Fellowships at IDS

Participation and Development
The Participation Team are seeking to appoint one or more Fellows. At least one of the Fellows should have an expertise in participatory learning and teaching in a development context, and would in the first instance be responsible for co-ordinating and contributing to the teaching and supervisory responsibilities of an innovative proposed Masters Programme on Participation, Development and Social Change. All candidates should have research experience in work related to themes of participation in one or more of the following areas:
a) citizenship, rights and inclusion;
b) development organisations, policies and discourses; or
c) citizens' voices in economic agendas

Environment
The Environment Team are seeking to appoint one or more Fellows to join its multi-disciplinary group, which works on resources, livelihoods, technologies and governance in a global context. Outstanding candidates with specialist research interests in the following areas are sought:

Balkan Youth Partnership Program
Application deadlines: April 20th, June 30th and September 30th 2003


The Balkan Youth Partnership Program provides opportunities for
representatives from child- and youth-serving NGOs in different Balkan
countries to visit organizations and institutions in order to improve the
activity of their organization increase their efficiency and create better
conditions for youth and children.

The NGOs serving youth and children that work in the area of employment,
technology, non-formal education, health, civic education and democracy
building as well as community service, culture, and the environment are
invited to apply. In addition, technical areas such as fundraising,
sustainability, legislation, networking and external relations are eligible
areas for exchange.

The Partnership Program is open to applicants from child- and youth-serving
NGOs in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo,
Macedonia, Montenegro, Romania, and Serbia.

Applicants should be aged 18 or over. They should possess a certain level of
experience in program development and be in a position to influence
programming in their own organization based on what they learn during the
exchange. The applicant organization should send no more than two
participants.

Fleishman Civil Society Fellowship Program
Application deadline: May 1, 2003


The Fellows Program was created in honor of Joel Fleishman, founding Director of the Institute. It provides a select group of leaders from domestic non-profit organizations, international non-governmental organizations, foundations, government, socially responsible businesses, and other civil society groups in the United States and internationally with the opportunity to be in residence at the Sanford Institute for a four-week mini-sabbatical. Full-time academics are not eligible to apply. As part of the Fellowship, housing and program expenses are covered. Fellows also receive a $6,000 stipend. Fellows will have access to Duke University library and research centers. The Fellowship period will begin October 1, 2003.

Regional Youth Grants Fund - Allavida
Application deadline: May 1, 2003


This grants fund was launched in November 2002, and covers the following territories: Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Montenegro, Romania and Serbia.
The fund's objective is to promote regional partnership-building and the transfer of skills and knowledge, and above all to encourage links between organisations at grass-roots level which have not had access to cross-border opportunities.
This is a programme concerned with long-term development issues - creating and enhancing capacities for young people to play greater roles as active citizens. We do not provide huge financial resources or seek to create structures that cannot be sustained, but instead are working to enable participants to secure local constituencies of support, public and private, at a realistic level.

LOCAL PILOT PROJECTS ON HUMAN RIGHTS EDUCATION.
Application deadlines: May 1, October 1, 2003


Projects must take place between March 2003 and March 2004. Selected projects can be funded up to a maximum of 7 600 euro. Financial assistance in support of local pilot projects is important to the Youth Programme on Human Rights Education because it will allow for new initiatives to be set up and will motivate supporting local NGOs and groups to undertake action related to human rights education with young people. By funding pilot projects on human rights education through the European Youth Foundation, the Directorate of Youth and Sport seeks to actively contribute to the inclusion of human rights education in youth work practice and to encourage innovative practices and partnerships, both in formal and in non-formal education contexts.

