisations all over Europe, interested art managers from Western European EU countries are, however, strongly encouraged to apply!)

Important details:
The course is limited to a maximum of ten teams (twenty participants).
The language of the course is English.
All lectures and workshops will take place in downtown Bratislava (The Academy of Music and Dramatic Arts).
Two days of site visits to various art organisations will be organised in and around Bratislava and other towns and regions of Slovakia.
The registration fee (for a team) is €600. This includes: registration, handbook, access to all lectures and workshops as well as participation in site visits, and access to the locally organised cultural programme in Bratislava.
The cost of accommodation and meals for the whole duration of the course (seven days: 23-30 April, 2006) is €460 per person.

A number of scholarships (covering the course fee, accommodation and meals) are available for participants from Albania, Belarus, Bosnia-Herzegovina, Bulgaria, Croatia, Czech Republic Estonia, Hungary, Kosovo, Latvia, Lithuania, Macedonia, Moldova, Poland, Romania, Serbia, Montenegro, Slovak Republic, Slovenia and Ukraine. These scholarships are supported by the European Cultural Foundation. The scholarships do not cover travel expenses to Bratislava. A limited number of travel grants are available to participants who can prove that they have no other means of covering their travel to Slovakia.

European Commission Directorate General External Relations - European Initiative for Democracy and Human Rights - 4.Advancing equality, tolerance and peace

The European Initiative for Democracy and Human Rights - EIDHR, brings together the budget lines for promoting human rights, democracy and conflict prevention in countries outside of the EU.
· The four campaigns launched under the EIDHR for 2005-2006 are:
Campaign 1: Promoting Justice and the Rule of Law
Campaign 2: Fostering a culture of human rights
Campaign 3: Promoting the democratic process
Campaign 4: Advancing equality, tolerance and peace.

This call for proposals is launched in order to select projects to implement Campaign 4, entitled 'Advancing equality, tolerance and peace' divided into 2 separate LOTs.
1. Combating racism and xenophobia and promoting the rights of peoples belonging to minorities - Support to advocacy to realise the rights of persons facing discrimination on grounds of religious, racial, ethnic or caste background.
2. Promoting the rights of indigenous peoples - Raising public awareness of the situation and living conditions of indigenous peoples, and promoting knowledge and understanding of their rights, in particular the right to live on their own land and to own property.

Activities to be supported should focus on: training of community leaders, women and young people; helping ethnic minorities to obtain better access to justice; increasing the participation of ethnic minorities in public life; improving cultural, linguistic and religious rights. As regards indigenous peoples, activities should focus on : capacity-building for organisations of indigenous peoples, including through training and education, networking and participation in relevant fora; promoting dialogue between indigenous peoples and policy makers in local, regional and national authorities.

The minimum amount of funding for individual projects is EUR 300,000 (applicants with headquarter in EU)/ EUR 150,000 (applicants with headquarters in other eligible countries, ref. guidelines) with a maximum amount of EUR 1 million. The Commission will finance only 80% of all eligible costs.

Applicants must be non-profit making, indigenous peoples' organisations and institutions, including tribal councils and other indigenous governance structures, non-governmental organisation, or a higher education institution.

Applicants should be nationals of an EU Member State, EEA Countries (Liechtenstein, Iceland, Norway), or
- For country projects: be nationals of a country eligible under this call, i.e. Bosnia -Herzegovina, Former Yugoslavian Republic of Macedonia (FYROM), Turkey, India, Indonesia, Nepal, Sierra Leone, Sudan, Bolivia, Brazil, Ecuador, Guatemala and Peru.
- For regional projects: Western Balkans and candidate countries, Mediterranean and Middle East, Asia and Sub-Saharan Africa, Latin America, and the Caribbean . A list of countries can be found in the guidelines.
- For global projects: be nationals of any country, except Australia, Canada, Japan, New Zealand, Taiwan, Singapore, South Korea, Switzerland and the USA.

Forum of European Journalism Students – Regional training course Human Rights Reporting May 19 – 22, 2006, Skopje, Macedonia

The training course is a part of the Balkan Human Rights News Service, in the frame of the FACE Human Rights Online Journal (http://www.cgsd.rutgers.edu/face.shtml). The Balkan Human Rights News Service is a collective of student journalists from seven Balkan countries trained in human rights reporting, organised in 'newsrooms-node' and publishing via the FACE Human Rights online journal by and for young people.

The training course will take place in Skopje, May 19-22, 2006 where 28 student journalists will be trained in human rights reporting. These ‘Human Rights Junior Fellows’, four from each country, and a professional journalist will constitute a national FACE Human Rights 'node' Each newsroom will be responsible for reporting on national human rights issues and for contributing to stories on regional issues.

The training course is the first stage of the project FACE Human rights Online Journal and will introduce participants into methods and approaches in Human Rights reporting. During the four working days the students/journalists will have opportunity to improve their skills for covering stories with human rights background which will also comprise the minority, children and woman rights, genders, and sexual orientation issues as well civil, political, social, economic and cultural rights. During the course we will also work to establish a strong sense of common purpose among the participants, a sense of themselves almost as missionaries with a message to carry home and pass on. After the training will finish the participants will go home to begin year-long internships as human rights reporters and serving as the local FACE Human Rights node.

Profile of participants:
Journalism students or young journalists who are working in the media and covering human rights issues OR
Youth leaders active within youth organizations and associations with intention to establish country’s node as part of the Balkan HR News Service
Aged between 18-30
Priority will be given to FEJS members from the mentioned countries involved
Maximum of 4 participants per country (Albania, Bulgaria, Bosnia and Herzegovina, Croatia, Macedonia, Romania and Serbia and Montenegro). Also each FEJS branch is invited to nominate one or two extra persons for the waiting list
Fluent in English (spoken/written), this will be the working language of the seminar

The travel cost will be reimbursed up to 65% of the travel costs (on the basis of the cheapest means of transport upon presentation of the original tickets.) Only the participants who attend the entire training course can be reimbursed. The payment will be made either by bank transfer after the course, or at the end of the course in cash (in Euros). Board and lodging will be provided and paid for by FEJS Macedonia. The participants will be accommodating in two bed rooms with bathroom.

