The Network Scholarship Programs (NSP) is pleased to offer the Fall 2003 Alumni Grant Program. The Program offers grants to NSP alumni to further expand the knowledge gained during their fellowship and make a positive contribution to their home country.

Alumni must
1. Have successfully completed their academic program
2. Be in compliance with the conditions of their OSI grant
3. Currently reside in their home country or region (with the exception of SGP- Burma)
4. Present a project related to or applicable in their home country or region.

Grant details
All proposals must be related to the Open Society Institute's mission of supporting educational, social, political and legal reform, and of encouraging alternative approaches to complex and controversial issues. Collaborative projects between alumni, across countries (EU accession countries are especially encouraged to collaborate with countries further East); with host universities, are welcome. The alumnus/a must demonstrate a leading role in the project.

Areas of project activities could include, but are not limited to
- Alumni networking and fostering the creation of associations
- Initiatives that support the NGO and/ or non-profit sectors
- Activities that generate debate/ dialogue on local social and political issues
- Initiatives that further social justice or community welfare
- Other projects judged by the selection committee to be in the spirit of the program goals.

The Program will NOT support
- Individual travel grants for conferences, workshops, etc.
- Travel to or from outside the OSI region (western Europe, North America etc.)
- Any expenses taking place outside the OSI region (western Europe, North America etc.)
- Additional degrees, courses or certificates for an individual alumnus/a
- Academic research projects
- Publishing journals, thesis or books (newsletters or websites are acceptable)
- Projects that replicate existing efforts (i.e. local Soros Foundation projects)
- Educational Advising Centers for study abroad
- Purchasing office equipment (computers, photocopiers, fax machines etc)
Items that are allowable but are not considered a priority:
- Office space rental
- Office equipment rental

Selection Process
Selection is based on a project's relevance to the Program goals, its feasibility, and its potential for impact. The selection committee will be comprised of experts from the Soros Foundations Network and outside consultants who are familiar with the Open Society Institute's mission. All applicants will be notified of their status by the beginning of February 2004.
The competition will run twice a year.

Financial Terms
Applicants may request support for individual projects in the amount up to $5,000; collaborative projects (joint proposals by 2 or more alumni) requesting additional sums will be considered. All proposals must include a line item explanation of the budget.

The European University Center for Peace Studies Stadtschlaining, Austria- Courses in Peace and Conflict Studies
Application Deadline: November 30, 2003


Come join 40 participants from around the world in an intensive 3-month course in peace and conflict studies, taught by leading specialists in their field, including Johan Galtung, founder of the field of peace research. The Program, established in 1991, received the 1995 UNESCO Prize for Peace Education.
Topics include: Introduction to Peace Studies, Peace Culture, Peace Education, Non-violent Communication, Peace and the Media, Reconciliation after Violence, Peace building and Development, Peaceful Conflict Transformation, and Deep Culture.
Dates: February 29- May 21, 2004
Location: Stadtschlaining, a beautiful, small and quiet medieval town with a 700 year old castle hosting a peace museum, in the foothills of the Alps, between Vienna and Graz. The classrooms and 40 single rooms with private bath are located in a new building.
Costs: Euro 2500 tuition+ Euro 1200 room rent per semester.
Who should apply: Young diplomats, government officials, NGO members, teachers, journalists, lawyers, social workers, psychologists, officers, and anyone interested in solving conflicts by peaceful means. A first university degree or some professional experience is required.
Degrees: Those who complete a 3-month course obtain a certificate.
You can also extend your studies for another 3 months and obtain a Master of Arts in Peace and Conflict Studies.