DM2003 Global Competition

The objective of Development Marketplace 2003 (DM2003) is to identify and fund the most innovative ideas in development from around the world. The Marketplace also brings together a variety of actors in development, staff from the World Bank and other donor organizations, civil society groups, social entrepreneurs, private foundations, academia, and private sector corporations, to promote knowledge sharing and help form networks. The goal of the Marketplace is to expose and engage the development community in productive and inventive partnerships that will have a potentially powerful impact in poverty reduction and economic development.
Theme
The theme for DM2003 is Making Services Work for Poor People. This theme underpins a key World Bank Group priority in the fight against poverty. Basic services in health, education, water and sanitation, roads and other infrastructure, transportation,conservation and ecosystems, social protection, and other services have often failed to reach the world's poor. Limited access to financial services, information and communication technology, and knowledge further marginalize poor people and keep them from participating in and benefiting from mainstream economic life. Improving both the quality and reach of services to the poor is essential to any effort to alleviate poverty and encourage growth in the developing world
The World Bank Group will provide roughly US$4 million in Development Marketplace Awards to the winners selected by an international jury. DM2003 is open to all, including Non Governmental Organizations (NGOs) and other Civil Society Organizations (CSOs), multilateral and bilateral development agencies (including the World Bank), private foundations, universities and schools, private sector groups, individuals, and local and municipal governments.

The Social Enterprise Laboratory

A Process to Support a New Generation of ICT-Empowered Social Entrepreneurs and Innovative Non-governmental Organizations Serving "Markets" at the Bottom of the Economic Pyramid. Digital Partners recognized early on the great potential that new information and communication technologies have to shape emerging economies and serve markets for the benefit of the poor. To activate this tremendous potential, Digital Partners developed The Social Enterprise Laboratory™ (SEL) to support those whose vision and business models seek to use ICT to empower the poor and their underserved communities.Applicants selected by an international team of judges to become part of the six-month SEL process are provided mentorship services by teams of professionals from selected graduate schools and industry. At the conclusion of the process, seed funding is awarded to those projects deemed to be the most promising. The Digital Partners Social Enterprise Award Winners are announced annually at the Baramati Conference in Baramati, India. Previous winners have seen capital infusions ranging from $10,000 to $50,000

GKP Youth Award

Through this award, the GKP aims to reward and bring international recognition to the outstanding work of young people who have used information communication technologies (ICT) for the promotion of development in their communities.
Finalists will also be presented with the opportunity to showcase their projects to an international body of ICT4D policy makers and practitioners at the ICT4D Platform ( http://www.ict-4d.org ), held in conjunction with the World Summit on the Information Society (WSIS) in Geneva in December 2003.

ASEN (Association for the Study of Ethnicity and Nationalism) Prize for Best Graduate Student Essay in the Field of Nationalism and Ethnicity

The Prize will be awarded for the best article submitted to Nations and
Nationalism, and will be announced at next year's annual ASEN Conference.

It will include a sum of £250 and 2 years free membership of ASEN, and may
lead to publication of the article in the Journal.

2. Submissions may be made by currently enrolled doctoral students and those
who have submitted their thesis within the last two years.
3. Submissions must be accompanied by an official letter from the author's

This ECF's new mobility fund will encourage cross-border cultural cooperation and exchange between the current European Union, the countries joining the EU in 2004, and the future EU's eastern neighbours. S.T.E.P. means 'Supporting Travel for European Projects', and this is precisely the aim of the new fund, which forms part of our Enlargement of Minds action line. S.T.E.P. beyond is the ECF's means of supporting individuals in the setting up-phase of exciting initiatives that will lead to greater understanding in the new Europe

Center for Policy Studies - Central European University -Call for interns

The Center for Policy Studies (CPS) at the Central European University (CEU) is currently accepting applications for its research internship program in two fields.
1/ Interns will work on a voluntary basis at the CPS office (located in the Budapest) in a diverse, challenging and exciting environment. He or she will contribute to CPS research, help in the development of publications, the organization of public events, and generally participate in a variety of projects addressing the Central-Eastern European, Southeast European and Central Asian regions. The internship cycle will last for a period of three - six months depending on the availability of selected applicant.
2./ Interns will work on a voluntary basis at the CPS office (located in the Budapest) helping in the development of an on-line policy documentation center.
As the official language of CEU is English, excellent written and oral skills are essential.
The CEU is unfortunately unable to provide compensation for its interns, and encourages prospective applicants to seek outside sources of funding.