Schüler Helfen Leben and Aktion Tagwerk - Call for proposals for youth projects in South-East Europe

Schüler Helfen Leben e.V. is a charitable organization from Germany, which supports with youth projects in South–East Europe reconciliation and freedom in the whole region. Our current balance is: 13 million Euros donated and more than a hundred projects in Croatia, Bosnia – Herzegovina, Serbia, Macedonia, Kosovo and Romania. SHL is an independent initiative, which provides quick and non-bureaucratic help by young people to young people.

Aktion Tagwerk (AT) was founded in 2003 and works closely together with the childrens’ charity Human Help Network in Mainz. AT doesn’t pursue any profit goals whatsoever, but aims to help and support children and young
people in need. Public political development projects can also be promoted as part of this work. The projects, which are supported by donations, can be realised in various project countries. Africa is currently a main focus for the projects which AT supports, and for many years AT has been supporting projects running in Rwanda, Burundi and Angola. Another important focus of AT is the strengthening and promotion of school partnerships between different countries.

Action: Social Day 2006
In summer 2006 SHL is going to ask pupils throughout Germany to participate in the Social Day. The idea of this day is simple: The pupils will not go to school for one day, they will work in a bakery, in their neighborhood, for
relatives or friends and they will donate their earned salary to SHL and AT. In order not to limit the participation of these young people to the one day-action the selection and monitoring of project partners will be partly put in their hands as well.

For the year 2006 we are still looking for non profit organizations, which are going to use part of the donations for project implementation in South – East Europe. Considering the nature of project it is important for us, that the partner focuses on direct support of children and/ or young people and is according to the following criteria:

Target group: The project should address children, youth and/or students
Region: Following countries in South-East Europe: Croatia, Bosnia-Herzegovina, Serbia and Montenegro, UNMIK Kosovo, Macedonia, Albania, Bulgaria, Romania, Moldova

The project should enable access for young people to education, a positive upbringing and care/guidance. The projects should:
· Be open to all young people, independent of sex, beliefs, nationality, economic situation and social grouping.
· Impart the capabilities and the knowledge needed for young people to be able to grow into responsibly mature, critical-thinking citizens of a democratic state and to allow them to be financially independent.

We put great value on the direct participation of young people – in the project country as well as in Germany. Therefore, before the trip, the young people should be involved in planning, so that the project is perfectly tailored to the particular needs of the region. It is also important that the project can be guaranteed to have a positive feedback effect on Germany too. An important goal is to stir up young Germans’ interest in the situation of their age group abroad, and to further their understanding of the particular region. Through talks and informative materials the pupils are also informed in full about their chosen project.

The necessary resources should lie between €25,000 and €250,000. With a budget higher than €100,000 we see value in the participation of a known charitable partner organisation. The work, as well as materials and personal costs, are supported, as long as they are necessary for transfer to the project country. The project should be financed by other sponsors, but this is by no means a condition. The financial plan should be drawn up in Euros. The cost projection must be balanced and detailed enough, that the project comes across as recognisable, comprehensible and testable.

The maximum duration for a project supported by the SHL-Social Day is definitely 3 years. The project shall commence between August 2006 and January 2007.

The applications have to be drawn up in German as described in annex 1. Only complete, fully documented, signed and dated applications will be accepted. An application is considered complete, when the following documents are attached:
· An official, signed and dated letter of intention
· Statute of the applicant organization/ association, registration documents (evidence on registration) and a statement about its charitable status and activities benefiting the community.
· Proof of service to the public
· Reports of the latest activities
· Annual financial report of the last two financial years and further administrative– or balance documents
· If appropriate a guarantee letter of a project partner who participates in the project and a report about current activities of that organization.
Please send these documents in double copies. The applications sent via fax or E – Mail will be considered, if SHL receives a paper version before the deadline.

Fellowship Programme on International and Comparative Environmental Law, July 17 – August 4, 2006, Budapest, Hungary

The Programme is organized in cooperation with the Pázmány Péter Catholic University - Faculty of Law and Political Sciences and the Regional Environmental Center.

The Fellowship Programme on International and Comparative Environmental Law will provide an intensive three-week course in environmental law and policy. The Programme will adopt a participant-centred approach in which participants engage in critical thinking, problem solving and decision-making. The courses are comprised of practical training sessions involving short interactive lectures, case studies, simulation exercises and group discussions. The learning activities will be designed so as to provide opportunities for debriefing through teacher and peer feedback, personal and group reflection and the application of newly developed ideas and skills.

The Fellowship Programme on International and Comparative Environmental Law will be accessible to candidates from developing countries and countries with economies in transition. Candidates from other countries and international civil servants may apply on a self-financed basis. To qualify, candidates must be between 25 and 40 years old and have a background in law or a sound working experience on environmental issues.

Civil servants, NGO staff, academics, lawyers, private sector professionals and advanced students in the field of environmental law, international relations and international politics may apply.

The programme will be conducted in English. Proficiency in spoken and written English is thus required. Participation will be based on a competitive selection process. An expert committee will analyze the applications and select the participants. The committee will give due consideration to the applicant's qualifications and to the scope of their professional duties. Applications from officials of environment or environmental protection related ministries will be favored. The committee will apply equitable geographical distribution and gender equality treatment. The programme will accommodate a maximum of 25 participants. Selected candidates will be entitled to a fellowship and may opt to obtain assistance for travel or accommodation costs. The selection committee may decide to grant full fellowships (travel and accommodation) to a limited number of candidates.