Open Society Institute- 2004-2005 Undergraduate Exchange Program

The Open Society Institute (OSI) is pleased to announce the Undergraduate Exchange Program (UEP) for the 2004-2005 academic term. UEP supports students from Bulgaria, Croatia, Macedonia, Moldova, Mongolia, Romania, and Serbia in the US for one-year of non-degree academic studies.
The program seeks to assist educational and civic development in Eastern Europe, Central Europe, and Mongolia by exposing participants to a liberal arts curriculum, different models of classroom instruction, community service work, and civil society related programming. The UEP combines the US liberal arts academic experience with exposure to American social issues and civic development through involvement in community service related work. The program aims to create lasting ties among participants and their American colleagues thereby contributing to cultural understanding and tolerance.
Participants attend a university or college in the United States for one year. While in the US, grantees must complete 25 hours a semester of community service work in an area of interest to them. At the end of the year, they are expected to return home to complete their degrees. Once back in their home country, grantees are expected to complete a community service internship or service project in their own community.
The Program does not discriminate on the basis of race, color, sex, religion, sexual orientation, or disability. To be eligible for the Undergraduate Exchange Program, applicants must:
1. Be a citizen or permanent resident of Bulgaria, Croatia, Macedonia, Moldova, Mongolia, Romania, or Serbia.
2. Be 19-23 years old as of July 1, 2004.
3. Be a current second-year undergraduate student studying American Studies, Art History, Classical Studies, Comparative Literature, Cultural Anthropology, Economic Theory, Fine or Performing Arts, History, International Relations, Journalism, Law, Philosophy, Political Science, or Sociology.
4. Be enrolled in an accredited university in their home country.
5. Be in his or her second year when applying and have at least one year of study remaining at his or her home university when the applicant returns.
6. Have an outstanding academic record.
7. Have a history of community and/or extracurricular involvement.
8. Have spent previous two years in residence in home country.
9. Have not attended a US university.
10. Have not attended high school in the United States for more than one academic semester.
11. Be fluent in reading, writing, and speaking English.
12. Be able to begin studies in the summer of 2004.
A panel of experts in the United States determines participant selection and university placement. Candidates do not apply to a specific university.

Scholarship for LL.M. in Public Service Law at NYU
Application deadline: December 1, 2003


The Global Public Service Law Project (GPSLP) at New York University provides financial assistance through partial or full scholarships that cover one academic year. Scholarships are distributed on a competitive basis. Thus, applicants are strongly encouraged to apply for external funding (for example Fulbright fellowship) as well as for GPSLP scholarship. Full scholarship includes tuition, living stipend, and round trip air travel. United States citizens and permanent residents are not eligible for a Project scholarship, but may be considered for other NYU assistance.
Applicants who wish to be considered for the Scholarship must submit the following documents- in addition to a complete program application packet:
* Essay 1: Briefly describe a current legal dilemma, controversy of issue facing a country, region or the world and suggest strategy you would use to solve the problem (500 words).
* Essay 2: "Describe the most gratifying experience of your legal career (250 words).

The Council for International Exchange of Scholars- Fulbright New Century Scholars Program (NCS)

The Council for International Exchange of Scholars is pleased to announce the third year of the Fulbright New Century Scholars Program (NCS), a global program for individual research and multidisciplinary/multinational collaboration within the Fulbright Scholar Program.
The research theme for NCS III is "Toward Equality: The Global Empowerment of Women".
NCS III will support accomplished scholars and professionals who wish to share their work and build collaboration within and across issue communities. Approximately 30 fellows will be selected from the U.S. and around the world. NCS Scholars will conduct individual research, make an international exchange visit of two to six months, and participate in a program of seminars in the U.S. and abroad. In so doing, they will identify and carry forward collaborative projects to advance research, education and/or policy to improve the lives of women. Participants will receive awards in the amount of $41,500, plus travel and per diem for orientation and program seminars.

The Community Youth Action Program- Call for submission of large-scale cooperation, training and information projects
Action 5 Support Measures (DG EAC 17/03)
Application deadline: December 31, 2003


Through this call for projects the Commission invites project promoters to submit applications for large-scale European projects under Action 5 of the Youth program.
The Youth program offers young people opportunities for mobility and of playing an active role in the construction of the Europe of the third millennium. It aims at contributing to the achievement of a 'Europe of knowledge' and creating a European arena for cooperation in the development of youth policy, based on non-formal education. It encourages the concept of lifelong learning and the development of aptitudes and competencies, which promote active Citizenship.
All non-profit making organizations and public bodies, which have their seat in one of the Program countries and are willing to develop activities in line with the Youth program's objectives, are entitled to apply under this call.
Due to the nature of the call, projects should have duration of at least 18 months in order to ensure that an activity is sustainable. If justified, a maximum duration of up to three years will be accepted.
Projects must start between the 1 June 2004 and 31 December 2004.

