Master in European Integration and Regionalism

is organized by the European Academy of Bolzano in cooperation with the University of Graz and European Institute of Public Administration, Luxemburg. The Program is tailored for civil servants from local, regional or national administrations who primarily work with EU law and therefore require both theoretical and practical training in EU and regional issues; lawyers, economists, social scientists and others in the employment of non-governmental organisations wishing to enhance inter-disciplinary skills and to specialise within different aspects of European integration, regionalism and diversity; journalists and teachers interested in the recent developments and advanced training in the related fields; graduate students wishing to acquire greater competitive personal competence beneficial for a future career in the academia or even practice-orientated professions. Applicants should apply for financial support directly to local foundations, international NGOs or other funding agencies. Upon request, you can receive all the information needed to a prospective donor source. Applicants may also apply for a scholarship at the European Academy. Scholarships are limited. Preference is given to non-EU citizens, applying for the whole Master programme although also applicants for single modules may be awarded a scholarship. In order to be eligible for a scholarship the applicant has to enclose to the application form a separate statement giving the reasons for applying for a scholarship: In this statement the candidate has to provide in particular a brief breakdown of his/her relevant sources of income and indicate if, and if yes, how many people are living in his/her dependence. Moreover, the applicant has to indicate (in the application form) whether he/she has applied or will apply for a grant or scholarship from another organisation. A scholarship granted by the European Academy is compatible with other scholarships.

New Call for Applications for Balkan Youth Partnership Program

The Balkan Youth Partnership Program provides opportunities for representatives from child- and youth-serving NGOs in different Balkan countries to visit organizations and institutions in order to improve the activity of their organization increase their efficiency and create better
conditions for youth and children.
The NGOs serving youth and children that work in the area of employment, technology, non-formal education, health, civic education and democracy building as well as community service, culture, and the environment are invited to apply. In addition, technical areas such as fundraising, sustainability, legislation, networking and external relations are eligible
areas for exchange.
The Partnership Program is open to applicants from child- and youth-serving NGOs in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Montenegro, Romania, and Serbia.
Applicants should possess a certain level of experience in program development and be in a position to influence programming in their own organization based on what they learn during the exchange. The applicant organization should send no more than two participants.

Transforming Violence Award

The Transforming Violence Awards were founded to stimulate thinking, action and discussion about promising practices for helping individuals and communities prevent, halt and heal violence.
Get involved: The 2003 Awards will be given to the winners of our international Poster Design Competition and Essay Competition. You are invited to enter the competitions by designing a poster or writing an essay that increases public awareness of innovative work being done around the world.
There will be $4,000 in cash prizes. Winners, honorable mentions and runners-up will be displayed on the Transforming Violence web site. They will also become part of the Transforming Violence traveling Exhibition due to open in England and the United States in 2003. Participation in the poster and essay competition is open to individuals, schools, colleges, universities, religious groups, service organizations, businesses and community groups.

Roma Memorial University Scholarship Program
Academic Year 2003-2004

The Open Society Institute (OSI) announces the third year of a scholarship program for eligible Romani students at the university level. The funds for the first two years of this program came from gold looted by the Nazis during World War II and held by the Allied powers since then. A portion of the funds from the gold controlled by the U.S. government was allocated for this program. This year funds for the program come from the Open Society Institute.Roma who are eligible will (a) have been accepted at a recognized Central or East European university in their home country or country of residence as a first year, full time student in the fall of 2003 or (b) already be enrolled full time at such a university in the second or higher years c) or be current Roma Memorial University Scholarship holders who are eligible for renewal.
Eligibility Criteria for New Applicants
Scholarship winners must come from Bulgaria, Czech Republic, Hungary, Macedonia, Romania, Slovakia, Serbia. However, priority will be given to countries where major scholarship programs for Roma do not exist.
Scholarship winners must demonstrate:
A. financial need including employment status and income of parents, number of children in the family, etc.;
B. acknowledgement of being Roma and interest in Roma issues or Roma activism;
C. acceptance at a recognized university in their own country by presentation of an original university enrollment certificate;
D. and must be enrolled full time at a recognized Central or East European university. Priority will be given to applicants who study one of the following subjects: political science, journalism, economics, sociology, history, law or public administration.
Annual Awards are expected to be in the range of $500 - $1000.

