Institute of Governance, Public Policy and Social Research announces
Applications for PhD Studentships
Application Deadline: April 19, 2002

Studentships are to commence in either September 2002 or January 2003 with a maintenance award of £8000 per annum, plus tuition fees. The Institute of Governance, Public Policy and Social Research draws on the disciplines of Politics, Law, Sociology/Social Policy and European Studies. It maintains furthermore a Social Survey Service, and encourages applications for projects using either qualitative or quantitative methodologies, first and foremost for research that has significance for policy makers focusing on changes to the production, content, delivery and style of public policy at all levels from the local to the global. Projects on other aspects of governance will be considered. Preference may be given research with explicitly interdisciplinary/multi-disciplinary orientation. It is intended that three of the studentships will be for projects with a clear EU/European theme.

LGI announces
Call for LGI Research Interns
Application deadline: April 22, 2002

LGI is currently accepting applications for its research internship program. Interns will work on a voluntary basis at the LGI office (located in the Budapest headquarters of the Open Society Institute) in a diverse, challenging and exciting environment on various topics related to local public policy development, decentralization, public service reform, and multi-ethnic community management. Interns will contribute to LGI research and publications and participate in a variety of projects addressing the Central-Eastern European, Southeast European and Central Asian regions. The internship cycle will last for a period of six months. Interns must have excellent writing, research and communication skills and must hold at least a BA degree (MA desirable) in an area related to public policy or political science. Interns will be expected to begin working in Budapest by September 1, 2002.

The Peace Institute Ljubljana, Slovenia announces
The Peace Institute Fellowship Program
Application Deadline: April 23, 2002

The program encourages strategic research of current social and political topics in Slovenia, neighboring regions and the European Union. The program is aimed at young researchers involved in postgraduate study or post-doctoral programs or those who have completed this level of study. Applications are invited for the following fields: SLOVENIA AND THE EUROPEAN UNION, CIVIL SOCIETY AND HUMAN RIGHTS, MEDIA. An university degree in social sciences, research experience and publications in the fields listed above are needed. Knowledge of the languages necessary for the implementation of the project is expected. The expected final results are research reports, containing empirical and analytical data suitable for publishing. The Peace Institute will provide with logistical assistance and mentor support, and assist in finding sources and contacts. The highest total amount for an individual stipend is 5000 US dollars. The duration of the program is six months, from 1 June 2002 to 1 December 2002.

The Council of Europe and the Open Society Institute announce
Roma Internship Program
Application Deadline: April 30, 2002 ; July 31, 2002

Applicants from the age-group 18-35 from any Central and Eastern European member state, Serbia and Montenegro or Bosnia and Herzegovina are invited. Complete secondary education/preferably university or equivalent level (including social workers and mediators/advisors on Roma issues), in areas such as law, political sciences, sociology/anthropology, economics, social studies, psychology, education or international relations are needed. Good command (written, read and spoken) of at least one of the official languages of the Council of Europe (French and English) is required; knowledge of other languages is a plus. Ability to work in a team and to adapt to a new environment is a condition. Trainees will be working in the Directorate General of Social Cohesion/Migration and Roma/Gypsies Department. Should they wish to spend time in other sectors of the Organization, the opportunity might be provided to spend the whole 3 months or part of the internship in other departments. This possibility will not be provided for the first internship scheme, to take place from 1 June to 31 August 2002. The program provides the possibility to attend introductory lectures on the Organization (within the general internship scheme of the Council of Europe), to attend various events in the Council of Europe to take part in European Parliament sessions and to make contacts with local Romani organizations.

The Rector of the Jagiellonian University of Cracow (Poland) announces
THE QUEEN JADWIGA FUND ACADEMIC SCHOLARSHIPS for 2002/2003
Application Deadline: April 30, 2002

The Fund's aim is to provide Scholarships for academics, doctoral and undergraduate students from Central and Eastern Europe, the countries of the former Soviet Union, and the Balkans, who wish to conduct scholarly research in the City of Cracow. It is the Founders' intention in this way to launch a new opportunity for the furthering of close links and scholarly exchange between the academics in this part of Europe; and that Cracow and its University again be, as in former times, a center for learning prominent for its academic authority in the East and South. Our full Scholarships amount to monthly cash payments of 1,500 PLN for academics and 500 PLN for students, plus free accommodation in one of the University's halls of residence in a double - occupancy room and basic health insurance for the duration of Scholarship in Cracow. The duration for Scholarships is from one to six months, depending on the nature of the academic project a candidate presents.120 Scholarships for periods of one or two months were granted to academics and 60 to students from 13 countries for the academic year of 2001/2002.