Milena Jesenská Fellowships for Journalists 2006/2007

The Milena Jesenská Fellowships are awarded to enable experienced European journalists in print, broadcasting, and electronic media to work in Vienna for three months on projects of their own choice, free of daily duties and obligations.

The projects typically have not only local, but also European relevance. Recent calls for applications have been directed towards cultural journalists, with the term ‘cultural’ interpreted in a broad sense to encompass all kinds of artistic and intellectual disciplines. The program was established in cooperation with the European Cultural Foundation (Amsterdam) and is supported by Project Syndicate. Other organizations have also generously contributed to the program.

Objective
The Milena Jesenská Fellowship program was established by the Institute for Human Sciences and by the European Cultural Foundation, and is supported by Project Syndicate. It offers European journalists working in print, broadcast and electronic media time off from their professional duties in order to pursue in-depth research on a European topic of their choice. The call for applications 2006/07 is directed towards cultural journalists, with the term ‘cultural’ interpreted in a broad sense to encompass a wide variety of artistic and intellectual fields.

Conditions
Milena Jesenská Fellows are invited to spend three months at the IWM in Vienna, Austria. Recipients of the fellowships are given a stipend of € 7.630 and are provided with office space, a PC with broadband Internet access, and the use of the IWM’s in-house research facilities as well as other relevant resources in Vienna. Travel grants of up to € 1.820 will be available for research visits to neighboring countries.

Candidates for the Milena Jesenská fellowships must have several years of experience in professional journalism. Their work may deal with any topic related to cultural issues of European relevance, especially having to do with the issue of European integration. Fellowships are not intended for entry-level journalists or students.

European Commission DG Education and Culture - Jean Monnet Project

The Jean Monnet Project aims to contribute to an improved knowledge and improved information on the issues relating to the construction of Europe by awarding grants to academic institutes.

The objective is to respond to the need for knowledge about European integration and to give greater visibility, at both international and national levels, to scientific resources and academic activities in the filed of European integration and European Union developments. It targets social science disciplines such as Community law, European economic integration, European political integration and the history of the European construction process.

The Jean Monnet Project supports the creation of:
· Jean Monnet European Centres of Excellence
This is a framework or structure specialising in European integrating and sharing scientific, human and documentary resources for European integration studies and research within one or more universities.
The allocation of co-financing for the three year period is: Member States EUR 60 000; candidate countries EUR 45 000; rest of the world EUR 30 000. Grants will not exceed 75 % of the total costs.
· Jean Monnet Chairs and 'ad personam' Jean Monnet Chairs
This is a symbolic term corresponding to a full-time teaching post. All statutory courses and teaching activities must be entirely devoted to the subject of European integration.
Grants will not exceed 75 % of the total costs. The allocation of co-financing for the three year period is:
Jean Monnet Chairs: Member States EUR 36 000; candidate countries EUR 30 000 and rest of the world EUR 18 000. Grants will not exceed 75 % of the total costs.

Ad personam Jean Monnet Chair: Member States EUR 21 000; candidate countries and rest of the world EUR 15 000. Grants will not exceed 75 % of the total costs.

· European Modules
A Jean Monnet Module is a short programme of European integration study in one of the four priority disciplines of the Jean Monnet Project. Priority will be given to modules targeting students not involved in these four disciplines such as students from the faculties of medicine, science, education, arts and languages etc.
The allocation of co-financing for the three year period is: Member States, candidate countries EUR 15 000, and the rest of the world EUR 12 000. Grants will not exceed 75 % of the total costs.
· Activities in support of the national ECSA networks
The national ECSA - European Community Studies Association are university associations of professors and researchers specialising in European integrating and assist in the implementation of the Jean Monnet Project in each country.
The allocation of co-financing for the three year period is: Member States EUR 24 000; candidate countries and the rest of the world EUR 12 000. Grants will not exceed 75 % of the total costs.
· Support for setting up of transnational research groups
The Jean Monnet project supports the creation of transnational research groups, set up in partnership between ECSAs and/or Jean Monnet Centres of Excellence. The activities targeted include: the creation of a transnational academic network, the organisation of seminars, debates, meetings, joint study, reflection or research projects as well as projects aiming to disseminate information and publications, also using multimedia and the internet. The objective is to facilitate joint research work involving young researchers. Only proposals from Jean Monnet Chairs, national ECSA associations and Jean Monnet Centres of Excellence will be considered.
Co-financing will be EUR 120 000 for the two year period. Grants will not exceed 75 % of the total costs.

The Jean Monnet Project is run in strict consultation with the academic world by means of co-operation with the European University Council for the Jean Monnet Project. This is an independent academic body which supports the Commission in its implementation of the programme and in the selection of the projects submitted by universities.

Countries eligible for participation:
Participation is open for academic institutes, study and research centres, organisations or associations and university networks of teachers, researchers or students in and outside of the European Union.
Applications must be from universities and or other higher-education establishments recognised by their national authority.

Council of Europe - European Youth Foundation - Grants for international youth activities

The European Youth Foundation (EYF) is a fund established by the Council of Europe to provide financial support for European youth activities. It aims to encourage co-operation amongst young people in Europe by providing financial support to youth activities. It concerns activities, which serve the promotion of peace, understanding and co-operation in a spirit of respect for human rights, democracy, tolerance and solidarity.