Balkan Children& Youth Foundation- New Call for Applications for Balkan Youth Partnership Program 2004

The Balkan Youth Partnership Program provides opportunities for representatives from child and youth serving NGOs in different Balkan countries to visit organizations and institutions in order to improve the activity of their organization increase their efficiency and create better conditions for youth and children.
The NGOs serving youth and children that work in the area of employment, technology, non-formal education, health, civic education and democracy building as well as community service, culture, and the environment are invited to apply. In addition, technical areas such as fundraising, sustainability, legislation, networking and external relations are eligible areas for exchange.
The Partnership Program is open to applicants from child and youth serving NGOs in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Montenegro, Romania, and Serbia.
Applicants should possess a certain level of experience in program development and be in a position to influence programming in their own organization based on what they learn during the exchange. The applicant organization should send no more than two participants.

Foundation Marcel Hicter- European Diploma in Cultural Management 2004/2005

The European Diploma in Cultural Project Management is a pan-European training programme based on fostering cultural diversity and cross-regional exchange in Europe. It is organised and managed by the Foundation Marcel Hicter (Brussels).
The programme addresses cultural managers from public or private organizations who are actively involved in the management of cultural and artistic projects in their region, with at least 3 years experience. Trainings are held in French and English. Applicants must be fluent in one of these working languages and have a good passive knowledge of the other. The age limit is 45. The programme lasts one year and is organized in 3 phases: residential sessions, practical training, evaluation + seminar. The organizer and partners cover most of the expenses for the programme. Each participant pays a total participation fee of EUR 3.000.

Institute For Advanced Studies on Science, Technology and Society (IAS-STS), Graz, Austria- Fellowship Programme 2004/2005

The Institute for Advanced Studies on Science, Technology and Society (IAS-STS) offers five grants (EUR 1,000- per month) for fellowships at the IAS-STS in Graz starting October 1, 2004, ending June 30, 2005.
The IAS-STS promotes the interdisciplinary investigation of the links and interactions between science, technology and society as well as research on the development and implementation of socially and environmentally sound technologies. The IAS-STS provides the necessary research infrastructure, while a number of guest lecturers and workshops foster an atmosphere of creativity and scholarly discussion. The grants of the fellowship programme 2004/2005 are dedicated to projects investigating the following issues:
1. Gender Technology Environment
Women with their various interests, competencies and potentials play important parts in the process of shaping socially sound and environmentally friendly, sustainable technologies be it as users and consumers, or as experts. Applications should focus on research in the field of women in traditionally male fields of engineering, on ways of creating cultures of success for women engineers (students, graduates), and on masculinity and the culture of engineering.
2. Ethical, Legal and Social Aspects of Genome Research and Biotechnology
A main focus of the grant scheme lies on the analysis of ethical, legal and social aspects of genome research. Research projects are expected to provide a better understanding of life sciences in concrete socio-cultural contexts of their fabrication, application and regulation. Researchers investigating risk issues are especially encouraged to apply.
3. Technology Studies and Sustainability
Grants will be awarded for research projects contributing to the issue of sustainable development from the perspective of social studies or the history of science and technology. Projects should aim at socio-economic aspects of environmental technologies or at strategies of environmental technology policy, such as user participation, strategic niche management or ecological product policy. We encourage both theoretical analysis and practically oriented case studies.
Please note that it is also possible to apply for a fellowship without a grant or to apply for a short-term fellowship without grant (not longer than one month: Visiting Fellows). We also encourage senior scientists to apply as guest lecturers.

