European Commission DG Education and Culture - Socrates - COMENIUS

COMENIUS is the European Commission's programme for teaching staff and school students in general education. It aims to improve the quality of education in school and reinforce European dimension of school education. It is part of the SOCRATES II programme which supports co-operation in the field of education.

COMENIUS encourages transnational co-operation between schools and contributes to improving the professional development of staff directly involved in the school education sector. It promotes the learning of languages and intercultural awareness.

The programme is divided into actions.

COMENIUS 1 - Schools partnerships - supports transnational partnerships between schools for projects carried out by schools an school students. Schools may apply for support for three different types of projects:
- Comenius schools projects
- Comenius language projects
- Comenius schools development projects.
Schools may apply to host a Comenius language assistant. In addition, preparatory visit grants are available for schools wishing to start a project co-operation.

COMENIUS 2 - Initial and further training of teachers and other school education staff - supports transnational projects and mobility activities designed to promote the professional development of all types of staff involved in school education. There are two main types of activity:
- European co-operation projects
- Individual training grants.

COMENIUS is open to all institutions involved in school education and also to bodies responsible for school education systems and policies at local, regional and national level, and to associations working in the field of school education, social partners, companies, trade organisations etc. Individuals (pupils, students, teachers) in most cases can participate in COMENIUS only through their home institution.

Countries eligible to apply:
- Member States of the EU,
- EEA countries: Iceland, Liechtenstein and Norway
- Candidate countries: Bulgaria, Romania, Turkey.
Grants will be awarded in respect of participation of those countries which are not EU Member States, provided that the relevant financial contributions of these countries are paid.

National Cultural Fund Administration (Romania) - Funding for Cultural Projects

Eligible domains: arts and arhitecture, national cultural patrimony, museum, dance and theatre activities, music, cultural management and professional training.
The fund is open to artists, non-governmental organisations, private cultural organisations, public institutions.
Period of implementation: 6 months to one year.

Central European University - Nationalism Studies Program - MA, PhD and DSP studies

The Nationalism Studies Program was established at Central European University by the late Ernst Gellner with the goal of promoting the study of nationalism in the post-communist countries of Central and Eastern Europe and the former Soviet Union. The aim of the program is to engage students in an empirical and theoretical study of issues of nationalism, self-determination, problems of state-formation, ethnic conflict, minority protection and the related theme of globalization. Drawing upon the uniquely supranational milieu of Central European University, it encourages a critical and non-sectarian study of nationalism.

Students are encouraged to engage in an interdisciplinary study of nationalism, a subject that is inherently and fundamentally interdisciplinary. For this reason, the international teaching staff has been assembled to represent a wide range of disciplinary expertise relevant to the study of nationalism including history, social theory, economics, legal studies, sociology, anthropology, international relations and political science. The program offers a wide selection of courses that provide a complex theoretical grounding in problems associated with nationhood and nationalism combined with advanced training in the methodology of applied social science. Additional courses focus on placing problems of nationalism in the context of economic and political transition as well as constitution building in post-1989 Central and Eastern Europe with a comparative outlook on regime transitions outside the region.

Application deadline
CEU candidates who plan to apply for study grants from state sources, foundations or other organizations, may submit their application to CEU from October 1, 2005. Early applicants need to specify their funding application deadline. Early applications must contain all required documents and test certificates. CEU will aim to inform candidates of their admissions status within the timeframe needed to apply for such grants. Early applicants may also apply for CEU’s financial aid program, but the university will not be able to inform them about their CEU financial aid status until the competitive review of all other candidates has been completed.

The Center on Democracy, Development, and the Rule of Law - Stanford Summer Fellows on Democracy and Development, July 31 - August 18, 2006

The Center on Democracy, Development, and the Rule of Law (CDDRL) at the Stanford Institute for International Studies, Stanford University, California invites policy makers and activists from countries undergoing political, economic and social transitions to participate in its second annual summer fellows program on democracy, development, and the rule of law to be held July 31 - August 18, 2006 at Stanford University on its California campus.

This program offers a unique approach to studying the ways in which democratic institutions and institutions that foster economic development can be established and strengthened in varying country contexts. In contrast to other programs of democracy promotion that seek to transfer ready made models to countries in transition, the Stanford Summer Fellows on Democracy and Development program provides a comparative perspective on the evolution of established democratic practices as well as a conceptual background into issues of democracy and good governance. The curriculum draws on the combined expertise of Stanford scholars and practitioners in the fields of political science, economics, law, sociology, and business and emphasizes the links between theory and practice.

Eligibility Criteria
This program is aimed at early to mid-career policy-makers, academics, and leaders of civil society organizations (such as representatives of trade unions, non-governmental organizations, the media, business and professional associations) who will play important roles in their country's democratic, economic, and social development. We anticipate recruiting a group of 25-30 individuals dedicated to democracy and development promotion within their home countries (particularly in, but not limited to, the regions of the Middle East, Northern and Sub-Saharan Africa, Central Asia, and other parts of the former Soviet Union).

Successful applicants will be proficient in spoken and written English and will have academic and practical credentials necessary to benefit fully from the course and actively contribute to programmatic discussions. The ideal course participant will have extraordinary motivation, at least three to five years of experience in a relevant field of democratic development, and a keen interest in learning and sharing knowledge and experiences in transforming their respective countries.

Funding
Stanford will pay travel, accommodation, living expenses, and visa costs for the duration of the three-week program for a certain portion of applicants. Where possible, applicants are encouraged to supply some or all of their own funding from their current employers, international non-governmental organizations, etc.

