OSI-EBD announce
Project IDEAS- Innovations in Developing Enterprise Assistance- Joint Project of IFC and FOSI
Application Deadline: June 21, 2002

Project IDEAS is a new joint initiative of FOSI (Foundation Open Society Institute) and IFC (International Finance Corporation) to promote new and innovative approaches to business services for small and medium sized enterprises. The project is administered by the Economic and Business Development (EBD) program of OSI (Open Society Institute). The acronym IDEAS stands for "Innovations in Developing Enterprise Assistance," and the emphasis belongs on "innovations." IDEAS will only support projects that are creative, innovative and unique. The approach is that of a early-stage venture capital fund who invests at high risks with the expectation of high returns, in this case, would be defined as high community impact. Mandatory requirements: Applicant organization must cover 20% of the project costs, maximum funding amount is USD 50,000;
Project funding requirements should be for one year or less (project should continue after initial Project IDEAS funding);
Funds should be used for innovative component of project implementation, not current fixed costs of the organization or services supporting the innovative idea; Projects should be transferable and have the promise of being replicated in other areas and countries. Applicants must: be either nonprofit or for-profit organizations, have been in operation for at least two years, have demonstrated implementation capacity,
have never received previous funding from IFC or the Soros network, be located in and project should operate from Africa, Central Asia, and
Southeastern Europe, in some cases larger foreign partners may be involved.

The National Council on Economic Education (NCEE) announces
Training of Writers Application for Educators from Former Soviet Union, Central and Eastern Europe

NCEE will train up to twelve writers of economic education instructional materials from the former Soviet Union and central and eastern Europe. Participants will be required to develop an economics lesson plan that uses an active learning approach and is appropriate for use in their respective countries. NCEE is seeking outstanding economic educators from higher education and schools who have the commitment and support to continue developing high quality economic education instructional materials after completing this program. The Hellenic Foundation for European and Foreign Policy announces
Research Fellow in the framework of the program "Functional Borders and Sustainable Security: Integrating the Balkans in the European Union"

The foundation is recruiting a Research Fellow with expertise on the Balkans and/or the European Union to work in the framework of an EU funded 2-year project on: "Functional Borders and Sustainable Security: Integrating the Balkans in the European Union." The Heinrich Boell Foundation announces
"Women's Politics and Women's Empowerment in Central European Countries" program
Application Deadline: July 1, 2002

Applications for subsidies will be accepted from women's, ecological and human rights organizations from Poland, the Czech Republic and Slovakia, which, through their activities, contribute to the improvement of the social, economic or political position of women. The maximum amount of a single grant is: 4,000 Euro. The projects should be submitted in either German or English. The National Council on Economic Education (NCEE) announces
The NCEE 2002-2003 Training of Trainers Program
Application Deadline: July 15, 2002

The National Council on Economic Education (NCEE) plans to train up to 110 teacher trainers from the former Soviet Union and central and eastern Europe, in two Training of Trainers programs comprising a series of four one-week seminars to be offered in 2002-2003. They seek outstanding educators from higher education, schools, and non-governmental organizations (NGOs), who have the commitment and long-term institutional support to offer training programs in economic education for school teachers after completing this series of seminars. Accommodations and meals (during the seminars) and travel expenses will be covered by NCEE. English and Russian will be the working languages of these programs.

The Regional Environmental Center for Central and Eastern Europe (REC) announces
Cooperative Grants Programme- Supporting NGOs Within and Beyond CEE borders
Application deadline: July 12, 2002( for concept papers)

NGOs from Central and Eastern Europe (CEE) and the Newly Independent States (NIS) are invited to apply. The maximum grant amount per project is EUR 35,000 and the total amount available is EUR 200,000. Only registered non-governmental organizations from CE (Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia and Slovenia), SEE (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, FYR Macedonia, Romania and Yugoslavia) and NIS (Armenia, Azerbaijan, Belarus, Georgia, Moldavia, Russia and Ukraine) whose work focuses primarily on the environment, are eligible to apply. NGOs must propose a project that includes cooperation with an NGO partner in at least one other eligible country. The project may be no longer than 15 months in duration. Proposals that include Danish NGOs or an NGO(s) from a country outside the lead NGO's sub-region (CE, SEE or NIS) will be favoured. Cooperation with local and regional authorities as well as with the business sector is also encouraged and will be regarded favourably during the grant awarding. Danish NGOs showing interest in working in the region are eligible for funding through Small Grants Facility Programme run by the Danish Outdoor Council. A start-up grant of up to EUR 1,500 will be offered by the REC to NGOs in order to help them meet the partners and prepare a full application. In addition, the REC will assist the NGOs in preparing the full proposal by providing training/assistance to the NGOs during the project preparation meeting. Full project proposals will be submitted by October 21, 2002.