Smithsonian Institution, Center for Folklife and Cultural Heritage- Rockefeller Foundation Humanities Fellowship Program 'Theorizing Cultural Heritage' 2004-2007
Application deadline: January 15, 2004


Rockefeller Foundation Humanities Fellows at the Smithsonian Institution Center for Folklife and Cultural Heritage will help expand and refine theoretical framework for cultural heritage discourse that reflects the perspectives, activities, and participation of academic specialists, civil society groups, and public cultural organizations and that can inform dialogues across social, political, and disciplinary boundaries.
The Smithsonian will host up to six humanities-oriented scholar/analysts for each of three years to work on the theoretical development of the concept of cultural heritage and its intersection with theories of culture, class, race, ethnicity, gender, and globalisation. Fellows will be drawn from three sectors of cultural engagement- academic institutions, public organizations, and cultural communities- and approximately half of the fellows will come from outside the United States. The intention is both to cross-fertilize sectors of cultural heritage work and to expose international and U.S. thinkers to one another.
The primary focus of 2004-2005 fellowships is the relation between cultural heritage and political representation; of 2005-2006, between cultural heritage and economic pursuits; of 2006-2007, between cultural heritage and the arts.
Fellowships include a stipend in addition to an allowance for travel to and from Washington, D.C., as necessary, for the residency. Applicants need not be U.S. citizens to be eligible. These fellowships are not intended to support undergraduate or graduate studies.
Application: Submit a letter of interest (not to exceed three pages), in English. This letter should outline the proposed work and how it will further the theoretical development of the concept of cultural heritage. Applicants should attach a resume or C.V. and include the proposed dates of the residency. Based on letters of interest, a limited number of applicants will be notified and invited to submit full proposals by February 27, 2004. Full proposals will be due April 1, 2004, for the first year's fellowships.
Term: six weeks to five months, between September and July of each year.

New Europe College- Regional Fellowships Program 2004-2005- Calls For Applications

The New Europe College in Bucharest (Romania) announces the Regional Fellowships Program in the humanities and social sciences starting October 1, 2004.
Targeted are researchers and academics (preferably young) from South-Eastern Europe (Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Greece, Former Yugoslav Republic of Macedonia, Republic of Moldova, Slovenia, Turkey, and Yugoslavia), who are in the final stage of completing a Ph.D. program or who already have the Ph.D. title.
Duration of the Fellowship: one term or a full academic year (10 months): a) October through February, b) March through July, or c) October through July.
Location: the New Europe College in Bucharest.
The Fellowship consists of: a monthly stipend (basic stipend of 460 EURO - tax free), accommodation, a one-month research trip abroad to an institution of the Fellow's choice (2,560 EURO for transportation, accommodation, and per diem), international transportation to and from the home country of the Fellows at the beginning and the end of the Fellowship, as well as for season holidays.
The Fellows are expected to work on a project to be published by the New Europe College after the end of the Fellowship (in English, French, or German), and to take part in the scientific events organized by the New Europe College (seminars, workshops, conferences, lectures held by foreign scholars, symposia, etc.).
Working languages: English, French, and German. A good command of English is desirable.

The International Institute for Political and Economic Studies, Greece, July 3- 26, 2004

IIPES is an academic program that explores major political, economic and cultural issues important to the Eastern Mediterranean region. Students attend courses in political economy, history, philosophy, and conflict resolution. In addition to classes, students participate in dialogue designed to promote international exchange. This combination of events leads to life-long friendships and an exchange of ideas that cannot be gained elsewhere.
Students from select nations in the Middle East and the Balkans join American students to study important principles of political and economic organization and how those ideas relate to international conflict and conflict resolution. The Institute is intended for the serious student who enjoys exploring ideas about politics, culture, and economics, and who is willing to be challenged by stimulating ideas and cultural exchange. The Institute teaches participants to understand individual liberty, the rule of law, and the price system within the contexts of cooperation, tolerance, and a civil society. In addition to these lessons, students participate in a conflict resolution workshop designed to teach students ways to break down the barriers between historical conflicts.
Financial aid: selected participants will have to pay at least 550 USD.
Open to mature undergraduates and graduate students.