Henkel Arts Prize for Photography in Central and Eastern Europe

Henkel Central Eastern Europe (Henkel CEE) is inviting applications for the second annual Henkel Arts Prize for the Central and Eastern European region. This arts prize, endowed with the sum of 5000 Euro, is designed to improve the understanding of the CEE geographical and cultural region, as well as contribute to the process of European integration. In support of young aspiring artists, Henkel is additionally awarding a Young Artists Prize, with a monetary award of 1500 Euro. This will be granted to participants of KulturKontakt Austria's"Artists-in-Residence" programme.A central objective of the Henkel Arts Prize, initiated by Henkel Central Eastern Europe and dedicated in 2003 to the field of photography, is to raise awareness of the Central and Eastern European cultural area. Henkel CEE has successfully persuaded KulturKontakt Austria to be a partner in this project. For more than ten years, KulturKontakt Austria has been managing arts projects in Central and Eastern Europe.Each year, it invites applicants from Eastern European countries to take part in its "Artists-in-Residence" programme.
Interface For Central and Eastern Europe
Based in Vienna, Henkel CEE has established itself within the world-wide Henkel Group as the regional headquarters for Central and Eastern Europe. Henkel's success story in Central and Eastern Europe began in 1984 with the company's first pilot export project from Austria to the east. Since the founding of its first subsidiary in Hungary in 1987, Henkel has set up 50 other companies in Central and Eastern Europe. "Artists-in-Residence" programme of KulturKontakt Austria
KulturKontakt Austria's "Artists-in-Residence" programme provides for a stay of three months in Vienna, including the studio, accommodation, insurance, a monthly grant of Euro 900,-, a one-time subsidy for materials as well as an exhibition of the artist's work at the end of the three-months period.
Two studios for the fine arts and one for photography are available. Artists from the "countries in transition" in Central, Eastern and South-eastern Europe are eligible to apply. The prize winners will be selected by an international jury.
The application should include:
- a curriculum vitae and documentation of artistic development (in English or German)
- examples of work in the form of photos, slides, folders and/or catalogues (maximum size: A3)
Application material which has been submitted will be returned to the owners after the selection process by the jury. Oversized work will not be accepted.

Felix Morley Journalism Competition

The competition is open to young writers (25 years of age or younger as of December 1, 2003) and full-time students. A distinguished panel of reporters, writers, editors, and academics will judge submissions based on writing ability, potential to succeed, and an appreciation of liberty. Submit three to five articles, editorials, opinion pieces, essays and reviews published in student newspapers or other periodicals between July 1, 2002 and December 1, 2003 for consideration. In honor of the Pulitzer Prize winning journalist, IHS will award cash prizes to outstanding young writers whose work best demonstrates and communicates an appreciation of classical liberal principles; first prize will be $2500. Classical liberal principles include inalienable individual rights; their protection through the institutions of private property, contract, and the rule of law; voluntarism in all human relations; and the self-ordering market, free trade, free migration, and peace.

Introductory Training Course in Psycho-Social Group Work and Intercultural Learning

Methodology:
Training provides possibility of interactive and experience acquiring of basic skills and notions necessary for work with groups of children and youth. Program is designed so that encourages experience exchange between participants and mutual learning. Workshop method is applied, meaning that all participants are supposed to actively take part in each phase of the work.
Two days of the Training will be dedicated to intercultural learning. This part of the Training will be conducted by Mr. Mark Taylor, well known European expert in this field. Workshops will be in English.
The rest of the activities will be conducted by "Hajde da..." trainers team: Stanislava Vučković, Dragana Lalić and Ivana Timotijević.
Languages in use:
Most of the time Serbian /Croatian / Bosnian will be in use but it is necessary that participants are able to use English as well, because of engagement of Mr. Mark Taylor.
Practical information:
. "Hajde da..." Group will bear all accommodation, food and visa expenses. Participants will have to bear travel expenses. There is no participation fee. All participants have to attend all Training activities.