Center for Policy Studies announces
International Policy Fellowships 2003

The CPS International Policy Fellowships are intended to support the analytical policy research of open society leaders and to provide these Fellows with professional policy training. Fellows participate in four training seminars in Budapest over the course of the fellowship year conducted by professors of public policy from around the world and gain vital skills including how to write professional policy documents, identify appropriate policy instruments, and effectively advocate policies skills that are underdeveloped in countries where the Soros foundations work. Fellows will be provided with a one-year stipend, expenses including travel, and needed communications equipment to work full-time on research of their design in one of the above areas.

Human Rights Advocates Training Program at Columbia University
Application Deadline: August 1, 2002

Each year, the Center for the Study of Human Rights hosts a four-month intensive training program for human rights activists. The Human Rights Advocates Training Program seeks to equip emerging human rights leaders with the tools and information necessary to resolve human rights issues in their own communities. To accomplish this, the Advocates Program utilizes a combination of theory and practice, complementing academic training in the principles and theories of human rights with practical workshops on issues such as human rights advocacy, reporting, and fundraising. In addition to supporting emerging leaders from countries with significant abuses of civil and political rights, the Program supports areas of struggles such as indigenous rights, Roma rights, and gay and lesbian rights, exposing Program participants to a broad vision of human rights. The Program is designed for lawyers, journalists, teachers, community organizers, and other human rights activists working for non-governmental human rights organizations. Participants are selected on the basis of their previous work experience and commitment to the human rights field, as well as the appropriateness of a rigorous semester-long training at Columbia. Preference is given to candidates from areas where human rights work is most difficult, and where the existing human rights networks are least developed. In addition, priority is given to applicants who have had limited opportunities to study or travel abroad. Up to 14 fully-funded fellowships will be offered each year. A few additional places may be reserved for those who obtain external funding to cover program costs - this is on a case by case basis.

Centre for Advanced Study in Sofia announces
Nexus Associate Fellowship Program "How to think about the Balkans: culture, region, identities"
Application Deadline: September 1, 2002

The Associate Fellows Team for the academic 2002-2003 will consist of six members: four Bulgarian fellows (each for the duration of 10 months) and two non-Bulgarian regional fellows (one for the duration of 10 months and one for 6 months) who will be residing permanently or on a part-time basis in Sofia (negotiable in each individual case).The selected associate fellows will receive a stipend of 400 Euro per month and a total of 1000 Euro for research trips. Accommodation and running costs for the non-Bulgarian fellows will be covered. The Centre of Advanced Study, Sofia is responsible for providing the organizational support of the research. The working language of the research is English. Knowledge of one or more of the SEE languages is a serious advantage. Eligibility: Scholars with doctoral degree in the social science or in the humanities. The applications will be submitted to an International Selection Committee composed of representatives of other Institutes for Advanced Study in Europe. The final results will be announced on October 1st, 2002.

The Information Program of the Open Society Institute announces
Grants for Open Access Journals
Application Deadline: September 9, 2002

To support open access to international research and scholarship, OSI will provide $100,000 in funding to support the publication in open access peer-reviewed online journals of articles by authors residing and working in countries where the Soros foundations network is active. Journals that have adopted an open access up-front payment business model will be eligible for funding (please see http://www.earlham.edu/~peters/fos/boaifaq.htm#journals for more information about open access funding models). Open access is defined as free and unrestricted online availability of current content. Funding will be provided directly to the journal to subsidize the up-front fees. Funding will cover the fees for processing of articles that are accepted for publication in 2002. A maximum of two articles per author per year will be eligible for 100% funding of the processing fee, while an additional two articles will be eligible for funding at 50% of the processing fee, with the additional 50% coming from the institution supporting the research, the author's affiliated institution, a government agency, etc.

OSI Roma Memorial University Scholarship Program Academic year 2002-2003
Application deadline: September 15, 2002

Roma who are eligible will (a) have been accepted at a recognized Central or East European university in their home country or country of residence as a first year student in the fall of 2002 or (b) already be enrolled at such a university in the second or higher years. Preference will be given to those studying humanities or social sciences economics, political science, journalism, sociology , or medicine, public health, computer sciences, urban planning. Scholarship winners must come from Bulgaria, Czech Republic, Hungary, Macedonia, Romania, Slovakia, Serbia. Scholarships normally will cover tuition; partial living expenses; books and fees related to higher education, such as exam fees. Scholarships may be awarded for up to 5 years subject to successful completion of the prior academic year. Annual Awards are expected to be in the range of $500- $1000.