Lund University- Master of European Affairs Program

For getting a scholarship to Lund University students from Central and Eastern Europe and developing countries may apply to the Swedish Institute. The Swedish Institute has issued new regulations for scholarships concerning magister level programs. Applications for such a program should be sent directly to the university/ university college in question.
In order to qualify for the program the student must at least have a first university degree (e.g. B.A; LLM) or equivalent competence.
Admission to the Law section of the MEA Program requires a university degree in law or equivalent.
Admission to the Business section of the MEA Program requires a university degree either in Business Administration or Business Law.
Applicants with a degree in Business Administration must have a good knowledge of Business Law. Applicants with a degree in Business law must have a good knowledge of Business Administration. Students with equivalent competence are also qualified.
Admission to the Politics section of the MEA Program requires a university degree with a major in Political Science or International Relations or equivalent.
Degree title in original language should be written with original characters or in an internationally recognized translation. Degree title in English should be the official translation, if such exists.
Description of the main subject should be a list of the main courses in your major subject included in the Bachelor's degree.
An official transcript/record of your Bachelor's degree must be enclosed with your application.

Allavida Grant Programme- Enabling Youth Co-operation within South East Europe

The youthEXchange.SEE program aims at promoting regional partnership building and the transfer of skills and knowledge, and above all at encouraging links between organizations at grass-roots level which have not had access to cross-border opportunities.
Groups (registered/unregistered) of young people aged 16 to 30 years may apply for funds. They and their chosen partner/s must be based in their local community, and come from at least two of the following countries: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Macedonia, Romania and Serbia and Montenegro.
Eligible activities to be funded by youthEXchange.SEE program:
- Training workshops, seminars or study visits covering skills development
- Joint projects, campaigns or other events
- Volunteer placements/exchanges in other youth organizations
- Action-oriented joint research.

Civic Education Project- Teaching Fellowships 2004-2005

The Civic Education Project (CEP) invites applications for its 2004-05 Local Faculty Fellowship program.
The Local Faculty Fellowship program is open to citizens of Albania, Armenia, Azerbaijan, Belarus, Bulgaria, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Macedonia, Moldova, Mongolia, Serbia and Montenegro, Tajikistan, Ukraine, and Uzbekistan.
Academics from the above countries having graduated (or expecting to graduate by September 2004) from a North American or West European university with a postgraduate degree in a social science are encouraged to apply. CEP supports efforts to return to, and remain in, university teaching in the Fellows' home country by providing a monthly stipend, teaching materials, and participation in various CEP events and activities.
Local Faculty Fellowships are awarded in the social sciences (including area studies, anthropology, gender studies, economics, history, political science, psychology, public administration, and sociology). CEP also offers teaching fellowships in law and journalism/media studies.

Kennedy Center Arts- Administrators Fellowship Program

The Vilar Institute for Arts Management at the John F. Kennedy Center (http://www.kennedy-center.org/) for the Performing Arts offers a management-training program for up to twelve highly qualified and motivated arts administrators who aspire to manage performing arts institutions and arts service organizations in both the public and private sector.
The ten-month fellowship program includes extensive course- work in contemporary business practices and practical management experience through the lens of planning, presenting, and producing performing arts programming at an internationally recognized performing arts institution. Core courses cover management, planning, technology, finances, and effective communication within the context of arts and nonprofit organizations. Fellows have departmental assignments in addition to ongoing course work. They also attend performances and additional educational events and complete significant projects within the context of the Kennedy Center.
A minimum of a bachelor's degree in the arts or a related discipline and at least four years' professional administration experience with a performing arts organization, or more than five years performing with a professional arts company (theater, dance, music) is required.
Fellows receive a stipend of $18,000. All courses, materials, health insurance, and attendance at selected performances and other educational events at the Kennedy Center are provided as part of the fellowship. Housing is the responsibility of the individual. The U.S. Department of State will provide transportation to and from Washington, D.C., for international fellows.