Environmental Information and Development Center (EIDC) is announces
International Internet Exhibition and Competition of Children's Environmental Art Works and Photographs "Nature - My Home"

The purpose of action is to raise environmental awareness of children and to draw the attention of adults to different environmental problems. All children from any country of the world in age from 6 to 16 are eligible to participate in the Exhibition and Competition. The thematic of exhibition is not limited. All submitted works will be posted on Internet at Center's Site and will be exhibited in gallery in Tbilisi, Georgia. Every participant will receive memorable diplomas. Southeast European Student Initiatives (SESI) 2002

HESP of the Open Society Institute invites concept papers for cross-border student initiatives from and within the following Southeast European academic communities: Albania, Bosnia & Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia, Moldova, Montenegro, Romania, Serbia and Slovenia. The aim of the Southeast European Student Initiatives (SESI) is to address systemic changes in higher education by involving students in the democratization, modernization, and innovation of the educational process and by enhancing their cross-border co-operation in the region. Development Studies Committee, University of Cambridge announces
The Second Cambridge Advanced Programme on Rethinking Development Economics (7-14 July 2002)
Application Deadline: May 20, 2002

The programme will give a select group of 25 young academics from developing countries, including transition economies, an opportunity to gain exposure to frontier research undertaken from critical perspectives on key issues in development economics. The teaching will be conducted through lectures, discussions, and research workshops provided by some of the world's leading academics in relevant fields. The typical student for the programme is expected to have at least a Master's degree in economics or in relevant subjects with a strong background in economics (e.g., development studies, public administration) and currently be engaged in academic jobs (teaching or research). They are expected to have at least two years' work experience. Of the 25 students, some may be chosen from outside academia (e.g., government, private sector, NGOs), if they have the minimum academic qualification and relevant experiences. The programme will fully finance travel, accommodation, subsistence, and fees for those who are selected.

The Transparency International Integrity Awards 2002

Transparency International, the coalition against corruption, wishes to recognize outstanding efforts in the fight against bribery, corruption, kickbacks and extortion. The annual TI Integrity Awards seek to underline the work of individuals and organizations that have made genuine difference with specific actions to investigate or expose corruption, to prosecute the corrupt, to undermine the determined efforts of corrupt public office holders and to counter corruption in other ways. The TI Integrity Awards may be conferred to a person (or an organization) discharging official duties as well as to an activist (or activists) from all walks of life. The Awards Committee will usually make a group of about three awards a year. In making these awards, the Committee will have regard to the need to recognize efforts in diverse fields of civil society, the private sector and government and to recognize the initiatives taking place throughout the world. CONCEPT Foundation announces
CULTURAL POLICY SUB-COMPONENT OF THE ARTS AND CULTURE NETWORK PROGRAM

The aim of this program is to promote long-term structural changes in the field of cultural policy - the development and implementation of different models of cultural actions with specific emphasis on "cross border" projects. Applications coming from the accession countries are eligible for funding on condition that they have a regional dimension, connecting two or more countries of the Soros foundations' network.
Priority support will be given to long-term projects (for the first part of their realization in the year 2002).
The following types of projects will receive support: innovative and/or interdisciplinary models of cultural actions at international, national or regional level; action research projects aimed at practical results and implementation; seminars, conferences, workshops, training, and other forms of education, organized at a regional level; public debates and round tables (using media networks), lobbying activities and programs. The projects will be supported only under condition that they represent innovative ideas and have concrete practical outcomes. The maximum grant requested should not exceed 20 000 USD.

Senior Fellowships, 2003-2004

The United States Institute of Peace invites applications for the 2003-2004 Senior Fellowship competition in the Jennings Randolph Program for International Peace. Fellowships are awarded annually to scholars and practitioners from a variety of professions, including college and university faculty, journalists, diplomats, writers, educators, military officers, international negotiators and lawyers. The Institute funds projects related to preventive diplomacy, ethnic and regional conflicts, peacekeeping and peace operations, peace settlements, post-conflict reconstruction and reconciliation, democratization and the rule of law, cross-cultural negotiations, U.S. foreign policy in the 21st century, and related topics. Fellows reside at the Institute for a period of up to ten months to conduct research on their projects, consult with staff, and contribute to the ongoing work of the Institute. Projects that demonstrate relevance to current policy debates will be highly competitive. The fellowship award includes a stipend based on the fellow's previous year's salary and professional standing, up to a maximum of $80,000 for a ten-month fellowship; an office with computer and voicemail; and a part-time research assistant. The competition is open to citizens of all nations. Women and members of minorities are especially encouraged to apply.