Center for Policy Studies - Master of Arts in Public Policy
Application deadline: January 6, 2006 (for fellowships)


Average length of study: 12 months

Entry requirements:
- BA/BSc or equivalent from a recognized institution of higher education

- Work experience related to the field of public policy is an advantage.

Program structure
The program begins in September with a classroom focus comprising six core courses and a range of elective courses. The curriculum combines an analysis of the economic, ethical, legal and political dimensions of policy-making with case studies that give students opportunities to pursue specific interests in more depth. The second part of the program is devoted to practical research and experience. All students are expected to complete a dissertation which is assessed according to the thoroughness of the research, the clarity and logic of presentation, and the quality and originality of the analysis. The final stage of the course will be as an intern at an international organization, government department or similarly relevant body. The aim is to provide students with the chance to experience the policy process at first hand.

The Public Policy Program attracts a great deal of interest from many outstanding young professionals from around the world. Its different streams allow for a variety of options to choose from depending on where you come from and where you want to go to. Whereas the Decentralized Governance stream targets students from emerging democracies and developing countries it also gives students from Europe and North America who want to pursue careers with development agencies or think tanks a unique opportunity to deepen their knowledge. The International Public Policy stream targets students from all parts of the world as it offers insights into crucial mechanisms of governance beyond the state both at European Union and United Nations level. The creation of the new Media, Information and Telecommunications Policy stream reflects recent changes in worldwide policies on regulatory frameworks. The courses pay particular attention to current developments at the European Union level.

The MPP is a self-funding program; however, it provides a limited number of scholarships and other financial packages:

The Ford Foundation - Position Announcement

PROGRAM OFFICER, Knowledge, Creativity and Freedom Program, Media, Arts and Culture, West Africa

Summary Description: The Program Officer will be responsible for developing, monitoring and evaluating the Foundation’s West Africa programming in media, arts and culture. The program’s overall goal is to promote the use of media, arts and culture as key resources for strengthening social, cultural and economic development. The program covers two areas: (1) strengthening media pluralism and freedom of expression in the media; and (2) strengthening the capacity of arts and culture institutions to promote arts and culture enterprises broadly, including but not limited to catalyzing support for individual artists and culture workers and their institutions. The program officer will assess previous work in media with a view to sharpening support for media pluralism in the region in line with Foundation-wide work in this area. S/he will also broaden support for the development of vibrant creative enterprises in West Africa.

Working with the Representative in Lagos and other Ford Foundation staff, the Program Officer will develop grantmaking strategies; identify prospective grantees; solicit, review and respond to grant proposals; and prepare recommendations for Foundation funding. In addition to developing the media, arts and culture agenda, the Program Officer is expected to contribute to the office’s overall strategic direction for the region. The Program Officer will also collaborate with colleagues in the Foundation’s other offices to advance a worldwide agenda around the Foundation’s goals in the media, arts and culture fields.

Qualifications: A degree in the arts, humanities, media or other cultural disciplines (preferably an advanced degree); substantial professional experience in the arts, culture and the media; an understanding of program development and the ability to conceptualize programmatic ideas and strategies; strong managerial, organizational and interpersonal skills; excellent analytical and writing skills in English; and strong facilitating skills. Experience in West Africa is highly desirable, as is grant-making experience and proficiency in French.

Applicants must hold a university degree in statistics, economics, computer engineering or related fields and have minimum three years professional experience in Monitoring and Evaluation (M&E).

In charge of the creation of the M&E system of the Regional Project, and of the supervision of the national M&E systems, the Regional M&E specialist manages several different tasks (creation of databases, quarterly and annually reporting forms, training of national specialists, etc).

Smithsonian Institution, Center for Folklife and Cultural Heritage - Rockefeller Foundation Humanities Fellowships

Cultural heritage is today a rubric of ever-expanding scope. It is used globally as a basis for multinational, national, state, and local programs and governance. Cultural heritage is also the focus of ideas and programs generated by hundreds of non-governmental organizations, community-based and advocacy groups, and even businesses. Yet the concept of 'cultural heritage' is vastly under-theorized. It has lacked an academic, disciplinary base; has generated only an attenuated theoretical literature; and has generally left the bearers of cultural heritage out of the discussion.

Rockefeller Foundation Humanities Fellows at the Smithsonian Institution Center for Folklife and Cultural Heritage help refine the theoretical framework for cultural heritage and expand it to include grassroots voices. Reflecting the perspectives of academic specialists, civil society groups, and public cultural organizations, fellows’ work informs dialogues and practice across social, political, and disciplinary boundaries, as well as indicating future directions for policy.

The Smithsonian hosts six to eight fellows for each of three years to work on the theoretical development of the concept of cultural heritage. Fellows examined the relationship between cultural heritage and political representation (2004-05) and the economics of cultural heritage (2005-06); the third year of the program (2006-07) concentrates on the arts. The fellows are humanities-oriented thinkers and practitioners engaged in the work of academic institutions, public organizations, and cultural communities.

Applicants for 2006-07 will be interested in developing ideas, principles, and frameworks for understanding the artistic dimension of cultural heritage. Keeping in mind the concern with grassroots cultural communities, applicants will focus their critical inquiry on such issues as community recognition of or support for art (visual, language, music, dance, architecture) as heritage; the relationship between individual or group agency and local or national tradition; the relationship between the institutional contexts of cultural heritage and its form and content; and how art reflects and articulates social identity. Applicants will demonstrate originality of approach and significant potential for making a contribution to the formulation of cultural heritage policy and practice.

