Hamburg Institute of International Economics Seeking Visiting Fellows

The Hamburg Institute of International Economics (HWWA), a leading German think tank in the field of applied economics, is inviting applications of senior and junior economists as Visiting Fellows for periods of two weeks
to several months.
During their stay at the institute, Fellows are expected to:

Soros Reproductive Health and Rights Fellowship

The Soros Reproductive Health and Rights Fellowship at the Heilbrunn Department of Population and Family Health, Mailman School of Public Health, Columbia University, is supported by the Open Society Institute's Program on Reproductive Health and Rights. The program's mission is to invite scholars and activists to engage in collectiv discussion, research, analysis, and publication to advance progressive reproductive health and rights policies around the world. The Soros Reproductive Health and Rights Fellowship seeks to: bring together U.S. and international scholars and scholar-activists from a broad variety of disciplines to stimulate and enrich each others' work; support research and writing that advances gender equality and the recognition of reproductive rights and women's rights as human rights; and produce an edited volume and other materials that will serve as intellectual resources for policy makers, activists, academics, and students. Fellowships of up to 50 percent salary support for one year, not to exceed $40,000 per fellow, will be awarded to approximately six highly qualified applicants in exchange for fulfilling the responsibilities outlined below. Travel expenses for fellows' meetings in New York will also beprovided. The 2003-04 cycle of the Soros Reproductive Health and Rights Fellowship will explore the state of reproductive health and rights globally through a human rights lens. Fellows' research will be designed to identify the steps needed to fulfill the agendas established at the 1994 International Conference on Population and Development (ICPD) in Cairo and the 1995 Fourth World Conference on Women in Beijing, and to develop strategies for tackling cultural, political, and financial barriers to the free expression of reproductive rights. Individuals from academia, advocacy groups, policy organizations, government, and research firms are encouraged to apply. Applicants from outside of the United States are especially urged to apply as it is anticipated that several of the fellowships will be awarded to international applicants. Applicants are sought from diverse fields including reproductive health, public health, demography, epidemiology, economics, social sciences, political, science, history, medicine, law, human rights, ethics, and philosophy.

Martin Ennals Award for Human Rights Defenders

A human rights award in the name of Martin Ennals was created in 1993 by the Martin Ennals Foundation, established by his friends, family and colleagues. The Award is granted annually to an individual, or exceptionally an organisation, in recognition of their commitment and on-going endeavour in the defence and promotion of human rights. Special account is taken of those who have demonstrated an active record of combating human rights violations by courageous and innovative means. The Award aims to encourage individuals or organisations, particularly those who are working in conditions hostile to fundamental human rights and who are in need of protection. The value of the annual Award is, at present, 20,000 Swiss Francs and is to be used for further work in the field of human rights. Exceptionally, the Board may decide to make an honorary Award. Anybody can nominate any person or organisation committed to human rights and non-violence by filling out the appropriate form available from the Secretariat. Preference will be given to an individual or an organisation working in difficult conditions hostile to the application of basic human rights. Please note that neither individuals nor organisations may nominate themselves.

Herbert Scoville Jr. Peace Fellowship

The Herbert Scoville Jr. Peace Fellowship Programme invites college graduates to apply for full-time, six-to-nine month Fellowships in Washington, DC. Individuals will be selected to work with nonprofit, public-interest organisations addressing peace and security issues. Applications are especially encouraged from candidates with a strong interest in these issues who have prior experience with public-interest activism or advocacy.Scoville Fellows will be placed with one of the 23 organisations participating in the Programme. The Fellows will receive a stipend of $1,600 per month and health insurance, plus travel expenses to Washington, DC.

The St Andrews Prize for the Environment
Application deaadline: October 30, 2002

Applications are now invited from individuals, multi-disciplinary teams or community groups for the 2003 St Andrews Prize for the Environment.The primary objective of the St Andrews Prize is to find practical and original solutions to environmental problems.An important aim of the Prize is to provide seed-funding to help promote implementation of such ideas and solutions. The Prize consists of an award of $30,000 and a medal. There will be additional awards, each of $5,000, for the runners-up. Applicants are free to choose whatever problem they wish. The organizers ask only that submissions be as specific as possible in defining the issue and that proposed solutions be shown to be practical in their application. Submissions are requested in two stages. The aim is to provide an easy and efficient process for people to put forward their ideas and to attract applicants from as wide a constituency as possible.In the first stage, applicants are asked to provide a single page summary of their practical environmental solution. This single page should describe, in no more than 500 words, the extent of the problem and the proposed solution as well as giving relevant details such as impact, cost, practicality, etc.Applicants whose summaries are considered by the judges to have presented the most promising ideas will be invited to make a second, more substantial submission of no more than 2,000 words. From this second wave of submissions, a small number of finalists will be selected to take part in the St Andrews Prize seminar in St Andrews, Scotland on 15 and 16 May, 2003. They will be required to make an oral presentation of their case to the seminar participants and defend it in answer to questions.