The National Endowment for Democracy announces
Reagan-Fascell Democracy Fellows Program
Application Deadline: September 17, 2002.

This program was established in honor of its two principal founders, former president Ronald Reagan and the late congressman Dante Fascell. The program provides funding for stipend, travel, and other support to enable democracy activists, practitioners, scholars, and journalists from around the world to deepen their understanding of and enhance their ability to promote democracy. Applicants choose between two tracks: a practitioner track (typically three to five months) to improve strategies and techniques for building democracy and to exchange information with counterparts in the United States; and a research and writing track (typically five to ten months) to conduct original research for publication. Each fellow receives a monthly stipend for living expenses plus health insurance and reimbursement for travel to and from Washington, D.C. Stipend levels range from a minimum of $3500/month to a maximum of $7500/month, taking into account the fellow's previous annual income, level of experience, and the cost of living in Washington, D.C. Limited funds are available for travel in the United States. Reagan-Fascell Fellows are also provided with an office, computer, and telephone; access to library services, fax and copy machines, and the Internet; and an opportunity to interact with other scholars and democratic activists from various regions of the world. Peace Scholar Dissertation Fellowships, 2003-2004

The United States Institute of Peace invites applications for the 2003-2004 Peace Scholar dissertation fellowship competition of the Jennings Randolph Program for International Peace. The Peace Scholar program supports doctoral dissertations that explore the sources and nature of international conflict, and strategies to prevent or end conflict and to sustain peace. Dissertations from a broad range of disciplines and interdisciplinary fields are eligible. Peace Scholars work at their universities or appropriate field research sites. Priority will be given to projects that contribute knowledge relevant to the formulation of policy on international peace and conflict issues. Citizens of all countries are eligible, but must be enrolled in an accredited college or university in the United States. Applicants must have completed all requirements for the degree except the dissertation by the commencement of the award (September 1, 2003). The dissertation fellowship award is $17,000 for one year and may be used to support writing or field research.

Funding for research and training on issues of global security and cooperation

The Fellowships are designed to support research on the causes and conditions of international conflict and insecurity. Applications are wellcome from NGO professionals, activists, government and multilateral organization officials, journalists, doctors, lawyers, and others. Project Cycle Management in the International Cooperation

The most important activities of Project Cycle Management (PCM) include project planning, project evaluation, monitoring of outputs, processes, and impacts and - last but not least - transferring results of these activities into action. INTERNATIONAL FUNDRASING WORKSHOP - II "Fundraising is a two-way road"

The philosophy of the Workshop is to address a fundamental problem facing NGOs in NIS and Eastern Europe: that is their ability to remain financially viable and independent entities. Lack of know how in raising income locally restricts the ability of NGOs to determine their own programs to meet needs and to fund their growth and development. The workshop will pursue the philosophy by enhancing the techniques of partnership building between givers and receivers and by providing place to present the success cases. Workshop program includes: Strategic Approaches to Fundraising; Communication with different donors; Legitimacy and Documentation in raising funds and Ethics of Fundraising. The representatives of givers/donors will be invited to share their attitudes to fundraisers and to learn more about NGOs values. Summer School 'Parties, Elections and Democracy: The Comparative Approach and its Methodology',

The summer school focuses on comparative political research on political parties, electoral systems and electoral behavior, with a strong emphasis on methodology. Moreover, the summer school will enable the establishment of a network of Eastern and Western political science scholars with common teaching and research interests. The main aim of the SRSP summer school is to familiarize the participants to an important area of research and teaching in political science and its methodological rigors. The program is meant to make them aware of interesting sub-topics and approaches and the need to be more cautious in reaching sweeping conclusions and generalizations, yet more confident in discussing their inferences and questions. Primarily, junior faculty members from Eastern Europe are eligible for participation and post-graduate students from the region intending to embark upon a teaching and research career in the region. Working knowledge of English is required. The summer school is hosted by the Cultural Center "Rosetti - Tescanu - George Enescu", a picturesque nineteenth-century manor located in Tescani, in the historic region of Moldavia, near the city of Bacau. 3rd Global Conference "Diversity within Unity: Cultures of Violence"

This multi-disciplinary and inter-disciplinary conference aims at identifying and understanding the prevailing extent of violence in contemporary life as well as probing the representation of violence in media, art and literature. Violence has been part of societies purporting to unite people, e.g., totalitarian regimes. It has been no less part of societies that set great store on diversity. It remains a horrifying feature of today's world. Papers will be considered on any related theme. The conference is part of a larger series of on-going conferences. It aims to bring together people from different areas and interests to share ideas and explore various discussions that are innovative and exciting. 300 word abstracts should be submitted by Friday 17th May 2002. Full draft papers should be submitted by Friday 19th July 2002. Papers accepted for the previous conference have been published in a themed volume; selected papers presented at this conference will also be published.