The Smithsonian Center for Folklife and Cultural Heritage - where cultural heritage is the subject of ongoing, daily intellectual and practical activity - hosts the fellows. Given the Center’s location in Washington, D.C., and its strong connections to international and national institutions, service organizations, and nongovernmental and community groups, fellows partake of a rich environment and find colleagues and cultural policymakers deeply interested in their work.

Applicants need not be U.S. citizens to be eligible, and approximately half of the fellows are drawn from outside the United States. Fellowships include a stipend and an allowance for travel to and from Washington, D.C., as necessary. Please note: These fellowships are not intended to support undergraduate or graduate studies, or research. Projects will not be considered for the re-writing of dissertations, editing of texts, or the preparation of textbooks or anthologies. Applicants whose native language is not English are expected to have a sufficiently good command of spoken English so that they can fully discuss, debate, and exchange ideas and practices about cultural heritage.

Application Process for 2006-07 Fellowships: Submit a letter of interest (not to exceed three pages), in English. This letter should outline the proposed work and how it will further the theoretical development of the concept of cultural heritage in relation to the arts. Applicants should attach a resume or C.V. and include the proposed dates of the residency. Based on letters of interest, a limited number of applicants will be invited to submit full proposals. Notifications should be sent by February 28, 2006. Full proposals will be due April 1.

Residency Term: Six weeks to five months, between September 1, 2006, and July 31, 2007.

Fondation Marcel Hicter - European Diploma in Cultural Project Management 2006/2007

The European Diploma in Cultural Project Management is a training and learning experience fostering cultural diversity and interregional exchanges as a way of giving culture a stronger place within Europe.

Through its content and methodology, this pan-European programme is specific in the way that it does not only aim at improving the skills of cultural administrators in the field of cultural management and administration, but also at helping the participants develop understanding of these fields in a changing Europe.

Its main aims are to make participants aware of challenges within their field of action and influence and to develop approaches and tools needed for co-operative and creative cultural workforce in Europe.

The programme is designed for young, already experienced and project-oriented European cultural managers from public and private organizations. Applicants must have at least three years of professional experience in either contributing to the cultural development of a territory or developing and spreading artistic/cultural projects.

Participants, with different origins and coming from various artistic and cultural disciplines, must already have a good knowledge of European, national and regional cultural institutions and policies and have developed skills in the administration and management of cultural projects.

The selection is based on existing qualifications and relevant professional experience, as well as on the quality and feasibility of the submitted project.

The training is conducted in English and French and simultaneous translation is provided during the plenary sessions. Applicants must therefore be fluent in one of the working languages of the European Diploma and have a fairly good knowledge of the other.

The training programme is partly financed by partner institutions.
- Each participant will pay a financial contribution of 3000 Euros.
- The costs of the residential and evaluation phases (lodging, meals, internal trips, training costs, documents, copies, translation, etc.) are supported by the organizers.
- Personal expenses, costs of the practical phase as well as travel expenses between the participant's country of residence and the three residential training locations are borne by the organization sponsoring the participant or the participant himself.

The OSCE offers a limited number of places for interns which are filled subject to current needs and facilities of various Departments. The internship usually lasts between two and six months. European Foundation for ILWC - Traineeships at the European Foundation for the Improvement of Living and Working Condition
Application deadline: January 31, 2006


Traineeships at the European Foundation for the Improvement of Living and Working Conditions involve work experience in the Foundation's departments and are offered throughout the year. The traineeships last from three to five months.

The traineeship at the Foundation is open to candidates who have not already benefited from in-service training in another European institution, who have obtained a full degree, or are public sector employees.

Trainees are selected from among nationals of the Member States of the European Communities. However, a limited number of nationals of non-member countries may be accepted.

A training grant may be awarded to the trainee. The grant is currently EUR 900 per month. An allowance for dependent children is available and equally a supplement for handicapped stagiares.

Applicants must have a thorough knowledge of one EU language and a satisfactory knowledge of another EU language. Applicants from non-member countries need have a good knowledge of only one EU language. Since English is the main working language of the Foundation, a good knowledge of that language would be an advantage.

The age limit for trainees is thirty. However, exceptions to this age limit may be made at the applicant's request. A cover letter should then be submitted with the application form.

Universiteit Maastricht - Advanced Research In Social Protection Policy

The PhD programme trains young researchers in social protection and social policy in a European and multidisciplinary perspective. The programme is supported by the European Union Marie Curie Human Resources and Mobility programme

The ESPP programme trains the PhD students to become good policy analysis. It uses a multidisciplinary approach, studying social protection policy from the angle of economic theory, sociology and political science.

The Maastricht Graduate School of Governance welcomes students from a variety of backgrounds and experiences to participate in the ESPP programme. We are looking for students with a master degree who have strong academic records, professional experience or volunteer experience, affiliation with academic research and a special interest in social protection policy. Fluency in English is required as well as basic knowledge in mathematics, statistics and economics.

The programme offers seven EU Marie Curie scholarships. For the students applying for these scholarships several eligibility criteria with respect to nationality and research experience are relevant.

1. the Maastricht Graduate School of Governance scholarship
The Maastricht School of Governance has a limited number of scholarships available for admitted candidates. There are no specific eligibility requirements. The scholarship consists of a tuition waiver and a 3-4 year contract providing the normal monthly wage for PhD students (promovendus) within the Netherlands.