Seminar on Human Rights education and language development

This seminar will explore shared and distinctive aspects of teaching human rights and developing English language skills for secondary school students. The rationale behind the seminar is that Human Rights, as a school subject, can provide a framework for the students' understanding of the individual's fundamental rights and freedoms both as national and global citizens. It also enhances their awareness and knowledge of democratic values and of rights in action. This seminar will draw on current thinking and practice in human rights education, citizenship education and English language teaching and will draw on the experience of the BC- Romania Human Rights textbook project.
Participant Profile:
Participants will be teachers and educators in human rights education, teachers of English, representatives of education authorities, representatives of NGOs that have an educational goal. The seminar will be held in English.
Outcomes:
It is hoped that this seminar will provide an opportunity for learning from the experience of others and the desired outcomes are an enhanced understanding of human rights education issues and a developmental and conceptual framework for teaching human rights and language development.

The globalisation of violence and the identification of non-violent alternatives

A three-week residential course examining the psychological, geo-political aspects of the "new" war, its connection to globalisation and the identification of non-violent alternatives. The teaching faculty and participants are drawn from many countries all over the world. The course takes place in a transnational context of positive interaction between faculty and participants and of intensive exchange of experiences among people coming from different cultures, societies and social backgrounds.
ADMISSION TO THE INTERNATIONAL COURSE
The number of participants will be confined to twenty-four, at least half of whom will be women. A balance will be sought between participants from "developed" and "developing" countries. Fluency in English is required. Priority for admission to the International course
will be given to applicants who are active in organisations of civil society or social movements involved in human rights promotion, non-violent conflict transformation and peace education.
Accommodation expenses (including meals) for those admitted to the course will be covered by IUPIP. A vegetarian option is available. Applicants whose organisations are not able to cover their travel expenses are asked to indicate so in the application form.

COMMUNICATIONS POLICY TRAINING PROGRAMME

Twenty-five representatives from Central and Eastern Europe, the Caucasus and Central Asia will get to participate in a 10-day programme on information and communication technology (ICT) in Budapest, Hungary.
The Stanhope Center for Communications Policy Research is offering the programme in co-operation with the Open Society Institute (OSI) and the Markle Foundation.
The programme will give selected applicants an opportunity to take part in the global ICT policy debate from a European perspective. European and international experts will lead training sessions.
The programme will focus on building skills in developing and promoting ICT policy in participants' home countries. European policies will be critically compared to national, regional and global policy agendas. Sample issues discussed will include telecommunication liberalisation, wireless communication, civil liberties such as privacy and freedom of
expression, and intellectual property.
In choosing which applicants are most suitable for the programme, an informal selection committee composed of staff from Stanhope Centre, OSI, Markle Foundation, Global Internet Policy Initiative (GIPI), and the Media Lawyers' Association will decide on which students will be selected for admission. In selecting applicants, the selection committee will look for students with a legal background and/or policy understanding of the issues.
Preference will be given to non-profit ISPs representing the interests of civil society, the non-profit sector and academia. Applications are sought from advocates (practising lawyers and students), policymakers and other professionals who show a strong demonst! rable interest in public interest advocacy of the ICT sector. Applicants must convey how their background (academic and professional) relates to ICT policy advocacy and why they want to
receive policy training in this sector. Applications will be judged on how applicants convey their motivation, future plans and overall interest in ICT policy advocacy.
Applications will be considered from: Albania, Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Kosovo, Latvia, Lithuania, Macedonia, Moldova, Poland, Romania, Serbia and Montenegro, Slovakia, Slovenia, Turkey and Ukraine.
The finalists will receive a full-tuition fellowship to cover the programme cost, travel to and from Budapest, and room and board.

SUMMER CAMP: UNITED Youth for Understanding - training course on history as a cause of conflicts in Europe