The EYF provides financial support to the following types of activity undertaken by youth NGOs or networks, or by other NGOs involved in the areas of youth work relevant to the Council of Europe's youth policies and work:
· educational, social, cultural and humanitarian activities of a European character
· activities aiming at strengthening peace and co-operation in Europe
· activities designed to promote closer co-operation and better understanding among young people in Europe, particularly by developing the exchange of information
· activities intended to stimulate mutual aid in Europe and in the developing countries for cultural, educational and social purposes
· studies, research and documentation on youth matters.

The EYF may support the following operations:
A. International youth meetings for youth leaders (Category A) - including seminars, conferences, workshops, camps, and festivals. The EYF will cover up two-thirds of the total cost.
B. Youth activities other than meetings (Category B) - apart from meetings, the types of youth activities eligible for EYF financial support are studies, research projects and the production of information and documentation on youth issues. For example:
- specialised publications (such as training manuals)
- newsletters or magazines produced by international youth organisations or networks
- information campaigns
- exhibitions and the production of audio-visual materials etc
- the development of websites or the production of CD-ROMs
- the production of posters, badges and stickers
- research projects on youth-related issues.
In the same category, the EYF can also grant study visits enabling youth organisations and networks to make new contacts in Europe and thus extend partnerships and develop co-operation.
C. Administration of international non-governmental youth organisations and networks (Category C)- The European Youth Foundation may, on an annual basis, grant international non-governmental youth organisations or networks a contribution to cover part of the general administrative costs involved in running their activities at European level.
The Foundation may also contribute to the administrative costs of international non-governmental youth organisations and networks, during a maximum period of three years, in order to help them to establish a European structure (Category C bis).
D. Pilot projects (Category D) - youth meetings or activities, which contribute more particularly to priority objectives of the Council of Europe. To receive funding in 2006, the Programming Committee on Youth will base its decisions on the following priorities:
- projects taking place in the following countries and geographical areas: the Russian Federation, Turkey, South-East Europe and the Caucasus
- projects involving disadvantaged young people
- projects with an innovative character.

Applicants must represent either an international non-governmental youth organisation or network, a national or local non-governmental youth organisation or network, or non-governmental structures involved in youth work, from the Council of Europe member states. Deadlines:
· was 1 February 2006 - for administrative grants of the EYF (Categories C and C bis) for the year 2006.

- for activities to be held in co-operation with the European Youth Centres (study sessions) in the first semester of 2007
- for activities under category A and B of the EYF taking place between 1 January and 30 June 2007.
· There are no fixed deadlines for pilot project applications or first (ad hoc) applications to the EYF, which may be submitted at any time. However, according to the decision of the Programming Committee on Youth (the decision-making body), all ad hoc applications including pilot projects should be submitted at least three months prior to the beginning of the activity in order to allow a proper assessment.

The Fleishman Civil Society Fellows&The Sanford Institute - Program on Civil Society

The essence of civil society is the capacity of non-governmental and other non-profit organizations and their leaders to play significant public policy roles. The Terry Sanford Institute of Public Policy long has been a national leader on issues related to non-profits and public policy. With generous seed funding from The Atlantic Philanthropies (USA), the Institute has established a new initiative, the Joel L. Fleishman Fellows in Civil Society, created in honor of Joel Fleishman, the founding Director of the Institute, current professor of law and public policy studies and director of the Institute's Samuel and Ronnie Heyman Center for Ethics, Public Policy and the Professions, recently retired president of The Atlantic Philanthropies (USA), and accomplished leader in the field of public policy and philanthropy.

The Fellowship provides a select group of leaders from domestic non-profit organizations, international non-governmental organizations, foundations, government, socially responsible businesses, and other civil society groups in the United States and internationally with the opportunity to come in residence at the Sanford Institute for a four-week mini-sabbatical. Full-time academics are not eligible to apply. While at Duke, Fellows perform research and work with Institute faculty and other Duke affiliates on issues relating to the development of civil society.

Applicants are selected based upon their proposed research project and other application materials as listed below. As part of the Fellowship, housing and program expenses are covered. Fellows also receive a $6,000 stipend. Fellows will have access to Duke University library and research centers. The Fellowship period will begin October 1, 2006. The Fellowship start date is not flexible since all Fellows must begin together as a cohort.

As part of the Fellowship, a short trip to Washington D.C. is organized so Fellows may visit with organizations such as the U.S. Institute of Peace, National Endowment for Democracy, the U.S. State Department and other organizations relevant to their research. Fellows also gather weekly for colloquiums on civil society. Throughout the month, each Fellow performs research on a topic of their choosing relating to the promotion of civil society in their country. Examples of past research project titles include: Enabling a Legal and Fiscal Framework for Civil society in Pakistan and Applying Modern Banking Technology to Microcredit Practices in the United States, The Globalization of American Philanthropy, and Policy Partnerships in Combating Corruption in the South Caucasus Region.

European Regional Master’s Degree in Democracy and Human Rights in South East Europe

The European Regional Master’s Degree in Democracy and Human Rights in South East Europe (ERMA), is a unique regional interdisciplinary one – year full time MA programme. It is established in 2000, through the joint efforts of eleven participating universities and research centers, coordinated by the Center for Interdisciplinary Postgraduate Studies of the University of Sarajevo in cooperation with the University of Bologna through its Centre for East, Central and Balkan Europe.

The ERMA Master’s Programme participating universities are: University of Bologna and its Istituto per l’Europa Centro – Orientale e Balcanica, University of Sarajevo and its Center for Interdisciplinary Postgraduate Studies, Karl Franzens University, Graz, University of Belgrade, University of Zagreb, University of Skopje, London School of Economics and Political Science and its Centre for the Study of Global Governance, New Bulgarian University, Sofia, University of Tirana, University of Prishtina.

The programme is co-financed by the European Commission and the Italian Ministry of Foreign Affairs.