2. Marie Curie Host Fellowship for early stage researcher training
The Marie Curie scholarship finances 7 students participating in the ESPP graduate programme for the cohort 2005-2008 as well as 7 students for the cohort 2006-2009. The Marie Curie scholarship is financed by the European Commission as part of the 6th Framework Programme for research, technological development and demonstration aiming at the training or transfer of knowledge and mobility of researchers. The scholarship includes tuition payment, a PhD salary, a travel and mobility allowance. Students, eligible according to the conditions set out by the EU, can apply for a scholarship. The scientific board of the ESPP programme decides which students will be admitted.

Eligibility criteria for the Marie Curie Fellowship
- All nationalities (non-Dutch), unless you lived, worked or studied in the Netherlands for more than 12 months during the last three years.
- A completed Master degree from a relevant academic field such as economics, international relations, political science, law, social sciences, business administration, health sciences or public health.
- Basic knowledge of mathematics and statistics. This is measured by reviewing the content and grades of previous studies and the level of work experience.
- Basic knowledge of economics, social sciences, political science and/or law. This is measured by reviewing the content and grades of previous studies and the level of work experience.
- Proof of proficiency in English. The minimum level accepted is 600 PBT/250 CBT (TOEFL) or 7.0 (IELTS). Native speakers and students who have received their Bachelor or Master education in English are exempted.
- You have not been working as a researcher for more than 4 years.
- You do not have a PhD degree.

3. NWO (Dutch organisation for Scientific Research)
The Dutch organisation for Scientific Research aims to stimulate the quality and innovation mindedness of scientific research. It does so mainly by distributing funds, among others to finance PhD positions. Established in 1996, CEU’s Summer University program hosts high-level, research-oriented, interdisciplinary and innovative academic courses as well as workshops on policy issues for professional development in the social sciences and the humanities. Courses involve distinguished international faculty (including CEU professors), and advanced doctoral students, junior or post-doctoral researchers, teachers and professionals as participants. While application from all over the world is encouraged, continued priority is given to applicants from Central and Eastern Europe, the former Soviet Union and countries experiencing emerging democracies worldwide. Applicants from these countries, when admitted on merit, will be eligible for scholarship, while those from developed countries will usually be expected to pay fees.

The CEU Summer University (SUN) program hosts high-level, research-oriented, interdisciplinary and innovative academic courses as well as workshops on policy issues for professional development in the social sciences and the humanities. Open Society Institute - International Scholars Fellowship Program 2006/2007

The International Scholars Fellowship Program invites highly qualified scholars in the social sciences and humanities from around the world to teach at selected university departments in the region. By sharing the latest developments in their discipline, introducing new courses in their host departments, and encouraging development of skills critical to academic discourse, the International Scholars (ISs) expose students and departmental colleagues to a range of new materials and methodologies.

AFP offers two opportunities for International Scholars, Resident and Nonresident:
· Resident scholars live in the host country and teach courses for one academic year (two semesters) at partner universities. In addition to teaching, Fellows work on a variety of projects in their host departments, and benefit from the diverse academic network connecting AFP program countries.
· Nonresident scholars share their expertise with host departments on a consulting basis. They visit the host institution for several short consultations and remain in contact for mentoring and advice between visits. Details of such arrangements are negotiated on an individual basis during the selection process. Applicants for nonresident arrangements must be senior or well-established academics; recent PhD recipients will NOT be considered.

Eligibility
The competition for all AFP fellowships is merit-based, and priority is given to those candidates who most closely match the profile of an 'ideal' AFP candidate. Specific eligibility factors for the International Scholars Fellowship include:
· An advanced degree (PhD, JD, etc.) in an AFP-supported academic discipline. Nonresident International Scholars must be experienced and well-established academics.
· Extensive experience in scholarly research and teaching. The successful candidate will show proficiency in innovative teaching methodologies and a strong commitment to high-quality teaching. AFP will consider applications from retired faculty
· Ability to develop and teach courses appropriate for and beneficial to the host department, and a commitment to engage fully in the academic life of department. Language of instruction should be accessible to departmental audience.
· Strong professional interest in the region and a desire to contribute to higher education reform and development locally.
· Flexibility in time commitment. Resident International Scholars spend at least one academic year teaching at the host institution, while Nonresident International Scholars arrange for a long-distance mentorship punctuated by repeat visits for short courses or seminars. AFP will help design the experience to be rewarding to the department and feasible for the Fellow.

Open Society Institute - 2006-2007 Returning Scholars Fellowship Program

The Returning Scholars Fellowship Program (RSFP) helps universities in the region retain promising young scholars essential to the revitalization of departments and to the sustainability of higher education reforms. RSFP represents a conscious strategy to combat 'brain drain' in the social sciences and humanities by supporting talented scholars who, after studying abroad, seek university positions and academic careers in their home countries.

The program offers financial, institutional, and professional development support for one academic year (with the possibility of renewal in subsequent years), as well as opportunities for further professional growth as AFP alumni. Fellowships include a monthly stipend and various allowances, including professional development funds, in addition to the opportunity to participate in departmental and professional development projects. In the 2005–2006 academic year AFP is supporting 120 Returning Scholars teaching at partner departments, and a small number of outstanding academics teaching in other departments.