Parameters of Desire: Between the Public and the Private (A Civic Education Project Conference)

The "Parameters of Desire" conference will try to trace the complex circuits of (queer) desire, with special emphasis on the dialectic of public and private spaces. Not only do we intend to problematize the very definition of "the public" versus "the private," but also to investigate the ways in which "public" and "private" spaces influence the production of desire, as well as the ways in which (queer) desire can become a tool in political, social or cultural contestation.
We would like to concentrate on such issues as:
- claiming the public space / defending the private space
- public space and the heterosexual norm
- language and the heterosexual norm
- public performance of gender
- the aesthetics of camp
- forms and strategies of public participation
The proposed conference will be fourth in a series of queer and gender studies conferences that have been organized since 2000. A selection of papers from the past two conferences (A Queer Mixture: Gender Perspectives on Minority Sexual Identites) was published in September 2002.

European Summer Institute 2003 (ESI 2003) on Future of Europe: Addressing Enlargement and the Convention

European Summer Institute is a short-term educational project for students launched by the EUROPEUM Institute for European Policy. It will become a part of the larger project, which aims at the dissemination of information on the EU integration, debate on the challenges of enlarged Europe, position of the current EU members towards the upcoming change and implementation of policy reforms in the accession countries. The specificity of the institute is to involve students from diverse national and educational environments into the interaction of experiences, which together with the knowledge provided during the lectures should generate new ideas and thoughts. It should enable to answer a number of important questions about the future of integrated Europe. Students from a wide range of nationalities have a great opportunity of cross-cultural communication and learning from each other's experiences in ways that can benefit their educational and professional development. American students are provided with a chance to discover different cultures and get the first-hand information about the EU integration process, whereas students from Western Europe have a possibility to encounter the challenges and solutions of the future EU partners from the East. Institute participants will come together in the classroom to contemplate how the EU eastward enlargement will change the economics and politics of the current and future member states.
The program cost is 580 USD . A limited number of scholarships may be available. Partial scholarships are primarily reserved for early-bird applicants and students from developing countries.

East-West Trade and the Cold War

Context of the Conference:
The East-West Trade and the Cold War conference aims to bring the international community of researchers studying the impact of Cold War trade to Finland for an interdisciplinary conference, on the basis of which both the East-West Working Group (see the conference website) can obtain new members and the Finnish researchers of the Cold War economy can attain a possibility to engage in a dialogue with their international colleagues. As a place the Department of History at the University of Jyväskylä offers both the suitable facilities to organize the conference as well as the required international connections to undertake this endeavor. The participants will, among others, consist of the members of the said project, Nordic Cold War scholars as well as researchers of this topic in Finland. The target group for the conference and for this Call for Papers comprises especially social scientists and historians. In addition, the conference organizers want to offer a possibility for graduate students to develop their own international networks. Finally, we wish to bring forth new research especially on the European Cold War economies, and proposals from the Eastern European countries will be welcomed in particular.
The scientific contribution of the conference focuses foremost on the analysis of the East-West trade during the Cold War, both at the meso- or macro-level as well as at the micro-level. Thus, the aim is to emphasize the study of this topic as a comprehensive phenomenon. At the same time the purpose is to delve deep into the most significant research problems in this area of endeavor. At the meso- and macro-levels the focal interest areas include especially the institutions and organizations of the Cold War trade, economic warfare and the roles of international organizations, as well as the economic significance of the East-West trade. Moreover, the conference aims to bring forth new country-based case studies, concerning the Eastern Europe and the Nordic countries in particular. There is a need to re-evaluate the role of the so-called weak states (=small and medium actors in the international system) in international organizations, also from today's perspective.