Third SRSP Annual Conference "Quo Vadis Eastern Europe?"

The theme of the Third SRSP Annual Conference invites to reflection from different perspectives on one of the major dilemmas of contemporary political science: How to explain what has happened in the last twelve years and on what grounds to attempt predictions? For the past decade the scholars have attempted to explain the transformations in East-Central Europe by using a framework based on analyses of transitions in Latin America or Southern Europe or on theory of democracy developed in related literature of Western political science. It became obvious that the classical concepts are not enough for coping with the new reality: changes were too fast, too complex, and their direction was difficult to grasp. Thus, the scholars of East-Central European transformations try the refine the concepts of "transitology" and attempt to set on new bases the explanations of the contemporary phenomena. The broad aim of the conference will be to highlight the contribution of the Romanian political scientists to this intellectual effort. The transformations will be analyzed from perspectives offered by the fields of political science and with the specific methodology. Graduate scholars and researchers are invited to submit paper abstracts. In addition, there will be organized a roundtable discussion on the topic "Coalition formation and bargaining process". The roundtable discussion is open to all the interested participants.

Balkan Parliament Assembly

The Balkan Parliament is an international annual event, "where open minds of today and tomorrow meet to create networks, perspectives, solutions, and beginnings." This year, the Balkan Parliament will gather more than 60 students and distinguished academics, diplomats, and businessmen for a stimulating and exciting six-day program. The event core activity is the Balkan Parliament Simulation, which parallels the institutional structure of the European Parliament and Council of Ministers and which challenges the participants to role-play the leaders of their countries in a dynamic setting of negotiation, diplomacy and conflict resolution. Workshops, presentations, field trips and informal groups activities combine to give the forum its spirit of open-mindedness and leadership. Becoming Citizens of United Europe: Anthropological and Historical Aspects of the EU Enlargement in Southeast Europe

In the next years to come the process of the integration of Southeastern Europe into the European Union will expand and accelerate. Generally, all governments in Southeastern Europe share the agenda of bringing their countries into the European Union. The process of EU accession, and the possible consequences of the lack thereof, is usually assessed from a political, economic or legal point of view. The impact of European integration on everyday life, popular perceptions and expectations, strategies of ordinary people and modes of self-identification are usually much less considered. An anthropological perspective must be included in order to understand the contingencies and possible consequences of the uneven process of integration into the European Union and the gradual transformation of Europe into a polity of a new order. The organizers of this conference therefore invite paper proposals that will discuss, from anthropological as well as historical perspectives, the impact of the EU enlargement process on the societies in Southeastern Europe. Scholars from related disciplines are also encouraged to submit proposals. In general, comparative accounts will be highly welcome. The conference is organized by the International Association for Southeast European Anthropology (InASEA).

3rd Annual International Youth Leaderships Conference
July 7-12, 2002 and July 14-19, 2002, Prague, Czech Republic

Organized by Civic Concepts International, this conference will explore current themes about the future of world leadership, in politics, law and international relations. All topics will be covered in a fun, exciting environment, with an emphasis on cross-cultural communication and an open exchange of ideas. All students will participate in unique simulations of real-world organizations, role-playing characters in powerful international positions. Simulations include a United Nations Security Council Crisis Meeting, an International War Crimes Tribunal, and a Model Parliament debate based on a World Trade Organization issue. These simulation activities will be accompanied by field trips, site visits, guest lectures and free time to spend in Prague, the jewel in the crown of Central Europe. Students will be guests at several foreign embassies and at Radio Free Europe in Prague. Cost: 540 USD.

Strengthening the role of civil society in international cooperation

The World Civil Society Forum intends to gather from 1 000 to 1 500 organizations (including NGOs, indigenous peoples, research centers, UN agencies, etc.) from all over the world and working in different areas of activity in different thematic working groups. Its 4 main objectives are: to promote cooperation among civil society organizations across the world and working in different fields of activity, especially with developing countries and indigenous peoples, to facilitate cooperation between civil society and the United Nations system, including its specialized agencies and other international organization, to create a space for dialogue on the relation between the different stakeholders of the international scene, such as civil society organizations, international organizations, governments and private sector and to consider the constitution of a permanent forum. Civil Society Village and cultural activities (15 - 20 July) will be open to the public and will include numerous exciting cultural events. Exhibition areas (15 - 20 July) will be provided at the Conference Center and in the Village. Support and facilities will be provided for organizations from developing countries.