Eligibility
The competition for all AFP fellowships is merit-based, and priority is given to those candidates who most closely match the profile of an 'ideal' AFP candidate. Specific eligibility factors for the Returning Scholars Fellowship include:
· Citizen of a country in which AFP operates.
· Postgraduate degree (awarded by the beginning of the academic year for which the application is submitted) from a Western-recognized institution. AFP will consider applicants who have significant experience in the Western academic setting, but whose postgraduate training was primarily local. A PhD or local equivalent is strongly desired, as the applicant must be qualified to teach in a local university department.
· Considerable academic experience at an institution of higher education outside the region (typically North America, Western Europe, or Australia). Ideally, this experience will have culminated in the advanced degree required above, but alumni of nondegree programs are occasionally considered.
· A commitment to a career in higher education in the region, and strong drive to participate in reform efforts in the field.
· A desire to take advantage of opportunities for professional development and building academic networks and cooperation.

ASO Ljubljana and ASO Sofia - Research Cooperation and Networking between Austria, Slovenia, Bulgaria and South Eastern Europe

The Austrian Science and Research Liaison Offices Ljubljana/Slovenia and Sofia/Bulgaria (ASOs) announce a Call for proposals for projects in Research Cooperation and Networking between institutions in Austria, the ASO countries Slovenia and Bulgaria and South Eastern Europe (Albania, Bosnia-Herzegovina, Croatia, FYR of Macedonia, Romania, Serbia (including Kosovo) and Montenegro).

The call wants to intensify the short-term cooperation in the scientific field of 'Contribution of Science to the EU-integration of South Eastern Europe - Research on the Education - Society Nexus and on the Science - Society Nexus' with the aim to support the development of long-term scientific collaboration. Funding is provided by the Austrian Federal Ministry for Education, Science and Culture in the framework of its South Eastern European science cooperation initiative.

This call is open to 15. February 2006 (date of post mark).

The project activities must be implemented after signing the contract and before May 2007.

The funding available is 118.000 Euro and it is envisaged to support around 10 projects following this call. The allowable funding per project depends on the content, duration and number of teams involved. For projects with higher than average financial costs, cofinancing is expected.

The funded activities shall enable scientists from Austria, Slovenia, Bulgaria and other South Eastern European countries to work together on mutually beneficial projects. The main goal is to promote networking, the exchange of research results and know-ho, comparative studies and know-how exchange on European standards and preactices in the specified areas. The activities should build on already existing scientific results.

Eligible participants are universities, non-university research institutions and tertiary education organisations. The consortium composition must include one partner from Austria, one partner either from Slovenia or Bulgaria and at least one partner from Albania, Bosnia-Herzegovina, Croatia, FYR of Macedonia, Romania, Serbia (including Kosovo) and Montenegro.

European Commission DG Education and Culture - Socrates - GRUNDTVIG

The GRUNDTVIG action is part of the European Commission’s aim of promoting a policy of lifelong learning, at European level as well as in each of the participating countries. It supports a wide range of activities designed to promote innovation and the improved availability, accessibility and quality of educational provision for adults by means of European co-operation. It is part of the SOCRATES II programme which supports co-operation in the field of education.

GRUNDTVIG aims:
- to promote European co-operation in lifelong learning
- to improve training of persons involved in the teaching of adults
- to further debate on lifelong learning and to disseminate results of good practice
- to promote development of concrete 'products'.

It is divided into sub-actions:

Grundtvig 2 - Learning partnerships - to create a framework for small-scale co-operation activities between organisations working in the field of adult learning. The learning partnerships focus on process, and aim to broaden the participation of smaller organisations that want to include European co-operation in their education activities.

Grundtvig 3 - Mobility for training of educational staff - to enable educational staff working with adults to undertake training activities taking place in a country other than the one in which the participant normally works. This will broaden their understanding of lifelong learning in Europe and improve their practical teaching / management / counselling or other adult learning-related skills.

Other activities are preparatory visits and seminars, and hosting Comenius language assistants.

Any institution involved in the area of adult learning is eligible to participate:
- Adult education providers belonging to the formal or non-formal system (e.g. primary and secondary schools giving courses for adults, community schools)
- Universities carrying out research and /or curriculum development activities or providing educational opportunities for adult learners
- Oorganisations training adult educational staff
- Non-formal or informal education providers for adults, such as non-profit foundations and associations, trade unions, libraries and museums.

Countries eligible to apply:
- Member States of the EU
- EEA countries: Iceland, Liechtenstein and Norway
- Candidate countries: Bulgaria, Romania, Turkey.
Grants will be awarded in respect of participation of those countries which are not EU Member States, provided that the relevant financial contributions of these countries are paid.

University of Michigan Law School - Jean Monnet Research Fellowship

The University of Michigan Law School is pleased to announce its Jean Monnet Research Fellowship to spend six months in residence at the University of Michigan Law School conducting research and writing a publishable paper on European integration. The fellowship provides up to $20,000 for a six-month stay at the University of Michigan Law School beginning between September 1, 2006, and March 1, 2007.

The Jean Monnet Research Fellowship is intended primarily for professors of law researching European integration. Scholars with backgrounds in law-related fields may also apply, provided that their research proposal relates to legal issues of European integration. Candidates from all countries are eligible. Preference will be given to projects that are advanced enough to be completed within the timeframe of the fellowship. The Fellowship is made possible through the generosity of the Milton and Miriam Handler Foundation and is coordinated by Professor Daniel Halberstam at the University of Michigan Law School in conjunction with the European Union Center at the University of Michigan.