The ERMA is an educational activity intended for students that would combine practical experience in human rights issues with further academic study. After recognizing that human rights go across the disciplines of study, as political science, law, sociology, philosophy and social sciences in general, the Programme has adopted an interdisciplinary approach.

The MA Programme promotes development and realisation of young generation of officials for state management, inter-governmental and non-governmental organisations, for universities and think tanks in Albania, Bosnia & Herzegovina, Croatia, Macedonia, Serbia and Montenegro and UN Administered Kosovo as well as in the countries belonging to the EU, the rest of Europe, and worldwide. The structure of the lectures, the access to internships and the Faculty are defined in order to emphasise among the participants a shared consciousness that the democratic development and human rights promotion, protection and implementation in the region depend on plurality of factors. Most of the relevant issues in the SEE stability, democracy, and development are mutually correlated and influence each other. Thus, a common regional effort in achieving them will have more chance for success in a context of inclusive policies and in the framework of a rapid European Union integration process.

ERMA offers a limited number of places therefore it is a highly competitive programme. It is open to candidates who hold a high standard university degree in disciplines relevant to human rights, in particular law, social and political sciences and humanities from an accredited university.
Fluency in English is a necessary prerequisite for admission, as the Programme language is English. Therefore the students must have sufficient language skills and provide evidence for their proficiency.
The upper age limit of potential applicants is 35 years of age.
Currently, thirty (30) places are reserved for citizens of the countries/territories of South East Europe involved in the program - Albania; Bosnia and Herzegovina; Croatia; Macedonia; Serbia and Montenegro and Kosovo. Five (5) places are reserved for citizens of the European Union countries plus Bulgaria and Romania.

Tuition fee is determined for each academic year by the Executive Board of the programme. In the academic year 2006/2007, the tuition fee is 1000 EURO. Full tuition fee weaver is available for the citizens of the countries/territories of South East Europe involved in the programme (Albania, Bosnia and Herzegovina, Croatia, Macedonia, Serbia and Montenegro, and Kosovo). The students from Bulgaria and Romania, as well as the EU students are not offered tuition fee weaver. The SEE as well as the EU citizens are eligible for student’s maintenance grants up to 400 EU per month, and depending on the individual financial needs. The final decision on the scholarship amount will be decided upon admission of the students by the Executive Board of the ERMA.

Action 5 – Support Measures: Call for submission of innovative co-operation, training and information projects DG EAC 62/05
Application deadline: July 1, 2006


Objectives and description
In addition to the Action 5 activities as specified in the User’s Guide of the YOUTH programme, the European Commission launches annual Calls for the submission of Action 5 innovative co-operation, training and information projects.

In previous years, these Calls referred to the submission of 'large-scale' projects. The name of the Call was changed to put bigger emphasis on the fact that the Commission intends to support innovative projects in the context of this Call and does explicitly not aim at supporting standard activities of organisations or networks.

All applications submitted have to follow one of the priority themes defined in the Call. The priority themes of the Call DG EAC N° 62/05, published in the Official Journal N° C27 of 3 February 2006, are as follows:
1. Cultural diversity and tolerance: projects promoting cultural diversity and tolerance and addressing non-violent conflict transformation by facilitating dialogue and joint activities of young people from multicultural, multiethnic and multi-faith backgrounds
2. Less favoured regions: projects aiming at the inclusion of young people with fewer opportunities who face multiple obstacles in geographical (e.g. deprived urban areas, isolated rural areas or islands) and socio-economic terms. Projects need to address how young people can deal with issues of concern to them (participation, decision making, education and training, employment, housing). They should lead to an increase in self-confidence, new skills and competencies and have a positive impact on the young persons’ educational or professional pathway
3. Eastern Europe - Caucasus - South East Europe: projects aiming at enhancing the promotion and visibility of the Youth programme in Eastern Europe (Eastern neighbouring countries of the enlarged EU: Belarus, Moldova, Russia, Ukraine), the Caucasus (Armenia, Azerbaijan, Georgia) or South East Europe (Albania, Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Serbia and Montenegro), with a focus on training of regional multipliers as well as the development of networks and partnerships among stakeholders in the field of youth in these countries
4. Innovation in European Citizenship education: projects aiming at innovative and effective ways of bringing Europe closer to young citizens, of involving them in European Citizenship education and a process to show how European Citizenship can be made a reality. Projects should inform young people on various issues of the European construction and/or build the bridge towards the implementation of this knowledge and experience in youth work and youth activities. Projects should play a role in having young citizens have their say in the European project and should show how young people can play their part in the European construction. The multiplier effect and visibility of measures taken is essential
5. Co-operation between local or regional authorities and youth NGOs: Projects under this theme have to be clearly focused on one of the priorities (e.g. cultural diversity, inclusion, participation of young people) of the Youth programme. They have to be submitted by local or regional authorities and shall involve non-profit organisations active in the field of youth from partner countries, leading to a strong trans-national partnership between these entities. The number of local or regional authorities and youth NGOs participating in the project should be balanced.

Projects must be innovative and show new approaches on how to deal with the priority themes mentioned. Projects have to involve partner organisations from at least four different countries (including the applicant), must have a strong transnational European component and must involve young people and youth workers in the preparation, implementation and follow-up of activities. This enumeration is not exhaustive, for the full list of selection and award criteria, please see the text of the Call.

All non-profit making organisations and local and regional authorities with a legal identity which have their seat in one of the Programme countries and are willing to develop activities in line with the Youth programme’s objectives, are entitled to apply under this Call.

Projects must be of duration of at least 18 months in order to ensure that the activity is sustainable. If justified, a maximum duration of up to 3 years will be accepted.