The aim of the training is to promote the idea of understanding and non-violent conflict resolution by learning and exchanging knowledge on history interpretations as a source of conflicts and misunderstandings. We will have a look at regional and European historical developments, enlarge our knowledge about European history and see how it is taught in school. A group of 30 young people from all over Europe will work on innovative approaches to history as a cause of conflicts. Participants will be challenged during interactive sessions, case studies and simulations and will develop together a practical training leaflet.
CONTENT / WORKING METHODS
Plenaries, intercultural learning activities, role-plays, lectures form experts, visits of historical places, films, music....It's very important that the participants are motivated to actively participate in the training course. The training course is divided in four different dimensions around history.
PARTICIPANTS
- should be under 28 years old
- should be active in European youth organisations, anti-racist
organisation, human rights groups, minority support organisations
- should be very interested in non-formal history education, peaceful
conflict resolution and intercultural youth work
- should have some knowledge on European conflicts and ideas how to
use education to combat racism
PARTICIPATION FEE
The participation fee of the training course for people form Western Europe (1) is 100 Euro, for people from Central Europe (2) 40 Euro and Eastern Europe (3) 0 Euro. Your participation fee will be deducted from the amount to be reimbursed for travel expenses. The organisers will provide full board, lodging and the complete programme.

PR & LOBBY CEE/SEEC ACADEMY

The project is a complex 15 months information/educational macro-project involving the Western region of Romania and its cross-border neighbours/regions. The first international training seminar is a three-days intensive session, aimed to inform and explain about the institutional changes and new working-style of the European Union after the European Convention. During the operation, we will organise a General Public Debate, designed to disseminate and multiply the results of the works, followed by a Press Conference, publicised through the media partners of the project.
As a follow-up, we plan to establish an Internet Forum of Debates and the creation of an Alumni Information/Assistance Network. Also, after the completion of the project, thanks to the EU partners, a 3 to 6 months Internship opportunities within EU governmental and non-governmental institutions will be provided to the best five selected participants.
The focus of our event is to offer a highly innovative and unique combination of debate sessions and clearly focused training workshops, an intensive practical insight of who is who in the European Union, to which EU bodies one should address for partnership projects, how interest-groups are built in the EU, what one should expect from the European Convention and how European institutions will work after enlargement.
The Academy is to use a strong pro-active approach, with study-cases on how to set-up a successful lobby strategy / advocacy campaign to EU institutions and domestic authorities. The works will be held in English and, if necessary, also in Romanian, with simultaneous translation.
Trainers and guest-speakers:
The workshops will be conducted by experienced EU consultants/advisers in International Affairs, Economics, European Law, in EU Reform and advocacy/lobby techniques.
Participants:
25 experts, managers, negotiators, facilitators and co-ordinators of Communication/Media/PR departments, spokespersons from business companies, public authorities, unions, employer organisations, NGO sector, other practitioners in the field of European integration and International Relations.

Camp: TOOLS FOR SELF RELIANCE

A work camp is a unique and unforgettable experience in which a group of youth live and work, performing a volunteer activity during a small period of time. Apart from the activities to be done, there are plenty of extra activities to be done, such as sports, cultural activities and leisure activities. During the work camp both the board and lodge will be provided. Each participant will be responsible of their travel arrangements and expenses to/from Southampton, as well as the cost of the Insurance. Once the participants are inscribed in the work camp, Libertatia España will provide about information about the cheapest means of transport. International Summer Academy on Human Rights and Human Security

The Summer Academy is intended to be a sustained, annual international training activity. It will draw on the expertise and the knowledge of a se-lected group of academics,practitioners and decision-makers from various sectors. In the lectures and workshops complex situations of human secu-rity worldwide with a special focus on South-Eastern Europe and the South will be addressed.To assure sustainability and multiplication of results the trainers will apply participatory training and learning methodologies in examining solutions for enhancing human security. The Academy's conceptual design is envisioned as a modular course and will allow for the transfer of knowledge, the acquisition of skills and the shaping of attitudes.
TARGET GROUP
The Summer Academy is designated for postgraduate students and researchers, young collaborators of Ministries and NGOs with a special interest in South Eastern Europe and on Human Security. Youth Link Leadership Institute 2003

YLLI 2003 will consist in five modules (Public Debate, Governance and Elections, Media and Communication, Street Law and Youth Activism), and students will engage in structured dialogue, debates and workshops in each of these units. In small groups, participants will create their own political platforms for their imaginative state of Metavia, will debate social theories and write proposals for young activists for example. Each time, the activities will be focused on enhancing the practical skills of the students, such as negotiation, advocacy, investigation and leadership. In addition to developing those skills, however, the activities of the modules will also aim at increasing students' ability to work as a diverse group, enhance cross-cultural understanding and also create long-lasting friendships.There is no charge to apply and participate in the Youth Link Leadership Institute YLLI 2003.
Students who are eligible to apply for possible participation in the 11 days YLLI program must:
• Be born between 1984 and 1988.
• Graduate from high school no earlier than Spring 2003.
• Be proficient in English.