Growing interdependence in Europe is generating an increased demand for people with a solid understanding of the European dimension. Today, policy problems transcend national borders and national problem-solving capacities.
Most curricula of higher education, however, are still primarily focused on national contexts. Graduates and professionals are generally quite familiar with their own national setting, but there are considerably less well informed when it comes to practices and processes in other European countries or within the EU. For this reason, the Maastricht Master's in European Public Affairs is designed to give students and professionals an understanding of the complexity of Europe and help them reformulate intricate problems in manageable and achievable terms.
The EPA Programme provides advanced professional training for people interested in internationalizing their curriculum in a scholarly manner. The objective is to enable students to learn to think in European terms, i.e., they become better able to collect and utilise information concerning the public domain in Europe and the European countries. The basic principle of the learning process is to enhance analytical skills in dealing with concrete issues and challenges (according to the problem based learning methodology of the Universiteit Maastricht). The one-year programme has a multi-disciplinary and practice-oriented character and focuses on contemporary European public issues, on cross-national diversity, and on the European Union and its institutions. Graduates of this programme may develop their careers in public organizations with European or trans-national missions. They may also work as managers and staff analysts in non-profit organisations, in public affairs divisions of private corporations, in private firms performing 'privatised'' government functions and in consulting firms.

ESST is a one-year international Master of Arts program and is multidisciplinary in its approach.
Its aim is to contribute to a better understanding of the impact of technological change on society and to give students the tools to analyze such change through the study of different disciplines. ESST teaches students about how science and technology affects the world around us, and how society in turn influences scientific and technological development. The Higher Education Support Program (HESP) is pleased to announce the continuation of the HESP Mobility Program for the 2003/04 academic year. The Mobility Program is designed to support visits to/from a HESP Network Institution (one of the institutions, sending or receiving, must be a HESP

Student Mobility
Students enrolled at higher education institutions in Central and Eastern Europe and the former Soviet Union and Mongolia (the HESP region) who intend to spend a visiting semester in another country are eligible to apply.
Applicants must be able to demonstrate that the mobility grant will be used to enhance the educational experience at the home institution and that the mobility grant will be used for purposes related directly to the studies undertaken at the home institution.
Eligible disciplines: Humanities, Social Sciences and Business and Management.
Length of visit: up to one semester (5 months).

Faculty Mobility
Faculty members teaching at higher education institutions in Central and Eastern Europe and the former Soviet Union and Mongolia (the HESP region) who plan to use the mobility grant to develop a new course, revise an existing one or consult with colleagues on curriculum issues are eligible to apply.
Who is eligible: Humanities, Social Sciences and Business and Management faculty members who are nationals of countries of Central and Eastern Europe and the former Soviet Union and Mongolia (HESP region), and non-national teachers resident in the region and with the explicit support of the home institution
Length of visit: up to one month.

Administrative Mobility
Administrative staff employed by higher education institutions in the HESP region who are interested in visiting another higher education institution in order to gain work-related experience to apply at the home institution are eligible to apply.
Length of visit: up to one week.

Ineligible activities of the Mobility Program:
Travel to and from the Central European University- travel to an institution in the home country study at summer schools short course and seminar attendance participation in any kind of conference and congress.

Eligible costs of the visit:

Regional Postgraduate Studies in Cultural Management& Cultural Policy in the Balkans


The University of Arts in Belgrade offers this regional MA programme in partnership with the French universities Lyon II, the Institute of Political Studies in Grenoble and the university Paris IX Dauphine. Rockefeller Bellagio Fellowships


The Bellagio Study and Conference Center, located on a historic estate on Lake Como, Italy, provides an ideal environment of solitude, contemplation and productivity in which scholars, scientists, artists, writers, policymakers and practitioners from all over the world may pursue their creative and scholarly work.
From February to mid-December, the Center offers one-month stays for 15 residents at a time in any discipline or field and coming from any country who expect a publication, exhibition, performance or other concrete product to result. Applicants are accepted not just for individual excellence or for the potential of their proposed projects, but also for geographical diversity of their homelands and for their capacity to contribute to the intellectual mix of life at the Center.
The Center also offers interdisciplinary, intercultural networking through the convening of small working groups (from three to 25 participants) of policymakers, practitioners, scholars, scientists, artists and others. Priority is accorded to proposals that address significant issues and problems within or across given fields, are innovative in their design, and promise concrete outcomes beyond the drafting of a statement or recommendations.
Applications are reviewed by an interdisciplinary group of Rockefeller Foundation staff and by outside specialists. Decisions are based upon the quality of the project proposed, the importance of the proposed work in its field and discipline, the qualifications of the applicant(s), and the suitability of the Center for the proposed activity.
The Foundation provides room and board without charge for all residents and workshop/team participants. Some travel assistance is available for those from developing countries who qualify.