The total amount earmarked for the co-financing of projects in the context of this Call for projects is 2.000.000 €. The maximum funding amount per project will not exceed EUR 100.000 per year (12 months) of activity and the maximum grant will not exceed EUR 300.000. It is expected that the Call will allow supporting about 10-15 high quality projects.

ASN - 11th Annual World Convention 2006, March 23-25, 2006, New York


The Convention, sponsored by the Harriman Institute, will be held at Columbia University, New York. The program features 100 panels, not yet including up to ten film screenings to be announced later. As usual, the Convention boasts the most international lineup of panelists of North American-based conventions, with more than half of the 307 scholars who will be delivering papers (54 percent, from 42 countries, the same numbers as last year) currently based outside of the United States. More than 600 panelists and participants are expected at the convention.

The Convention is introducing a 'Romania Day' (Saturday March 25), featuring four consecutive Romania-related panels, and the annual meeting of the Society for Romanian Studies, which will be held at ASN for the first time. These panels are part of a record number of seventeen panels for the Central Europe section, six of which involving historians, a growing constituency at ASN. The American Association of Ukrainian Studies will also hold its annual meeting at ASN, amidst the large offering of Ukraine-related panels (thirteen). A special roundtable on the March parliamentary elections in Ukraine, which will take place the day after the convention closes, will be of the numerous highlights of the Ukraine section.

As always, the Convention offers a strong lineup of panels in all regions of the former Communist world and Eurasia: Russia, the Caucasus, Central Asia/Turkey, the Balkans and, as mentioned above, Ukraine and Central
Europe. Every year, the Program Committee has to be more selective in devising the lineup, due to the increasing number of proposals. Russia and the Caucasus will have a combined 13 panels, Eurasia and Turkey - a combined 15, the Balkans -a dozen. Thirteen panels appear in the 'Thematic' section. Three panels on Oil Politics, a panel and a new documentary on Chechnya, two panels on the Kurds, panels on Kosovo and the International Criminal Tribunal for the former Yugoslavia, three panels on the Roma, three panels on the 'Colored Revolutions' and a panel on 'Nationalism and Islam' are among the highlights of the program.

Since 2005, the ASN Convention is acknowledging excellence in graduate studies research in offering Awards for Best Graduate Student Papers in five sections: Russia/Ukraine/Caucasus, Central Asia/Eurasia, Central Europe, Balkans, and Nationalism Studies. Several dozens doctoral students will be eligible for awards at the 2006 Convention.

Balkan-related panels at the 2006 Convention include: Globalization and Local Identity, What Future for Kosovo?, Narratives of the Nation, Europeanization and National Identity, Nationalism and Legacies of Wars, Narratives of Violence, Memory and Politics, Transitional Justice and Post-Conflict Reconstruction, Politics of Moderation and Extremism, Migration and Transnational Identities, Western Visions of Central and Southeastern Europe.

CineLink 2006, Obala Art Centar - Sarajevo Film Festival

The CineLink is Sarajevo Film Festival's annual co-production market and project development workshop, for feature-length fiction films with the potential for theatrical distribution, created by authors from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Hungary, Macedonia, Romania, Slovenia, Serbia and Montenegro and UNMI Kosovo.

In its three years of existence, CineLink is established as an important film industry event in the region, bringing hundreds of professionals to Sarajevo to look for new projects and partnerships.

This year the CineLink will select and, at the 12th Sarajevo Film Festival, present around 10 of the best feature film projects from the region to potential co-producers, film funds, sales agents, distributors and TV stations.
Before the presentation at the CineLink Market, selected projects will participate in the new and improved Project Development Program, which besides script development, now offers training courses on the entire production process with a special emphesis on producers and directors, in areas such as creative thinking in independent productions, marketing, distribution and financing.

In the end of the year, after thorough evaluation, the Jury will select 3 best projects to be awarded with awards in the amount 10.000 € each, plus 3 times up to 2.000 € in kind. The main criteria for the awards are artistic potential, marketability and project feasibility.

CineLink is open for film projects:
- by authors from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Hungary, Macedonia, Romania, Slovenia, Serbia and Montenegro and UNMI Kosovo;
- feature length fiction films with potential for theatrical distribution;
- which have a producer attached;
- in all stages of preproduction;
- for which there is a potential international and regional market

Specific Conditions are:
- no entry fee
- no submitted materials will be returned to the sender
- once a project is selected, the author of the script must attend the workshops and two of its representatives should be present during the market
- films participating in the CineLink, should – once finalized – mention their participation at the market and the workshops in their credits
- films participating in the CineLink should have their international premiere at the Sarajevo Film Festival – if they are not to be shown in Cannes, Berlin, Venice or Rotterdam
- English is the official language of the project
- submission of the project is considered as acceptance of the CineLink regulations.

Mediacentar Sarajevo - Gender Stereotypes in Media in SEE

The Mediacentar Sarajevo is conducting a comprehensive research project focusing on the issue of gender stereotype roles, methods and strategies of discrimination against women in print media in Southeast Europe. Countries covered by the project are Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia and Serbia and Montenegro, including Kosovo.

Publication of a book on media portrayal of women in the countries of Southeast Europe, with contributions by authors from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia and Serbia and Montenegro, including Kosovo, is planned for the end of 2006. The research is imagined to be a critical reflection of ideological pattern that nowadays governs the ways of presenting women in print media. The total of 9 research papers / articles will be published, with at least one author coming from each of the above listed countries that are included in this project.

Mediacentar Sarajevo invites researchers / gender activists / media professionals, to propose articles/ research papers that would provide in-depth insight into the patterns of media representation of women in the print media in their societies.