Council of Europe announces
Traineeship Opportunities at the Council of Europe
Application deadline: September 15, 2002

The Trainee Scheme consists of three three-month periods per year: January to March, April to June and October to December. The Council of Europe does not organise any traineeships during the summer period. Eligibility: Nationals of one of the Council of Europe's 43 member states; persons who have completed their higher education or have successfully completed at least three years of university study (six semesters), or candidates from national administrations or private firms who wish to find out about, learn more about or specialise in a particular field of the Council of Europe's activities. They must have performed duties requiring knowledge of university level for at least two years. Trainees must have a very good knowledge of one of the Council of Europe's official languages (English and French). A good knowledge of the other is desirable. Good drafting ability required. Trainees are selected by the Human Resources Department, in agreement with the departments to which they are assigned, following the principle of fair geographical distribution. Trainees are usually not paid. Costs of travel and accommodation, as well as living expenses, are the responsibility of trainees or their sponsoring institutions.By the decision of the Committee of Ministers, remunerated traineeships may be offered - in a restricted number - to nationals of Central and Eastern European member States.

European Cultural Foundation announces
MAP evaluation and communication grants
Application deadline: September 15, 2002

MAP evaluation and communication grants enable new effective practices in participative policymaking and organisational development in the cultural sector to be analysed and the results shared and communicated at European level. MAP evaluation and communication grants may also be used for advocacy purposes. In 2002 this programme will run in Bulgaria, Croatia, Macedonia, Yugoslavia and Romania. You can apply for a MAP evaluation and communication grant if you represent an independent non-profit organisation in the cultural sector. In exceptional cases, the ECF may accept applications from individuals and agencies. Projects should make new approaches to management and policymaking transparent to others wishing to use this information in daily practice. Evaluation projects should have well-defined evaluation questions and use relevant evaluation methods. For communication projects it is important that project organisers have a good understanding of the third parties they wish to reach and how this can be achieved. As the ECF aims to promote cultural cooperation in Europe, they are especially interested in proposals which share knowledge across borders. Projects need not be relevant for all European groups, but a regional approach is highly appreciated.

EURECA conference:Non-formal Education - the Role of NGOs

Non-formal Education - the Role of NGOs is an international student conference the aim of which is to discuss the value of youth NGOs in education and elaborate a concrete proposal for a new European-wide education programme about a cooperation network between NGOs, universities, governments and European institutions. GENE TECHNOLOGY FORUM 2002: Personalized Medicine: Myth or Reality

The conference aims to introduce foresight methodologies as tools for policy planning and to discuss issues and challenges related to the development of biotechnology, particularly in small candidate countries. Systematic advances in biomedical research enabled by genomics are expected to revolutionize medicine in the near future. Differences in individual genomes cause responses to drugs to vary considerably - "one size fits all" drug is not possible. The best strategy to discover the genetic basis for variation in health among human beings is through analysis of sequence variation in DNA. Estonia is about to do just that. The Estonian Genome Project (www.geenivaramu.ee) will be launched shortly in a clearly defined ethical and legal environment. The project aims to phenotype and genotype approximately 1 million individuals in Estonia. The genotype-phenotype database to be completed will serve as a valuable tool in population based post-genomic database driven drug discovery. Participation fees vary between 29 and 225 EUR.

Multicultural education for a new Europe

During the seminar we will try to answer the basic question: how to incorporate multicultural education and the European dimension into school programmes, including teaching foreign languages? We will try to highlight examples of good practice of European educational projects, especially those which promote the idea of cultural diversity in Europe and mutual understanding between young people from different countries. We will offer an opportunity for an exchange of information and experiences between participants. There will be also some Polish examples of the issue. The seminar will be based on comparative workshops and group work. The seminar will also contain expert lectures and study visits to schools. Methodology:workshops for all participants, group work with use of different active methods, school visits - active observation, lectures given by Polish experts, discussions in plenary and presentation of case studies. Participants are asked to be able to present the role of multicultural education and European dimension in education in their country and to show examples of good practice. Subsistence expenses will be covered by the Ministry of National Education and Sport for the duration of the course only. Travel expenses will be refunded by the Council of Europe after the course on the receipt of completed travel expenses claim form, together with the necessary documentation and a report on the course. Summer school "Religions of Balkans: meetings and permeation"

European Summer University: Teaching by project at European Universities

Teaching by project constitutes an alternative and a complement to traditional pedagogy, transforming the conditions of learning and appropriation of knowledge by introducing a dynamic and collaborative dimension into the production and acquisition of knowledge and skills. The third Annual " European Network Revolution" : How can non-profit Organisations use the Internet?