East and Central European Research Fellowships at the Max-Planck-Institut für Gesellschaftsforschung (MPIfG)

They are offering two doctoral or postdoctoral fellowships for applicants from Central and Eastern Europe in autumn 2002. Awards will be made on the basis of proven scholarly excellence and of a research proposal outlining the project applicants intend to pursue while at the MPIfG. Research projects should relate to the substantive concerns of the institute's research program and to its ongoing work. The MPIfG plans to offer two doctoral or postdoctoral fellowships for applicants from Central and Eastern Europe every year. Awards will be made and applicants notified by November 30. MPIfG East and Central European Research Fellowships can be taken up any time between the award and following midyear. Fellowships are awarded for up to twelve months; in exceptional cases they may be extended by up to one additional year. At current rates, doctoral fellows will receive a stipend of Euro 920 per month while the stipend for postdoctoral fellows amounts to Euro 1,650 per month. Fellows with family will be entitled to a small family allowance. The MPIfG pays for one round of travel to and from Cologne. It will be able to help with finding housing in Cologne if arrangements are made in time. Applicants should either be writing their dissertation or have received their doctoral degree no longer than five years before they plan to take up their fellowship. Awards will be made on the basis of proven scholarly excellence and of a research proposal outlining the project applicants intend to pursue while at the MPIfG. Research projects should relate to the substantive concerns of the institute's research program and to its ongoing work. Working languages at the MPIfG are German and English. Applicants must have good command of at least one working language, in writing and speaking. EUROPEAN JOURNALISM FELLOWSHIPS IN BERLIN

Journalists from Europe and the United States are invited to apply for one of the European Journalism Fellowships from theJournalisten-Kolleg at the Freie Universitaet of Berlin, awarded this year for the fifth time. Participants have the chance to leave their media organizations for two semesters and to spend one sabbatical year at the Freie Universitaet of Berlin in the pursuit of knowledge and major research projects. At the same time, the program providesopportunity to engage in intensive networking with professional colleagues from Eastern and Western Europe and the United States.The program begins in October 2003 and ends in July 2004. Highly qualified journalists, in both full and freelance employment, with several years of professional experience, are entitled to apply.The most important element of the application is a proposal for a scientific-journalistic project, which is to be pursued in Berlin. Applicants should not be less than 25 years of age, nor older than 40, and should have a good knowledge of German. Winners of a fellowship will receive a stipend to conduct their independent studies in Berlin and to cover other expenses, such as relocation costs, accommodations in Berlin, cost of living, health insurance, social security and study materials. Depending on the level of professional experience, the European Journalism Fellowships are endowed with the monthly payment of 800 to 1,250 Euros or 1,500 up to 2,250 Euros for the duration of 10 months. In the 2001/2002 semester, awards have gone to journalists from Albania, Belarus, the Czech Republic, Poland, Slovakia, Island, Spain, Switzerland, the United States, and Germany. Funded by a number of companies and foundations, the fellowship program uses as its model the format of the well-established programs for American journalists like the Nieman Fellowships at Harvard University and the John S. Knight Fellowship Program at Stanford University.

The Confidence-building Measures Programme
Application deadline: 15 November 2002


Projects, of which the primary aim is to improve intercultural relations, can be submitted by NGOs, local and regional authorities, media and educational establishments. In addition to their inter-ethnic character, projects should be relevant to one or more of the various fields of the Organisation's intergovernmental work programme, including human and minority rights, democracy, democratic citizenship, media, education, culture, social cohesion, youth, local democracy and transfrontier co-operation. The maximum contribution that can be granted for a one-year project is generally 25,000 euro.
As in previous years, preference will be given to projects which fit within one or more of the following categories:
· Projects relevant to one or more countries of the Caucasus and South East Europe
· Projects promoting the integration of Roma communities
· Projects promoting Council of Europe legal standards, particularly in the field of the promotion of human and minority rights
· Projects linked to structures set up within or related to the Council of Europe (e.g. Field Offices, Information and Documentation Centres, Local Democracy Agencies, International NGOs enjoying consultative status with the Council of Europe)
In addition, in 2003, special attention will be given to projects aimed at (i) the promotion of inter-religious dialogue; (ii) the integration of foreigners and (iii) promotion of civil society contacts between Council of Europe member States and adjacent countries in the Mediterranean basin.