Applications must include:
1) A current CV including publication record
2) A research proposal describing the project, the research methodology employed, expected results of the research, contribution to the field of European integration, the projected date of completion, and a one-page abstract of the research proposal
3) A description of the applicant's level of English proficiency in conversation, reading and writing
4) The amount (in USD) of available sources of income or funding for the research stay; indicate if you will be accompanied by family members and indicate their name and relationship to you

Brandeis University - Feldman Graduate Fellowship in Sustainable Development

The Master of Arts in Sustainable International Development (SID) degree program is pleased to announce the Feldman Fellowship for 2006, which will be awarded to an early to mid-level career development professional interested in integrated conservation and development. The Fellowship begins in late August 2006.

The Feldman Fellow will join SID graduate students from over 40 countries at Brandeis University in an interdisciplinary study of development and project management emphasizing poverty reduction, gender, human rights, and biodiversity conservation. The Fellow will complete a Year-in-Residence at SID, and then work at a field conservation site during the second year of the Master’s degree program.

The award includes full tuition, fees, airfare and living expenses for the Year-in-Residence at Brandeis, and airfare and subsistence allowance for the second year fieldwork. Nominations are encouraged from international and governmental development institutions and NGOs. Self-nominations are accepted, and women are especially encouraged to apply.

Students in the Master of Arts in Sustainable International Development (SID) Program are early to mid-career development professionals who consider the state of world development, probe issues that affect future generations, and broaden skills necessary to plan, negotiate, implement, monitor and evaluate development programs. SID has gained international recognition as an innovative degree in examining models of development for their achievements in reducing poverty and inequality, raising quality of life and conserving the environment. SID seeks fresh thinking about complex relationships, bridging areas of concern reserved traditionally for scientists or social scientists, policy makers, human rights advocates, or development practitioners.

All students spend their first year in residence at The Heller School for Social Policy and Management at Brandeis University deepening their understanding of development theory and practice, and improving basic skills in management, economics, statistics, ecology, geography, and spoken and written English. Students are trained in the use of computers for academic and professional work. Depending on their courses, they learn word processing, spreadsheets, statistical packages, graphic presentations, and geographic information systems.

The Feldman Fellow agrees to work for the second year as an intern at a project site related to integrated conservation and development. Past fellows have worked on establishing GIS, biological monitoring, and enterprise creation for a rainforest conservation project.

Transart Institute, in cooperation with Danube University Krems, offers an international low residency graduate art program leading to a Master of Fine Arts (MFA) in New Media. Students pursue work in media art-related genres and create their own course of study. For two years, students work independently on art and research projects off-site with the support of faculty and self-chosen artist mentors. Lectures, critiques, performances, exhibitions, seminars and workshops take place in three intensive summer residencies on-site. The low-residency format permits students to continue with their professional life while participating in the program.

Bosporus Youth Association - Sustainable Europe, Sustainable Future, January 30 - February 5, 2006, Istanbul & Mugla, Turkey

Since urban renewal and rural development has become a major consideration for European Union, and it stipulates the implementation of sustainability programs from the EU-candidate countries, the project is interested in influences of EU on sustainable development. In order to work on a substantial base on sustainability, the project is based on a case study on the local implementation and discourse on sustainability. By focusing on the energy issue (lignite fired power plants in Mugla Region) the project will have a rather concrete outcome. The case study makes sure that the experiences gained within the project can be applied at the local level. On the theoretical side, the project will focus on not only the environmental tier of the issue, but also will grasp a detailed view of its economic and social aspects.

The project will allow the participants to exchange their respective knowledge and experiences, and to develop their own critical thinking on sustainable development. Further, within this project the participants will have the suitable environment to reflect their respective local and national environments with regard to EU. This exchange project aims to have an intercultural and non-formal educational mission to enrich participants’ intellectual identities and competencies by presenting them variety of ideas about the topic with regard to the motto of 'learning through experience'.

Eligibility:
The Project is open to participants aged between 18 - 25 from Greece, Poland, Spain, and Turkey. Participants are expected to be interested in the topic 'Sustainability'/'Sustainable Development' and be ready to attend for the full duration of the project. The language of the project will be English. Moreover, participants will be asked to present a paper about the topic during the project.

Reimbursement:
Food, accommodation, trips, activities are fully covered and 70% of travel costs will be reimbursed.

National Agency of the YOUTH programme from Luxembourg - Training Course 'Adventure Education', July 8 – 15, 2006, Luxembourg

Objectives
· to provide a general introduction to theory and practice of experiential education
· to enable participants to implement outdoor projects in their organisations and within the YOUTH programme
· to help contact making between youth workers and youth leaders from the different countries involved
· to share and learn from different experiences and work realities in the different countries
· to enable participants to improve their knowledge and their future work concerning adventure education
· to put questions and find answers to adventure education
· to promote co-operation between youth workers, to initiate projects in the YOUTH programme.

They are expecting around 23 participants:
· 7 participants from different Partner Countries of Eastern Europe and Caucasus ( Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia and Ukraine)
· 6 participants from different Partner Countries of South East Europe (Albania, Bosnia and Herzegovina, Croatia, former Yugoslav Republic of Macedonia, and Serbia and Montenegro, including UNMIK Kosovo)
· 3 participants from Belgium (Flemish, French and German speaking Communities)
· 1 participant from France
· 1 participant from Germany
· 1 participant from the Netherlands and
· 4 participants from Luxembourg.