Guidelines for Paper Proposals
• Proposals must be written in one of the following languages: English, Bosnian, Croatian or Serbian
• Proposals should not be longer than 5000 characters
• Proposals should describe the following:
- Definition of the topic of the article
- Methodological approach
- List of core literature and sources to be used in writing the paper
• Proposals must relate to original work of the author that is to be undertaken specifically for this project. Mediacentar Sarajevo will not accept proposals for research papers / articles which, at the time of submission, are under review for or have already been published or accepted for publication in a journal, conference or another publication.

The European Commission and the Council of Europe - 'Diversity - Human Rights - Participation' seminar, May 11 - 13, 2006, Strasbourg

The Council of Europe will, with the support of the European Union, organize a campaign on the themes of Diversity, Human Rights and Participation in 2006. The campaign will be based upon the slogan 'All Different – All Equal', successfully used by the European Youth Campaign against racism, xenophobia, antisemitism and intolerance run by the Council of Europe in 1995.

The seminar should base itself upon the three thematic pillars proposed for the Campaign: Diversity - Human Rights - Participation. In order to be relevant to the Campaign and to make a serious scientific contribution, the seminar should critically assess the meaning of each of these three concepts. This assessment is conceived chronologically; going from diversity, through human rights towards participation.

Participants shall be:
- Researchers with or about to complete Masters or PhD studies on relevant topics
- Researchers interested to contribute to the development of thinking in the specific field of youth with regards the seminar themes
- Applicants may apply who have practical experience of working on the topic but they must also have a research profile.

A wide range of participants is encouraged to apply to give a paper at the seminar. Applicants should send in a CV and an abstract explaining their potential contribution to the seminar and its outcomes. Selection of presenters will be made on the basis of quality and relevance to the seminar themes. All participants must be able to work in English. The seminar will take place in the framework of the new 'All Different – All Equal': European Youth Campaign For Diversity, Human Rights and Participation of the Council of Europe.

The main goal is to develop educational resources from different multicultural and intercultural experiences and points of view of youth organisations for the peaceful transformation of conflicts in South-East Europe.

Objectives
Ø to identify and to understand conflict management concepts
Ø to exchange different experiences regarding conflict situations or contexts from different types of communities
Ø to stimulate youth organisations to actively involve in issues of conflict management in their own community
Ø to set the basis for a long-term and established co-operation between the participating organisations.

The seminar will use a variety of methods, including: group discussions, plenary sessions, simulation games and role-plays, workshops, and guest speakers. The process will focus on non-formal education and intercultural learning.

About the Project

· Models/approaches to creative industries and urban cultural development (e.g., creative industries mapping, creative city model, Kulturstadt model, cultural regeneration model, etc.) that are being applied in the region, or are suggested as a basis for further urban cultural development
· Case studies of the cities in the region (Belgrade, Budapest, Bucharest, Ljubljana, Podgorica, Rijeka, Split, Sofia, Zagreb, etc.)

The seminar aims to provide recommendations for practical action, including possible paths of investments in creative industries as motors of urban regeneration and cultural development. Humanity in Action - Scholarships for Human and Minority Rights Summer Program, June 3 – July 4, 2006 and September 23 – October 1, 2006

The summer program is designed to provide a starting point with regard to issues of human and minority rights. The five summer programs are run simultaneously in Amsterdam, Berlin, Copenhagen, Paris and Warsaw with a joint opening and closing session. Eleven students from Central and Eastern Europe are distributed among the five summer programs. The summer programs will be followed by a 10-day seminar in the United States at the end of September 2006, bringing together the Fellows from all European participating countries and Georgia.

During the Summer Programs in Amsterdam, Berlin, Copenhagen, Paris and Warsaw the participants will be offered two weeks of lectures and site visits on the topic of how societies deal with their various minorities, e.g. religious, ethnic, etc. The focus will be historic as well as contemporary. For another two weeks, the Fellows are expected to work in teams on specific issues within the framework of the summer school (oral and written reports) and make substantial contributions to the success of the program.

HIA does NOT provide -how-to- training for human rights activists. It does provide input so that people- volunteer work and professional careers can be directed by a well-informed awareness of minority issues. Previous Fellows have used the knowledge and experiences gained on the HIA program in their community work, their further education and their career paths in government, the non-profit sector, media and the private sector.

For our program in summer 2006 (June 3rd to July 4th 2006) we invite university students from Belarus, Bosnia-Herzegovina, Bulgaria, Georgia, Romania and Ukraine to submit their applications. You need to be permanently based in one of these countries as a student and hold the countries citizenship. Very good active and passive command of English is mandatory. Humanity in Action looks for students who are flexible, mature and self-reliant. At the same time students need to be at ease with intense, constant group activities and interaction. Students in their first two semesters as well as post-graduates (post MA) or Ph.D. candidates cannot be considered.

Costs and expenses for accommodation, food and travel will be covered.

Application consists of:

- one essay of no more than 500 words in which you state your motivation and qualification to participate in the program
- one essay of no more than 700 words in which you discuss a relevant human rights or minority issue in your native country.

The conference is organized and sponsored by the Bulgarian-American Commission for Educational Exchange. The theme of the conference 'Culture, Education and Leadership Today and Tomorrow' incorporates the manifold trends, changes and transformations affecting our world in the new age. Who is invited to participate?
Fifteen to sixteen-year-old girls and boys from all regions of Bosnia and Herzegovina (BiH), Croatia, Germany, Netherlands, Poland and Serbia and Montenegro (SCG). Altogether 36 young people and about 10 counselors will participate.

EUROFOR Marie Curie - Conference Series 2004 – 2008

The Berlin Institute for Comparative Social Research (Berliner Institut für Vergleichende Sozialforschung e.V. BIVS) is currently organising, in cooperation with the European Research Forum on Migration and Ethnic Relations EEUROFOR), a series of twelve scientific Marie Curie conferences regarding the topic of migration management. This project is partly funded by the DG Research of the European Commission.