Peace Prize for papers on Diasporas as Transnational Peacebuilders

Founded in 1999, the Cambridge Foundation for Peace( http://www.cfp-web.org/ ) is dedicated to sustainable peace building in southeastern Europe and the eastern Mediterranean region. CFP has announced a call for papers that explore the role of diasporas as transnational actors in preventing violence, crisis response, or post-conflict peace building.The competition, which is open to public policy professionals and academics (including graduate students), will award a $3,000 prize to the winning paper. The competition is open to papers that contribute to systematic research on diasporas -- in particular, papers that concentrate on identifying and specifying the mechanisms by which diasporas can be engaged in policy planning and implementation. The regional and/or country focus is open, but preference will be give to southeastern Europe and/or the eastern Mediterranean region.CFP will distribute the winning paper to its worldwide audience of policymakers, political leaders, academics,and journalists.

Facing the Challenge: A Youth Strategy Against Racism and Related Forms of Discrimination in Europe

The organizers want to bring people from Western, Central and Eastern Europe together to think of and plan strategies against racism. Participants should be interested in working together on an international level. They should be interested in sharing their experiences in local anti-racist work and be open for new ideas. There will be possibilities to discuss about discrimination of Rroma as well as about racism in the media. The results of the conference should be better co-operation, more common action and concrete campaign planning. If you are interested, please act immediately (discuss a participation in your organisation) and contact the UNITED secretariat as fast as possible. Priority will be given to nominations from delegates with a minority background and young delegates (up to 30 years old). CONTACT MAKING AND TRAINING SEMINAR FOR MULTILATERAL YOUTH EXCHANGES

The seminar will be run in co-operation with the YOUTH National Agencies of Belgium (FR and NL), Finland, Poland, Portugal and Slovenia. 35 participants from these countries and from South East Europe will be invited. The seminar will provide an opportunity to establish contacts and partnerships among potential partners from YOUTH programme countries and countries in South-East Europe and prepare participants for developing a concrete multilateral youth exchange project following the seminar. The seminar will also offer, more generally, a space for learning about each other's realities and for developing common ideas, fields of work and interests for future projects. It will also include training in aspects relevant to organising multilateral exchanges (aspects of project development and management, intercultural learning, working in a multicultural team). First International Symposium on "Managing of the Non-profit sector"

The aim of the symposium is to bring academicians, practitioners and experts to discuss the management of nonprofit sector. The symposium will provide participants with the opportunity to explore different nonprofit sector experiences in depth with the participants from other parts of the world.The symposium topic is 'managing the nonprofit sector', a topic which is becoming increasingly popular. Participants are not confined to specific topics but rather they are free to choose to submit a proposal with any topic relevant to the field. This general title aspires to enable participants to come with different ideas that might be highly thought-provoking.The symposium will be conducted in English. The deadline for abstracts, no more than hundred words, is decided to be 20th September 2002. The abstract format is available online. Each participant is expected to submit a CV together with an abstract.The abstracts will be evaluated by the Scientific Committee on the basis of their academic value and topic in mid-October. The authors whose abstracts are accepted will be eligible to make presentations in November at the symposium. The presentations can be conducted by authors and/or co-authors. For each presentation 20 minutes will be allocated. Each presentation will be followed by 10-minute discussion. Workshops as inseparable parts of any symposium intend to encourage the audience to raise their questions on the subject of presentations. The workshops will not be limited only to the presentation topics but will also provide the audience with the opportunity to bring up various topics related to the nonprofit sector as well. The workshops will last around two hours.This symposium is organized by the Management Centre with the generous contributions of United Nations Office for Project Services and support of the British Council. Registration and participation is free of charge. The participants with accepted papers are only expected to pay their travel expenses to the symposium and the Centre will provide modest accommodation between 22-25 November 2002 (3 nights and two days).