'Peace on the way' Summer route for peace

THEME:
'IDENTITY BETWEEN RELIGION AND NATION'
Background: issue of identity, particularly its national and religious components, has been both a great problem and great challenge for the nations of ex Yugoslavia, especially during and after the conflicts in a last decade.
The aim of this project is to gather young people and religious leaders together in a common quest for new bridges towards forgiveness and reconciliation, focusing mainly on our religious heritages.
Who can apply?
Theology and religion students, youth church leaders and those who want to learn more about the role and engagement of religious communities in a conflict and peace building, young people between 18 and 30 years old who are ready to spend a week on the road, exploring and witnessing their faith in peace.
Working languages will be English (mainly) and Croatian/Serbian. Keep in mind that no other translations will be possible.Participation fee covers all accommodation, food and travel during the summer route.
Full participation fee is 350 Euro. However, there are some subsidies
available for the young people from Central and Eastern Europe, so please ask about possibilities. Participation fee for participants coming from Croatia is 100 Euro, and for the ones from Bosnia-Herzegovina, Serbia, Montenegro, Kosovo, Macedonia and Albania 50 Euro.

Debate as a tool of advocacy: MEETING OF UNIVERSITY STUDENTS- Tolerance Education

International Debate Education Association (the Netherlands) and Za In Proti (Slovenia) are organizing a seminar dedicated to exploring the ways in which academic debate can address and combat the problem of three types of discrimination: discrimination against homosexuals (homophobia), discrimination against women (sexism) and discrimination against foreigners (xenophobia). The seminar will feature lectures and sessions by the experts on the topic of the three forms of discrimination (including the history of various forms of discrimination, their causes and forms; European and international legislation aimed at combating discrimination, NGO and community initiatives, etc.).
The participants will be given an opportunity to work together and share experiences from their countries as well as research the issues of discrimination and prepare for debates on chosen topics (debating policies, facts or values).
International debate experts will assist the participants in preparing in debates on topics related to homophobia, sexism and xenophobia; they will comment on the outcomes of debates as well as assist the participants in designing a strategy for organizing public debates on these topics.
The participants will also be provided with opportunity to work on cross-border projects and brainstorm ideas of how their organizations could network together on addressing and combating various forms of discrimination.
Participants
The seminar is open to international participants aged 20-30. Priority will be given to participants who are members of NGOs or community based organizations whose mission is to combat one of the forms of discrimination which is the subject of the seminar; human rights groups; local governments; youth centers, etc. Previous involvement in advocacy would be an asset but there is no formal requirement regarding participation and experience in academic debate.
Financial support
Thanks to support from the European Youth Foundation (Council of Europe) and the Open Society Institute, IDEA and ZiP will be able to cover the costs associated with accommodation and meals in Ljubljana. IDEA will also be able to provided limited travel grants for the participants with the need of financial assistance. Candidates wishing to be considered for travel funding should indicate so on the application form.

The Summer University 2003 : Utopia

Each course will have activities for 9 days, including 2 days of break for different social activities, such as for example excursions to near by cultural and historical sites.

New perspectives on development and humanitarian aid : the European response - EADI International Summer School

- Do development and humanitarian aid belong to a continuum ?
- From development to crisis : the end of the development myth ?
- Is Aid a collusion between the international development community and Southern elites ?
- Is there commonality or incoherence in respect of development co-operation policy between individual European states and the European Commission ?
- What are the lessons in reconstruction from the Balkans and Afghanistan ?
- Are NGOs the agents of development or tools of globalisation?
- To what extent have European policy makers listened to voices from the South (recipients and programme deliverers) ?
The European Association of Development Research and Training Institutes (EADI) is organising this first Summer School to bring together students and those involved in development co-operation and humanitarian assistance to debate these questions. EADI is committed to examining such issues from an interdisciplinary approach which also incorporates a comparative European perspective. The Summer School is jointly organised by IUED and Twente Development Group (TDG) of Twente University (The Nethterlands). It is hosted by IUED in Geneva, close to the head quarters of the International Committee of the Red Cross and the High Commission for Refugees, which makes it an ideal location to examine the relationship between humanitarian aid and development co-operation.