2) International Merit Scholarships: This is a highly competitive scholarship awarded to only a few students each year who demonstrate high academic achievements, a wide array of extracurricular activities and leadership potential. This merit scholarship, in combination with the half-tuition grant, can potentially cover the full cost of tuition. This scholarship will only be considered for admitted students who can demonstrate at the time of application, the ability to cover the costs not covered by the scholarship.

3) Special Scholarships: Grinnell offers a limited number of scholarships that meet the full demonstrated need. These are extremely competitive scholarships. Scholarships are reserved for students from the following countries and regions: People's Republic of China, Nepal, the Middle East and Asia, Africa, Latin America, Eastern and Central Europe (including those regions of the former Soviet Union). There are no additional forms or applications required for students wishing to be considered for one of these scholarships. The Admission Committee will automatically consider you for the scholarship if you are eligible.

Scholarships for LL.M. programs at Tulane Law School


Each year, Tulane Law School awards a number of partial scholarships or tuition waivers to candidates with superior academic credentials. With the exception of the LLM in Admiralty program, virtually all of the awards made go to international candidates enrolled in the various full-time LLM programs. The Law School does not award scholarships to part-time LLM students.
Scholarships and tuition waivers cover a portion of tuition. They do not cover living expenses. Scholarship and tuition waiver funding is limited, and competition for the awards is keen. In order to be considered for
An award of these funds, candidates must complete and submit the Financial Aid Data and Scholarship Application Form, along with the application form for admission. Students are strongly urged to investigate alternate sources of funding early in the application process.

Tulane Law School Scholarships and Tuition Waivers
Applicants to the various LLM programs who demonstrate particular academic strength may be awarded scholarships or tuition waivers of between $5000 and $15000 toward tuition and fees at Tulane Law School. Most offers are made to international candidates. These offers are generally made at the same time the offer of admission is extended, or shortly thereafter. The exception to these general rules is that scholarships to the LLM in Admiralty program, including the Maritime Law Fellowship, are generally made in the late spring after offers of admission have been made. Scholarships to the LLM in Admiralty program are made both to international and US candidates.

General-purpose scholarships or tuition waivers
These awards are made to candidates in all programs. Half of the annual award is credited directly to the student's university account at the beginning of each semester. Approximately one-third of the international LLM students enrolled at Tulane Law School receive partial scholarships or tuition waivers.

Graduate Fellowship in Environmental Law & Policy
The Institute for Environmental Law & Policy periodically awards one fellowship to a graduate candidate for the LLM in Energy & Environment. The Graduate Fellow, who receives a tuition waiver and a small stipend, assists the Director of the Institute on various projects. The Fellow is selected by the Director from the pool of accepted LLM candidates, based on Institute needs and the backgrounds of the candidates. Selection of the Fellow generally takes place in May.

Ferdinand F. Stone Graduate Scholarship
The faculty of Tulane Law School in honor of Ferd Stone established this scholarship, awarded periodically to an outstanding candidate in comparative law.

Maritime Law Fellowship
The Maritime Law Center at Tulane Law School each year awards one or two graduate fellowships in maritime law. The graduate fellows assist the director of the Center while pursuing the LLM in Admiralty on a full-time basis at Tulane. The Fellows' duties, which occupy approximately 25 percent of their time, include assistance in research, the development of teaching materials, and the preparation of seminars in maritime law. The fellowships carry half tuition waivers. Individuals interested in the Maritime Law Fellowship must first apply for and be offered admission to Tulane's LLM in Admiralty program. Accepted candidates will be notified of their admission and will then be considered for the Fellowship. Announcement of the Fellowship recipient(s) is generally made in late April or May.