Course The Women's Learning Partnership

The Women's Learning Partnership (WLP) has announced a new distance learning course on leadership development that is being implemented in cooperation with Human Rights Education Associates (HREA). The course involves approximately 40 hours of on-line sessions, interaction with students and facilitators, and readings and assignments, and is offered over a 10-week period, beginning on May26, 2003. The course focuses on developing participatory leadership skills intended for leaders, activists and staff of NGOs involved in promoting human rights and equitable societies. The course will train leaders who seek to create egalitarian, democratic, and pluralistic societies based on collaborative decision making, coalition building, and gender equality.

International school on disarmament and research on conflicts- "nuclear weapons in the new international context: hopes of reductions, risks of proliferation"

SEMINAR ON PARTICIPATION OF YOUNG WOMEN IN POLITICAL LIFE

The theme of this seminar responds to a growing concern in member states with regard to balanced participation of women and men in political life as a factor of social cohesion, democratic stability, equal opportunities and full enjoinment of fundamental human rights by all members of society. The Council of Europe has issued, over the past decade, a number of policy recommendations on various aspects of gender equality and youth participation in policy-making.
Much work has been done in the field of citizenship and equality education, awareness-raising and assistance to the development of policies for greater participation of young people and women in political life.
Most of the normative and policy-related work mentioned above is relevant to the issue of political participation of young women, although not specifically focusing on it. However, the issue needs to be addressed specifically in order to:
1. assess the effectiveness of existing legal instruments and programmes with regard to young women's participation and identify gaps which may require future action;
2. identify obstacles on the way of balanced participation of young women and men;
3. take stock of good practice at local/regional, national and international levels and generate ideas for disseminating effective experiences.

Pristina Summer University 2003

In the summer of 2003 the University of Pristina (UP) and the Academic Training Association (ATA) will organise the 3rd edition of the Pristina Summer University in Pristina, Kosovo. The programme will bring together regional & international professors and lecturers for a period of three weeks and will provide about 30 courses and workshops in the field of humanities, law, economics, social sciences, arts, medicine and natural sciences. In addition, public discussions, lectures etc. will be organized on prominent issues in Kosovar and (South) East European society. Recreational events and excursions will also be organised for students and staff. 2nd World Congress on Family Violence

The Second World Congress on Family Violence (WCFV) provides an interdisciplinary, multicultural learning opportunity for professionals in health care, education, law, child and adult protection, social services, public policy, human rights advocacy, public health, governmental and intergovernmental agencies and nongovernmental organizations.
Family violence - intrafamilial child abuse, spouse/partner abuse, elder abuse - is a social, legal and health protection issue of epidemic proportions in many nations of the world, whether they be developed, developing or in transition.
The delegates to the World Congress on Family Violence will:
- Share innovative practices, programs, research, and partnerships between practitioners/providers, governments, legal systems, social service agencies, and advocates that improve physical, emotional, legal and social protection;
- Exchange expert but practical, scalable prevention and intervention strategies relevant to all ages within families of diverse nationalities, cultures, races, classes, ethnicities, religions, and physical abilities;
- Promote outreach to students and to current health, education, legal and social work practitioners from central and eastern Europe, Eurasia and Russia whose participation in WCFV may kindle a career interest in family violence prevention, treatment and research in their respective nation states;
- Foster solidarity through a multicultural, interdisciplinary understanding of family violence that goes beyond recognition of the pathologies of victimization to a commitment by delegates to proactive solutions that impact the nuclear and extended family, both perpetrators and victims, in homes, workplaces, religious and civic groups, hospitals, schools, and in all geographic settings -- communities, states, provinces, regions, nation states and internationally.
- Utilize Information Technology to scale up the post-dissemination of WCFV proceedings and resulting plans of action that will benefit delegates and interested persons during the intervening years between each biennial WCFV

Initiated in July 1996, the Summer University (SUN) is an academic program for university teachers, researchers, administrators and professionals. Eighth Annual European Summer School in Local Government Studies
July 16-25 2003, Cork, Republic of Ireland

The programme for the Cork Summer School will include 15 hours of lectures and 20 hours of work in small workshop groups. There will also be field-trips to local authorities and discussions with local government actors. The programme is open to a maximum of 40 students who will be accepted on the basis of applications. Emphasis will be placed on securing broad geographical representation. Students attached to doctoral and post-graduate programmes outside the EUROLOC Network are therefore encouraged to apply.
In particular the EUROLOC Network is keen for participants from Central and Eastern Europe to become actively involved. In the 2002 school in Stuttgart, students attended from Croatia, Romania, Ukraine, Hungary, Lithuania, Slovakia, Belarus, Czech Republic and Estonia.