Profile of Participants
Priority will be given to applicants:
· who come from organisations with a certain knowledge and/or interest of adventure education and want to improve them
· who have the will to set up projects with partner countries and programme countries while using adventure education
· be in a good physical condition and willing to participate in sports activities
· have an organisation commitment/support.

The Training Course will touch practical aspects of Youth Work through workshops, presentations, information space, exchange of experience, discussions, learning by experience, intercultural learning. The participants will have the opportunity to present their personal, professional and cultural backgrounds. They will also have the opportunity to share experiences about their work with young people and to see how to transfer their experiences of adventure education to the reality of their everyday work with young people. Working language of the TC: English.

Costs
Board and lodging will be provided and paid by the European Commission. Travel costs will be reimbursed.

The UNITED conference in Sofia will give you the chance to gain expertise and food for thoughts on a selection of themes, which includes minorised groups, institutional racism and the conditions of migrants, refugees and asylum seekers.

Working methods: plenary sessions, working groups, lectures, political cafés, presentations, debates, intercultural 'games', information market, cultural activities, open forum.

Participants:
The conference is planned for 75 participants (living in Europe) who represent (inter)national anti-racist, anti-fascist, refugee, human rights and minority rights organisations. Active grass-roots groups from all over Europe are also invited. Participation is rotated from one conference to another. Priority will be given to nominations from young delegates (under 30) with a minority background. Preference is given to those organisations that actively take part in UNITED campaigns. Participants should act as multipliers, spreading the information to as many people as possible. We will try to reach an equal balance of female/male participants and a good geographical distribution. Each organisation can nominate only one delegate.

Language:
The conference language is English. All participants are expected to have at least basic knowledge of English. But don't worry, English is almost nobody's mother tongue. If you have difficulties in expressing yourself, surely we can help each other.

The organisers of the 14th International conference of the Association for Cultural Economics International (ACEI) to be held in Vienna, 6-9 July 2006 invite the submission of papers (in English) on any aspect of cultural economics to be considered for inclusion in contributed paper sessions. The conference is to be held at the University for Fine Arts. Local organization is by FOKUS, the Austrian Society for Cultural Economics and Policy Studies www.fokus.or.at.

Papers are welcome from members and non-members in all areas of the application of economics to the performing and visual arts, heritage, media, cultural industries, cultural policy and related areas. Contributed paper sessions will include three papers. Suggestions by scholars who wish to organize a group session are welcome, provided that the three papers in the session do not come from the same research center, organization or university. There will also be a session for Ph D students/young researchers who wish to make a short presentation on their work. Indicate this type of paper/session on the abstract(s) by G and YR respectively.

TRANSCEND and PATRIR - Reconciliation and Peacebuilding in Divided Communities (RPDC 2006), March 6 – 10, 2006, Cluj-Napoca, Romania

Reconciliation and Peacebuilding in Divided Communities is a five-days intensive training programme and interactive workshops for practitioners, local authorities, community and religious leaders, government, media, businesses, and non-governmental organizations working in diverse communities and communities affected by conflict. The programme draws upon concrete experiences in working in diverse communities from North America, Central and South America, Eastern and Western Europe, Africa and Asia.

Building upon the TRANSCEND approach to conflict transformation, Reconciliation and Peacebuilding in Divided Communities goes in-depth into methods, approaches and tools for peacebuilding and conflict transformation in intra- and inter-community conflicts. Exploring the role of civil society organizations, the media, schools, local authorities, religious and community groups, government and business, the programme will draw on practical examples, best practices, and lessons learned, providing a space for participants to draw upon their own experiences and to address the issues and challenges facing them in their work and communities, while looking at constructive and effective approaches to conflict transformation and peacebuilding within communities.

Intended as an advanced, intensive training for those working directly with conflicts within communities, including those involved in:
- Social Work, Education, and civil society and government programmes aimed at promoting multi-culturalism, integration, participation, and meeting the needs of diverse communities
- Working with marginalized, disenfranchised or otherwise excluded communities
- Working for community-based peacebuiding and inter-cultural, inter-religious dialogue and cooperation
- NGOs and community-based organizations representing different cultural, social and community groups, women and youth
- Local and National Government Authorities
- Mainstream and Community Media
- Government and citizen/community initiatives promoting community-rights, overcoming exclusion, building bridges between communities, celebrating diversity, transcending stereo-types, enemy images, discrimination and racism.

TRANSCENT and PATRIR - Gender and Peacebuilding, April 10-14, 2006 Cluj-Napoca, Romania

This course offers an introduction to gender studies, analysis of the complex relationships between gender and social constructions and between gender, race and class privileges. During the course we will explore the interdependency between gender and power and focus on theory and practices of gender roles in different societies. The course will seek to explore how understanding of gendered social constructions can help in addressing gender inequalities and promote gender equity and cultures of peace.

The course will then focus on militarism, the war system and peace – as expressions of social and gender-based constructions. It will demonstrate a direct connection between militarism and gender based violence, gender based societal positions and violent societies through examples from the Middle East, South East Asia, Western and Eastern Europe, with emphasis on the Balkans and the US.

Gender identity will be examined, via dichotomies such as passivity-activity, hero-victim (heroism-victimhood/victimization), femininities-masculinities, strong-weak and peace-war. It will highlight gender issues related to war such as rape as a tool of war, human and women’s security and protection strategies such as community based security, national and international intervention and peace keeping operations in relation to gendered power relationships.