Youth Organizing Institute: Community Leadership and Conflict Resolution

Under the leadership of experienced local and international community organizers, participants will spend one week developing the personal knowledge and skills necessary for them to become effective leaders in their communities through a conflict management and community-organizing curriculum. The one-week Institute will be facilitated by five faculty members, all of who bring experience in training young leaders from across the Balkans and the planet (Cambodia, South Africa, USA, and the Balkans - to name a few countries). An additional five faculty members from Romania will co-instruct a number of sessions with the international faculty. An additional two junior from SEE will assist the faculty. The faculty will be inter-generational, inter-ethnic, and inter-religious, and they will not advocate particular political perspectives. The organizers are looking to recruit about 25 students from across South Eastern Europe to participate.

Regional Survey's South Eastern Europe Democracy Support (SEEDS)

The International Institute for Democracy and Electoral Assistance announces the release of the most comprehensive regional opinion survey ever conducted in South Eastern Europe, of 12,000 people from 9 countries and territories of South Eastern Europe on topics related to democratic development and regional co-operation. Local partners throughout the region conducted the opinion poll in January and February 2002. All the results are now available on their website.

Bridges for Education International Summer Camps

The purpose of Bridges for Education is to promote tolerance and understanding using English as a bridge. To date, BFE has organized 66 camps, sending approximately 750 teachers to eight countries serving about 8,500 students from 33 countries. BFE programs are international with students from Albania, Armenia, Austria, Azerbaijan, Belarus, Bulgaria, Bosnia, Canada, Chechnya, Crimea, Cyprus, Estonia, Georgia, Germany, Hungary, Iceland, Italy, Finland, France, Kosovo, Kyrgzakstan, Latvia, Lithuania, Moldova, Mongolia, Poland, Serbia, Slovakia, Sweden, Switzerland, Romania, Russia, and Ukraine. All students are recruited without regard to their religious, ethnic, or racial backgrounds in order to promote understanding, tolerance, and friendships. BFE offers you a window of opportunity to do good work, to be greatly appreciated, and to learn about the world and yourself. International teachers who bring ten students to the BFE camps do not have to pay tuition. Renewing Southeastern European Ways to Approach National Histories and Understand the Creation of a United Europe

Summer school "Human Rights and Human Wrongs in Southeastern Europe"

The summer course will be taking place for second consecutive year and is envisioned as a two-week modular course of lectures, workshop discussions, case studies, and curriculum and project development exercises. A general overview of the UN and the European human rights protection systems with an extensive focus on issues of importance to South-eastern Europe (Dayton Agreement, Kosovo Agreement, Stability Pact) will accompany the interactive methods for learning about human rights. An analysis of the main human rights protection instruments at place, their applicability, effect and implementation in the South-eastern European context will be discussed and assessed. An important accent of the course will be the introduction of innovative HR teaching methodologies, role-plays and the development of common project ideas by the course participants. The Summer School is supported by the European Union, HESP Program of the Open Society Institute and the Austrian Ministry of Foreign Affairs within the framework of the project Establishment and Networking of Human Rights Centers in Former Yugoslav Republics.

The curriculum will consist of three modules each lasting for a week: Regional Co-operation - regional co-operation as a part of European integration process, its theoretical background and concepts, typology, success and limiting factors, position of countries in transition of Central, Eastern and South Eastern Europe, inventory of cases of regional initiatives and co-operation, Stability Pact for South Eastern Europe, role of diplomacy; Multilateral Diplomacy - positioning of the multilateral fora, globalisation, multi-track diplomacy involving non-state actors, economic diplomacy, collective and common security and crisis management, preventive diplomacy, co-operation and negotiations, regional multilateral diplomacy, case-studies of the EU and the UN; Diplomatic Practice - relevant issues of international relations and modern diplomatic practice, diplomatic and consular law, diplomatic history, diplomatic communication, public diplomacy, information technology, other specific aspects of the diplomat`s job. The DDSS participants will be young diplomats from countries in transition of Central, Eastern and South Eastern Europe, particularly those who are also postgraduate students so that they can get credits for their studies. The number of participants is limited to thirty and those chosen on the basis of their curriculum and achievements will have all their expenses paid (tuition, travel, accommodation).