The Summer School will be conducted in English with the overall theme, “Innovations in Local Government”. A list of required and recommended literature will be distributed in the late spring. There is no examination, but in order to receive a Course Certificate documenting participation, students will be expected to attend all lectures and to participate in group work, making a number of presentations.

Every effort is made to keep costs as low as possible for participating students. The Summer School will involve only a small fee of €200. Local organisers are otherwise seeking funding and sponsorship with hopes of providing accommodation, meals and core course literature to all participants at no additional cost. International Law Seminar

The Seminar is intended to enable students at the postgraduate level or young university teachers specialized in international law and lawyers at the beginning of their career, whose work involves questions of international law, to widen their knowledge both of the work of the International Law Commission and of the codification and development of international law. It also provides an opportunity for lawyers representing different legal systems and cultures to engage in an exchange of views regarding items on the Commission's agenda.

There will be a maximum of 24 participants who should be not less than 25 and not more than 40 years of age on 1 January 2003 from various Member States of the United Nations. The working languages will in principle be English, French and Spanish, but it is possible that simultaneous interpretation may not be available for all sessions. It is therefore desirable that the candidates have a sufficient knowledge of two of the working languages. The Library of the United Nations Office at Geneva will be at their disposal. While participation in the Seminar is free, the United Nations is unable to assume either travel costs or living expenses of participants. However, a limited number of fellowships will be made available to participants, particularly from developing countries (travel and subsistence expenses or travel expenses only), depending on the amount of voluntary contributions received from Governments.

Globalization and National Environmental Policy

The aim of the conference is to assess how globalization has affected the present types
of government interventions (such as permit policies, standards for products and
processes, voluntary agreements, levies, and benchmarking). Does globalization
render government's decision-making style more adversarial? Is there a stronger
reliance on liberalised markets? Do proactive multinationals assume former roles of
government, such as promoting sustainable development, in order to position
themselves as ethically correct companies? Important questions, since the
effectiveness of government policies depends on the appropriateness of the available
tools to affect decisions by producers and consumers. The process of rapid
globalization, which has been going on for more than a decade, has inevitable led to
changes in the choice of government interventions and the ways they are implemented.
But what changes have taken place so far? By whom have they been initiated? And
how successful have they been? Taking stock of these changes is the central focus of
this conference.

The Conference is relevant for constituencies with an interest in environmental
policies of governmental bodies. These include environmental policymakers of
national, provincial and supranational governments, companies and trade associations,non-governmental organizations, and academics. All participants will actively take part in the meetings by presenting and exchanging their experiences and views.

European Caravan of Youth Envoys

People to People invites its young members and non members to a three week trip through Europe. As a participant you will be part of a 30 person large group travelling through six European countries getting to know both the local culture and PTP member organisation.
We plan 2-3 homestays during which you will be staying in families getting to know more about the local customs, food and traditions.

We will travel by bus to the following cities:
Budapest (HU) - Gliwice (PL) - Berlin (DE) - Strasbourg (FR) - Bern (CH) - Enns (AT) - Budapest (HU)
Aim of the program
1. Create and use a model to describe and compare cultural identity,
2. Learn about and promote discussion on European youth issues, and
3. Establish a network of contacts to ensure the continuation of the meetings the following year.
During the program the participants will meet with representatives from different communities, who will introduce their communities with emphasis on a youth perspective: level of youth community involvement, means and level of community's international contacts and identify initiatives to increase awareness of developing European countries. The participants will as envoys promote discussions to compare the identified issues.