Harry F. Stiles Jr. Scholarship
This scholarship fund was endowed in 1999 through the bequest of Mrs. Beryl Whiteman Stiles in memory of her husband, who received both his BA and LLB degrees from Tulane University. Mr. Stiles was a partner in the New Orleans firm of Deutsch, Kerrigan & Stiles and was a respected specialist in admiralty and oil and gas law. The proceeds of the Stiles Fund are used for scholarship support of deserving students who have manifested a special interested in maritime law. Substantial awards are made from this fund to outstanding LLM in Admiralty candidates.

The ECF's mobility fund 'S.T.E.P. beyond ' encourages cross-border cultural cooperation and exchange between the current European Union states, the countries joining the EU in 2004 and the new (south) eastern neighbours of the enlarged European Union. The Kokkalis Program on Southeastern and East-Central Europe, John F. Kennedy School of Government, and the Southeast European Study Group, Minda de Gunzburg Center for European Studies, Harvard University, will hold its 6th annual Kokkalis Graduate Student Workshop CALL FOR PAPERS on February 5-6, 2004. 8th Graduate Student Conference- Call For Papers 'An Expanding Europe: Reflections and Prospects', Georgetown University, Washington, DC, February 20-21, 2004

Master's and Doctoral candidates in the humanities and social sciences (Political Science, International Relations, Economics, History, Cultural Studies, Anthropology, Language and Literature) are encouraged to submit abstracts of papers that examine the process that has brought Europe to its present status and the issues and challenges facing Europe as it prepares for enlargement.
The conference is multidisciplinary in nature, with possible panel themes including:

Workshop "Ancient Greeks Impact on Western Identity"- Call for Papers

The ancient Greek philosophical, scientific, political and cultural achievements are held to be one important inheritance of the West. It was a central aspect of Western identity to be distinguished from other cultures by the fact that it has science, and science was meant to be a Greek invention. Since the experience of post-colonialism and the increasing knowledge of Babylonian and Egyptian scientific achievements, historians of Western philosophy and culture became more aware of the certain euro-centrism of this traditional view. These changes led to a discourse on the relation between Greeks and Barbarians as well as on the Greeks and the West, which is also a hidden discourse on Western identity. This modern discourse, which has moved from a moderate ancient Greek ethnocentrism to modern euro-centrism, is connected with the antiquity via two claims:
1. It was in ancient Greece, where a cultural transformation of universal or at least outstanding importance took place.
2. The West inherits this Greek achievement due to a continuous tradition of these beginnings.
Several critics such as Karl Jaspers' concept of an axial period or, more recently, Martin Bernals Black Athena challenged both claims.
In our workshop we are going to discuss these two claims by examining the positions of its opponents as well as its defenders: Is the idea of a Greek inheritance just a Narrative of Modernity? The panel is open to papers on the relation between Greeks and Barbarians, on the impact of non-Greek cultures on the so-called Greek transition from myth to reason or on the questions regarding the supposedly continuous tradition from the ancient philosophy to modern Western science.

Pristina Summer University

will organise the3rd and 4th edition of the Pristina Summer University (PSU). The PSU brings together regional& international professors and lecturers for three weeks and provides 30 courses in a wide range of academic fields. These include Electrical, Mechanical, and Civil Engineering, Architecture, Mining& Metallurgy, Mathematics& Natural Sciences, Medicine, as well as subjects in the humanities and social sciences. Additionally public discussions are organised on prominent issues in Kosovar and (South) East European society.
The first two editions in 2001 and 2002 have proven to be a success and resulted in spin-off projects. It established a fertile foundation in terms of infrastructure, local and international contacts from which future summer universities and other forms of international academic cooperation can benefit. For example, visiting professors taught courses at the UP during the regular academic year or are planning to do so. The Netherlands Ministry of Foreign Affairs has awarded the project full funding until December 31, 2004. 600 participants will be accepted at the PSU 2004, of which 450 from the University of Pristina, 100 participants from the SEE region, and 50 self-financing international students. Besides an academic programme, social activities are organised.