All twelve conferences (2004 – 2008) concentrate on current and future political challenges resulting from international migration processes. They seek to provide a platform for debates on new and innovative research as well as on policies regarding the management of migration. A major aim of the conferences is to develop the participants' research methods through the provision of training. At each conference, academics and experts from across Europe lend their perspective on current migration processes. There is a special focus on early stage researchers at the conferences, who are given the opportunity to present their research results alongside their more established peers.

The next event will take place from 15 – 18th June in beautiful Maratea (Italy) and deal with 'National and Local Governments Confronted with Cultural Diversity'. The seventh conference on Global Politics in Return and Resettlement will be held in Mallorca (Spain) from 14 – 17th September 2006.

There are 25 Marie-Curie grants available for each conference, which cover travel and living allowances. If you are interested in presenting you should send us a paper proposal beforehand for assessment. Please see the following guidelines and proposal procedures. Eligible are:
Early-stage researchers: This refers to researchers holding a university (or equivalent institution of higher education) degree that provides access to doctoral studies, at the beginning of their research career with less than four years' active research experience.
Experienced researchers: This applies to researchers with more than four years of active research experience or involved in post-doctorate programmes.

Proposals
The presentation should be approximately 10 - 15 minutes in length and be relevant to one of the topics of the seminars/workshops. The full proposal for the presentation should be handed in to us in advance for assessment, and should include:

ELSA Serbia & Montenegro - 'Through Dialogue of Youth to Stability in the Region of Southeast Europe', April 20 – 23, 2006, Novi Sad, Serbia and Montenegro


The project is being directed towards the development of awareness of a dialogue necessity among Albanian, Serb, Gorans, Roma and other social groups, in order to enable their co-existence, in the nearer future, instead of present deep division without any contacts and co-operation. This division, seen from the youth’s point of view represents an obstacle for the realization of co-operation.

This 4 days' Conference will include, lectures (ambassador, government representatives, NGO leaders ), workshops, debates, sightseeing, etc. Present participants will have the opportunity to visit the Assembly and the Executive Council of Vojvodina Province, University of Novi Sad, as well as other institutions from the territory of Province of Vojvodina and that way to create possibilities for direct co-operation in the field of culture, education, etc.

Urban History Issue of East Central Europe Journal

East Central Europe/ L'europe Du Centre Est/ Eine wissenschaftliche Zeitschrift (ECE), a trilingual refereed international journal of the social sciences and humanities with a focus on the region ‘between the Baltic and the Adriatic', invites the submission of high-quality articles of approximately 8,000 to 10,000 words for its next issue on urban history in East-Central Europe, 19th and 20th centuries.

The editors are welcoming contributions (in English, French or German) for the next issue on the urban history of East-Central Europe. We would like to stimulate a debate on questions related to urban culture and representation in various forms such as architecture, fine arts, music, literature, theatre and public celebrations. Where do historians of (East-) Central Europe stand in regard to the research on urban culture? How can the analysis of visual representation be brought together with political and socio-economic contexts? Was the city a representation of power? If so, was it the power of empire, nation, state, municipality, middle class? Did it represent bourgeois, liberal, masculine, confessional or other values? Did it express cultural optimism, consciousness of cultural crisis or historical continuity? How did various actors within society actually interpret different elements of the city and how did they try to change its symbolic cityscape by adding (or eliminating) various elements such as buildings, monuments, parks, and street-names? How did patterns of representation ‘migrate’? How could one transfer a glimpse of a ‘metropolis’ to one's Czernowitz/Cernãuţi, Szabadka/Subotica or Grodno/Hrodna?

We encourage interdisciplinary dialogue by historians, sociologists, geographers, anthropologists, art and architectural historians, economists, urban planners and others working on different aspects of urban history of the region.

'Alternative Media and the Public Sphere' international conference, October 13 - 14, 2006, Ljubljana, Slovenia

The Peace Institute, Institute for Contemporary Social and Political Studies, Ljubljana, together with the Slovenian Communication Association, Ljubljana, and Masaryk University, Brno, will hold an international conference to discuss how new media development has influenced the terrain for alternative media use in its relation to citizens' empowerment.

Activisms that have mobilized citizens in new, post-Westphalian settings can nowadays hardly be imagined without the potential of new media communication, i.e. digital coordination and practice. Alternative and counter-active engagement brings forward both alternative media use and transformed public spaces. While new media praxis is seen as an empowerment of citizens' potential for public action and an arena to offer alternative media making as compared to mass mediated frameworks, alternative media power to create or trigger engagement is also criticized as limited. What are alternative media potentials/limits and how are they related to citizenship? What are their practices in comparison to mass media news repertoire? Can global issues (environmentalism, migration, wars, etc.) mobilize vital energies in various local and transnational public settings?

Original papers locating and tracing theoretical claims and/or practical, empirical application of alternative media in relation to new public settings are welcome to be submitted.

The fields of arts therapies for people with disabilities has developed rapidly over the past few years. Many practitioners in Romania are now able to use art, music, dance, movement, play therapy, puppetry etc in their work with people with disability. But these people are scattered all over the country and often feel very isolated in their work in remote communities and institutions.

The new website will bring them together in a way previously unimagined. The London-based standards developer and think tank has just issued its own report to stakeholders for 2004-2005 following extensive consultation with its stakeholders on how they think the organisation is performing. The report – known as The AccountAbility Accounts – assesses whether the organisation has delivered against its stated strategic and operational objectives.

According to AccountAbility, civil society organisations have much to gain from stakeholder reporting, including the opportunity to:
· gain credibility and trust by providing tangible proof of their own accountability
· learn about the real impact of their work direct from stakeholders through structured feedback