This seminar aims to give a clear overview of the opportunities the internet has to offer to non-profit organisations - both large and small ones. The International Student Conference Against Landmines

11th European Students' Congress 2002

Students For Europe was founded in 1991 at the European Business School in Germany and has ever since organized yearly congresses in European cities to foster the European Integration Process and bring together students and young professionals from all over Europe. This year's motto is "United States of €urope? - Under Construction!". For a participation fee of € 100, the organizers provide accomodation including breakfast for the time of the congress and furthermore they organize cultural and leisure time activities. Education of Roma/gypsy children: teacher training, preparatory classes

The aim of this project is the exchange of educational experience and training in new methods of working with Roma/gypsy children.The seminar will focus on the setting up of preparatory classes as introduced by Slovakia in 1992. These classes provide an opportunity to bring children up to a standard level and to prepare them for when they begin normal classes. Topics dealt with will include teacher training, educational practice and content, first results, etc. Participants will be the guests of the Slovak authorities for the duration of the seminar. Travel expenses of Council of Europe participants (second-class train fare or, if necessary, weekend economy airfare) will be refunded after the course on receipt of the completed travel expenses claim forms, together with the necessary documentation and a report on the course. Candidates should submit their completed application form to the National Liaison Officer (NLO) of their country of residence. Approved applications will be forwarded to the Council of Europe and to the NLO of the host country. Bridges for Education International Summer Camps

The purpose of Bridges for Education is to promote tolerance and understanding using English as a bridge. To date, BFE has organized 66 camps, sending approximately 750 teachers to eight countries serving about 8,500 students from 33 countries. BFE programs are international with students from Albania, Armenia, Austria, Azerbaijan, Belarus, Bulgaria, Bosnia, Canada, Chechnya, Crimea, Cyprus, Estonia, Georgia, Germany, Hungary, Iceland, Italy, Finland, France, Kosovo, Kyrgzakstan, Latvia, Lithuania, Moldova, Mongolia, Poland, Serbia, Slovakia, Sweden, Switzerland, Romania, Russia, and Ukraine. All students are recruited without regard to their religious, ethnic, or racial backgrounds in order to promote understanding, tolerance, and friendships. International teachers who bring ten students to the BFE camps do not have to pay tuition. International students and teachers who wish to enroll must contact the Camp Directors listed on the website. One of the camps takes place in Timisoara, Romania, between July 22nd and August 10th. There are 100 place available for this camp and the application process is still open.

European Conference On Preventing and Combating Trafficking in Human Beings - Global Challenge for the 21st Century

Trafficking in human beings and organized crime is a complex phenomenon requiring increased co-ordination and co-operation between States. The European Union and the EU Candidate Countries as well as the international community at large share a common interest in countering trafficking in human beings and ensuring respect for the rights and dignity of the victims, especially women and children. The International Organization for Migration (IOM), in co-operation with the European Commission (EC), European Parliament (EP) and EU Member States and Candidate Countries, will jointly organize a Conference addressing the issues of Preventing and Combating Trafficking in Human Beings with Particular Focus on Enhancing Co-operation in the Process to Enlarge the European Union. This Conference is organized in the framework of the European Commission DG Justice and Home Affairs's STOP Program, and under the responsibility of Commissioner Antonio Vitorino. The conference will draw app. 500 selected participants from EU Member States and Candidate Countries, and relevant third countries. Experts and academics from various governments, international, and national organizations including NGOs, have also been invited to share their experiences and knowledge in view of drafting recommendations for a new European policy to fight this phenomenon in an enlarged Europe.

European Research 2002: The European Research Area and the Framework Programme

From 11 to 13 November 2002 the European Commission will hold a major conference to mark the launch of the EU's Sixth Framework Programme for research, which will cover the period from 2002 to 2006. Based on the experience of a similar event in February 1999 which attracted over 5 000 participants the conference will be a major forum to present the objectives and priorities of the Framework Programme and to explain rules for participation. At the same time the conference is meant to create opportunities for scientific debate and exchange of best practice beyond those subjects addressed in the Framework Programme. The conference will include sessions addressing all the main thematic priorities of the Framework Programme as well as the cross-cutting issues of the European Research Area such as human resources and mobility, patenting and intellectual property, etc. and sessions providing guidance on How to participate in the Framework Programme. Participants will cover their own travel and accommodation costs. The conference fee will be €60 for participants from countries having applied for EU membership; € 80 after 15 September.