This programme is particularly relevant for senior and middle-range staff and executive officers working in the fields of: gender equity, education, social work, peace building and conflict transformation, human rights, democratization, human development including in such organizations as: national and international aid and development organisations, local NGO and community organisations, UN, EU, OSCE and international organisations, mainstream and community media, and for: field staff working in areas affected by violent conflict and war or in post-war/violence situations, international diplomats, national and local level politicians in countries affected by war and conflict or with portfolios responsible for above issues, policy makers, people involved in grass-roots and community-based peacebuilding, practitioners of conflict transformation and mediation.

European Journalism Institute, July 22-29, 2006, Prague, Czech Republic

This summer, join working journalists and journalism students together for a unique one-week seminar in Prague, the Czech Republic. The European Journalism Institute (EJI) will be held for a week in July in conjunction with the three-week American Institute on Political and Economic Systems (AIPES) Institute also sponsored by The Fund for American Studies (TFAS).

Institute participants gather to study the basic structure and functions of market economics in the context of such fundamental issues as competition, the role of government in the economy, environmental regulation, globalization, the functions of the price system, health and welfare economics and international trade. Participants will also discuss strategies on how to accurately report on news stories dealing with business, the economy, and fiscal policies.

Instructors and guest lecturers are drawn from the United States and Europe. Lecturers include economics and public policy experts, journalists who cover business and finance, and government and corporate leaders. Those selected to attend EJI will receive a full generous scholarship to attend the institute.

The European Journalism Institute seeks applicants with education or experience in journalism. Participants will be selected based on their qualifications and application materials.

Admitted participants will receive scholarships covering 2 meals a day, housing, reading materials, and special events. Participants are responsible for travel costs, lunches, and personal expenses. Each participant will be required to pay at least 200 USD.

Alternative Media and New Public Settings, October 13–14, 2006, Ljubljana, Slovenia

The Peace Institute, Institute for Contemporary Social and Political Studies, Ljubljana, together with the Slovenian Communication Association, Ljubljana, and Masaryk University, Brno will hold an international conference to discuss how new media development has influenced the terrain for alternative media use in its relation to citizens’ empowerment. Activisms that have mobilized citizens in new, post-Westphalian settings can nowadays hardly be imagined without the potential of new media communication, i.e. digital coordination and practice. Alternative and counter-active engagement brings forward both alternative media use and transformed public spaces. While new media praxis is seen as an empowerment of citizens’ potential for public action and an arena to offer alternative media-making as compared to mass mediated frameworks, alternative media power to create or trigger engagement is also criticized as limited. What are alternative media potentials/limits and how are they related to citizenship? What are their practices in comparison to mass media news repertoire? Can global issues (environmentalism, migration, wars etc.) mobilize vital energies in various local and transnational public settings? Original papers locating and tracing theoretical claims and/or practical, empirical application of alternative media in relation to new public settings are welcome to be submitted.

Selected papers will be considered for publication.

The aim of such a Directory is to support the awareness of artists, producers, creative workers in the field of culture and media and professionals with similar activities, who work on possibilities of cooperation in European cultural networks, in order to build trust and partnership on long term basis, and solidarity when presenting common interests.

The goal of this Directory is, above all, to contribute to intercultural links, exchange and mobility of those who participate in cultural life, of their works and ideas, as well as free circulation of information and expertise. That should especially encourage younger generations who, beyond doubt, have something to say.

The Arts, Politics and Change. Participative Cultural Policy-making in South East Europe


The reform of cultural policies in South East Europe is recorded in a new book, The Arts, Politics and Change, in which practitioners and experts on cultural policy describe the results achieved to date.

Sensible cultural policy frameworks are key to developing a stable cultural sector and flourishing cultural activity. Since the political changes in South East Europe in the 1990s, a participative reform of the previously state-funded cultural system and a strengthening of the independent sector in South East Europe proved to be necessary.

To support this process, in the year 2000 the regional framework programme Policies for Culture (www.policiesforculture.org) commenced, run by the ECUMEST Association, Bucharest, and the ECF, Amsterdam. Following a bottom-up approach and aiming to bridge the gap between the cultural field and the policymaking level in South East Europe, an open platform was established. This platform enabled the various stakeholders to meet and discuss the day-to-day needs of cultural policy and to redesign them.

The first (theoretical) part of The Arts, Politics and Change, entitled Cultural policy in South East Europe, includes essays on the following topics: 1) centralism or decentralisation, 2) transforming regulatory frameworks, 3) rethinking state funding, and 4) the role of the media. The second part of the book, The power of local action, consists of case studies on: 1) cultural policy practices in South East European cities, 2) influencing legislation in South East Europe, and 3) cultural funding in South East Europe.

The programme's exciting experiments may also serve as an inspiration for the wider community of European and non-European countries and for all institutions and individual researchers involved in examining the role of cultural policy frameworks in politically and socially unstable societies.

Alliance Extra has published a collection of case studies of partnership initiatives showing how the private sector, NGOs and foundations can engage with the United Nations to help meet the Millennium Development Goals. The case studies are very varied, including becoming an advocate for the Goals; providing venture capital for creating sustainable businesses; contributing management and logistical expertise, including volunteerism; and contributing financial resources.

The collection has been put together by the UN Fund for International Partnerships (UNFIP). UNFIP Executive Director Amir Dossal notes:

'The UNFIP team will be happy to advise on how best you could work with the UN. We can provide advice on UN procedures and best practices and assist in the design of programmes and projects.