Studies in Interculturalism, Art Management and Mediation on the Balkans

The Studies are planned as the set of specialized M.A. courses or training in the field of cultural policies, cultural identity and art management, as well as in the field of communication and media, with the specific emphasis on the region of the South Eastern Europe as a complex cultural entity. Open to graduates from the region, and addressed especially to professionals from small cities, it is a 2-year programme in Serbian and English languages. Courses take place in Belgrade, while residencies and internships are organised in Serbia and other countries of the region. The tuition fee is 500 EUR annually. For exceptional students working in the cultural field which would like to continue to work while studying, the programme offers the possibility of long distance learning, with the final exams taking place in Belgrade. Those interested in applying for this status are required to clearly state their interest and justify their professional position (including in their application a recommendation/letter of reference).

Center for Refugees and Forced Migration Studies Conference
October 25-27, 2002, (tentatively set) Skopje, Macedonia

The basic aim is to develop a network of scholars and practitioners in the field of forced migration in the southeast European region. Namely, the CRFMS will be organizing a conference on the topics of the repatriation of refugees, return of IDPs, and integration of refugees in countries where they are offered asylum. It is foreseen that approximately 30 participants will attend this conference. The participants will represent regional academic and organizations that work on RFM matters, and will be selected from among the following countries: Albania, Bosnia-Hercegovina, Bulgaria, Croatia, Greece, Macedonia, Romania, Serbia & Montenegro (including Kosovo/a), Slovenia, and Turkey. During the program, several participants will present their research papers on the above-mentioned topics, or comprehensive country reports which detail the most pertinent refugee and forced migration issue in their country. The research should be in the following subject areas:
· Repatriation of refugees;
· Return of the IDPs (internally displaced persons);
· Integration of refugees in Balkan states and
· Asylum-related issues in the region
· Comprehensive country report on RFM issues
Due to budgetary constraints, the organizers will not be able to cover the costs of all participants, and therefore we encourage potential participants to seek alternative sources of funding.

Fourth Southeast Europe Economic Forum

Theory and methods in the study of intercultural knowledge and interaction

This workshop marks the beginning of a EU-financed project on Intercultural knowledge (IK) and intercultural knowledge management (IKM). The project will be active during the period 2003 - 2005, with the assistance of the Vienna University of Economics and Business Administration, and the Institute for the Danube Region and Central Europe (IDM). The workshop series should promote research in the following fields (overall themes):

Training course in Conflict Impact Assessment

A Conflict Impact Assessment attempts to estimate the impact of an intervention on the (potential) conflict environment in which it takes place, and vice versa. Therefore, a CIAS is ideally carried out before, during and after an intervention. A CIAS can be conducted on three possible levels: project level, sectoral level, and overall policy level. A CIAS allows for the reduction of conflict-enhancing aspects of the intervention, while it also identifies the peace-added value of the intervention. The ultimate goal of a CIAS lies in proposing suggestions for improvement of the intervention, so as to maximize its peace-added value, while reducing its conflict-enhancing aspects.As such, a CIAS can be an invaluable tool for sustainable peacebuilding. Subscription fee for the training course in Conflict Impact Assessment: 300 euro.The fees include training, board and lodging, and the resource material. Candidates from developing countries can apply for partial or full subsidies, depending on the number of applications.

9th Central and Eastern European Fundraising Workshop

NEW ONLINE GUIDE LISTS WHERE TO FIND FREE COMPUTERS, SOFTWARE AND E-MAIL


An online guide that tells people where to find information about free computers, software and e-mail accounts has been created by bridges.org, the South African-based NGO that helps communities in developing countries to span the digital divide.Individuals and organisations frequently contact bridges.org to learn about using computers and the Internet, but many cannot afford retail prices and few know about the range of information technology (IT) and services that are available at little or no cost. Even when people do know that free resources exist, they often have trouble finding them. So bridges.org developed an online guide - the "Free IT Guide" - to help people find resources for free IT. It can be found at www.bridges.org/toolkit/freeIT.html. The Free IT Guide has two sections. A general resources section tells people how to find donated computers and get help from technology-savvy volunteers. It explains where to go for free website development and hosting, and how to obtain a free e-mail account. The Guide also offers help on setting up e-mail lists and discussion groups. Finally, it directs IT users to free computer
training.The second section provides information on free software. It not only lists resources, but also explains the difference between various types of free software and which packages are best suited for particular tasks. For instance, it tells where to find web browsers, email software and instant messaging programmes, and suggests free anti-virus software.The Free IT Guide is primarily aimed at helping NGOs and small businesses, however anyone can make use of these resources. The guide is not intended to be comprehensive, but rather serves as a first stop to get people started.