This Summer School is primarily open to advanced post graduate and PhD students engaged in development and area studies, international relations, humanitarian aid and European studies .

The Balkan Studies Seminars

Organized by the University of Patras & the University of Macedonia with the support of the Kokkalis Foundation. As the birthplace of the Olympic games, Olympia is a historical and symbolic reminder of the ideals of peace and international cooperation. Inspired by the classical legacy, the aim of the Balkan Studies Seminars is to study the modern world and to promote cross cultural understanding through historical and philosophical investigations of European and Mediterranean cultures.
The 2003 Balkan Studies Seminars are composed of two parallel programs.The first is political in content and is entitled "Southeastern Europe andthe Great Ideologies" whereas the second has a cultural focus and isentitled, "Contemporary Ethnomusicological an Anthropological Issues in Perspective:Ethnographic Reflexivity and the Study of Music Cultures in the Balkan and Eastern Mediterranean Region." WORLD CONGRESS OF YOUTH

During the Congress, each delegate will spend five days working on a development project so that they will not only talk about the core themes but take action on them as well. The final part of the Congress will have an exhibition of projects to review progress on Be the Change! - the Youth-led Action for Sustainable Development programme launched at the first World Congress held in Hawaii in October 1999. In addition, the Congress will analyse, discuss and promote ways to mobilise young people to help achieve the Millennium Development Goals set by the UN Millennium Summit in September 2000.
Unique features of this congress will be:
• Pre-Congress National Consultations - every UN member state will have discussions, organised through the government and/or civil society NGOs to establish positions on the issues and elect a boy and a girl, under 18 years, to represent their country at the Congress;
Young community activists, music, dance and theatre groups + young reporters will also be invited. A total of 1,000 young delegates are expected;
• The Congress will be FREE to invited delegates and elected national representatives. All will be expected to pay for their travel to Casablanca.
• The Congress Programme will be a mixture of celebration, action projects and rigorous debate;
• For the debate on the role of young people in sustainable development, young people and development professionals will be invited to submit papers and case studies. The authors of the best of these will be invited to present their papers at the Congress and lead small group debates. In this way, we hope the Congress will help governments recognise the importance and value of youth participation in achieving the MDGs and sustainable community improvement;
• A Casablanca Declaration and Appeal will be drafted and agreed by the final congress plenary
• A colourful report will be published to carry the Congress' outcomes to a wider youth/ government audience. All papers received will be published and held on the website as a legacy of the Congress debates.
• A number of action projects around the world will be selected for immediate funding at the end of the Congress;

Vitra Centre for Sustainable Development Cerknica invites volunteers from all over the world to get to know Slovenian countryside on different and interesting ways. One way is certainly useful voluntary work for local communities. Next way is meeting the local residents, traditional customs, cuisine, natural sights, culture and handicrafts. We will organise lectures, short trips to local surroundings, day long trip to seaside and capital city Ljubljana, listen to breathing of forest…in a word. On eco farm we will help with everyday works, production of eco crops and renovate the objects. Owner of the farm will learn us how to bake a bread in brazier, we will gather, dry and use different herbs, meet the principles of permaculture and sustainable development.

TRMA, association for sustainable development of Zadlog village prepare a natural - educational trail around village. This trail will connect 12 exceptional sights of natural and cultural heritage. Beside useful work (designation of natural sights, making the sign tables, decoration elements,… made from sculptured wood) we will learn basic sculpture skills under the guidance of experienced craftsmen.
Camp BROD MORAVICE, 4. 8. - 16. 8. 2003, Brod Moravice, Croatia, near border with Slovenia
This camp will take place on Croatia. Together with owner of eco farm we will start the reconstruction of abandoned eco farm. We will clean the bushes and garbage, repair the protection fences. On object we will implement different maintenance works, remove ruins of burned buildings. Beside voluntary work we dedicated a lot of time for interaction between volunteers and local residents, social events, lectures, excursions to nearby nature and sights.
